In this intensely provocative book, University of Regina professors Anderson and Robertson contend that newspapers have played a central role in the Canadian colonial project through. their representation of Aboriginal peoples over the past 140 years. Despite having become less overtly racist in tone and terminology since the late nineteenth century, Canadian newspapers have nevertheless persisted in framing Aboriginal peoples within three essentialist tropes: depravity, innate inferiority, and a stubborn resistance to progress. These tropes have fed into the mainstream ideology underpinning colonial practices-the treaty system, residential schools, and ongoing assimilationist efforts-while simultaneously providing a foil against which mainstream Canada has produced positive assessments of itself
The rule of good law : form, substance, and fundamental rights
This paper explores the effect that conformity to the rule of law has on the ends which might legitimately be pursued within a legal system. The neat distinction between formal and substantive conceptions of the rule of law will be challenged: even apparently formal conceptions necessarily affect the content of law and necessarily entail the protection of certain fundamental rights. What remains of the formal/substantive dichotomy is, in fact, a distinction between conceptions of the rule of law which guarantee the substantive justice of each and every law and those which entail some commitment to basic requirements of justice while nevertheless leaving room for unjust laws. Ultimately, the only significant distinction between competing theories of the rule of law concerns the nature of the connection between legality and justice, not whether there is any such connection at all
Extended x-ray absorption fine structure study of porous GaSb formed by ion implantation
Porous GaSb has been formed by Ga ion implantation into crystalline GaSb substrates at either room temperature or −180 °C. The morphology has been characterized using scanning electron microscopy and the atomic structure was determined using extended x-ray absorption fine structure spectroscopy. Room-temperature implantation at low fluences leads to the formation of ∼20-nm voids though the material remains crystalline. Higher fluences cause the microstructure to evolve into a network of amorphous GaSb rods ∼15 nm in diameter. In contrast, implantation at −180 °C generates large, elongated voids but no rods. Upon exposure to air, the surface of the porous material is readily oxidized yielding Ga₂O₃ and metallic Sb precipitates, the latter resulting from the reduction of unstable Sb₂O₃. We consider and discuss the atomic-scale mechanisms potentially operative during the concurrent crystalline-to-amorphous and continuous-to-porous transformations
Grounding unlawful discrimination
This article explores the necessary and jointly sufficient conditions for the recognition of a ground of unlawful discrimination. It is important not only to have a coherent understanding of the currently enumerated grounds, but also to have a theoretical framework that can assist in enumerating new grounds through the open-ended "other status"aspect of many legal frameworks. To that end, this article argues that personal characteristics that are generally morally irrelevant, and that are socially salient in that they carry with them a prevalence of inequality-laden attitudes, amount to necessary and jointly sufficient conditions for recognizing a ground of unlawful discrimination. Other conditions, such as immutability and the presence of relative group disadvantage, will be assessed and dismissed as contingent but not necessary conditions
The cornerstone of our law : equality, consistency, and judicial review
Equality before the law is a foundational principle of the common law and is of particular importance for administrative law given the connection between judicial review and the rule of law. Analysis as to the precise requirements of this principle can help us to better understand the role that obligations to act consistently play within judicial review. This paper will examine whether consistency ought to be classed as a separate ground of review and argue that this is unnecessary. Examination of the role that legal equality plays within common law reason generally will shed light on the role that it plays within administrative law in particular. Consistency is best conceived as a background principle, informed by the value of legal equality, housed within reasonableness review and not a separate ground of review that could elide the distinction between review and appeal
A New Look at the Local White Dwarf Population
We have conducted a detailed new survey of the local population of white dwarfs lying within 20 pc of the Sun. A new revised catalog of local white dwarfs containing 122 entries (126 individual degenerate stars) is presented. This list contains 27 white dwarfs not included in a previous list from 2002, as well as new and recently published trigonometric parallaxes. In several cases new members of the local white dwarf population have come to light through accurate photometric distance estimates. In addition, a suspected new double degenerate system (WD 0423+120) has been identified. The 20 pc sample is currently estimated to be 80% complete. Using a variety of recent spectroscopic, photometric, and trigonometric distance determinations, we re-compute a space density of 4.8 ± 0.5 × 10−3 pc−3 corresponding to a mass density of 3.2 ± 0.3 × 10−3 M pc−3 from the complete portion of the sample within 13 pc. We find an overall mean mass for the local white dwarfs of 0.665 M, a value larger than most other non-volume-limited estimates. Although the sample is small, we find no evidence of a correlation between mass and temperature in which white dwarfs below 13,000 K are systematically more massive than those above this temperature. Within 20 pc 25% of the white dwarfs are in binary systems (including double degenerate systems). Approximately 6% are double degenerates and 6.5% are Sirius-like systems. The fraction of magnetic white dwarfs in the local population is found to be 13%
Difficult encounters around "monkey cheeks": Farmers' interests and the design of flood retention areas in Thailand
Flood retention areas are being increasingly promoted for flood risk management. People living in these areas will accept them if their interests are taken into account. The present study analyses the extent to which farmers' interests were taken into account in two flood retention projects in Thailand. A feasibility study was conducted in preparation for the first project which included public participation. The second project was a pilot project implemented in the same zone at a small scale. Participants in the public participation process and farmers living in proposed flood retention areas were interviewed for the purpose of the present study. Agreement could have been reached between the farmers and the public agencies concerning the flood retention areas. However, the participation process did not enable frank discussion about the conditions under which farmers would accept the project. The second project was designed without public participation and offered very little compensation to farmers. In countries marked by power imbalances in water resources management, public agencies may impose flood retention areas, but the absence of agreements with farmers can reduce the effectiveness of the measure. Reaching such agreements requires challenging the imbalanced power relationships between farmers and public agencies
Co–Au core-shell nanocrystals formed by sequential ion implantation into SiO₂
Co–Au core-shell nanocrystals (NCs) were formed by sequential ion implantation of Au and Co into thin SiO₂. The NCs were investigated by means of transmission electron microscopy and extended x-ray absorption fine structure spectroscopy. The latter reveals a bond length expansion in the Co core compared to monatomic Co NCs. Concomitantly, a significant contraction of the bond length and a significant reduction of the effective Au–Au coordination number were observed in the Au shells. Increased Debye-Waller factors indicate significant strain in the NCs. These experimental results verify recent theoretical predictions.P.K. and M.C.R. thank the Australian Research Council

Increased functional coupling between VTA and hippocampus during rest in first-episode psychosis
Animal models suggest that interactions between the hippocampus and ventral tegmental area (VTA) underlie the onset and etiology of psychosis. While a large body of research has separately characterized alterations in hippocampal and VTA function in psychosis, alterations across the VTA and hippocampus have not been characterized in first-episode psychosis (FEP). As the phase of psychosis most proximal to conversion, studies specifically focused on FEP are valuable to psychosis research. Here, we characterize alterations in VTA-hippocampal interactions across male and female human participants experiencing their first episode of psychosis using resting state functional magnetic resonance imaging (rsfMRI). In comparison to age and sex matched healthy controls (HCs), FEP individuals had significantly greater VTA-hippocampal functional coupling but significantly less VTA-striatal functional coupling. Further, increased VTA-hippocampal functional coupling in FEP correlated with individual differences in psychosis-related symptoms. Together, these findings demonstrate alterations in mesolimbic-hippocampal circuits in FEP and extend prominent animal models of psychosis
