A police organization is that part of the government responsibile for enforcing laws and ordinances adopted by elected representatives of the people. The letter of the law determines what a police officer m ust do to discharge the obligation im posed by his oath, but it does not encom pass all of the circum stances which arise in the practical application of these written principles. Understanding of human behavior and application of comm on sense are fundamental to the successful attainment of police obj ectives. These alone, however, are not sufficient to insure the proper handling of every incident. There must be standards of quality and rules for procedure and conduct to serve as guides. These standards, rules and regulations are set forth in this Manual. This Manual prescribes the manner in which m embers of the Police Department will conduct them selves in discharging their sworn obligations. Violations of provisions of this Manual will constitute grounds for disciplinary action
The Accuracy of Perturbative Master Equations
We consider open quantum systems with dynamics described by master equations
that have perturbative expansions in the system-environment interaction. We
show that, contrary to intuition, full-time solutions of order-2n accuracy
require an order-(2n+2) master equation. We give two examples of such
inaccuracies in the solutions to an order-2n master equation: order-2n
inaccuracies in the steady state of the system and order-2n positivity
violations, and we show how these arise in a specific example for which exact
solutions are available. This result has a wide-ranging impact on the validity
of coupling (or friction) sensitive results derived from second-order
convolutionless, Nakajima-Zwanzig, Redfield, and Born-Markov master equations.Comment: 6 pages, 0 figures; v2 updated references; v3 updated references,

We report a systematic study of the transport properties of coupled
one-dimensional metallic chains as a function of the number of parallel chains.
When the number of parallel chains is less than 2000, the transport properties
show power-law behavior on temperature and voltage, characteristic for

Quantitative proteomics in resected renal cancer tissue for biomarker discovery and profiling
<b>Background:</b> Proteomics-based approaches for biomarker discovery are promising strategies used in cancer research. We present state-of-art label-free quantitative proteomics method to assess proteome of renal cell carcinoma (RCC) compared with noncancer renal tissues.<p></p>
<b>Methods:</b> Fresh frozen tissue samples from eight primary RCC lesions and autologous adjacent normal renal tissues were obtained from surgically resected tumour-bearing kidneys. Proteins were extracted by complete solubilisation of tissues using filter-aided sample preparation (FASP) method. Trypsin digested proteins were analysed using quantitative label-free proteomics approach followed by data interpretation and pathways analysis.<p></p>
<b>Results:</b> A total of 1761 proteins were identified and quantified with high confidence (MASCOT ion score threshold of 35 and P-value <0.05). Of these, 596 proteins were identified as differentially expressed between cancer and noncancer tissues. Two upregulated proteins in tumour samples (adipose differentiation-related protein and Coronin 1A) were further validated by immunohistochemistry. Pathway analysis using IPA, KOBAS 2.0, DAVID functional annotation and FLink tools showed enrichment of many cancer-related biological processes and pathways such as oxidative phosphorylation, glycolysis and amino acid synthetic pathways.<p></p>
<b>Conclusions:<b> Our study identified a number of differentially expressed proteins and pathways using label-free proteomics approach in RCC compared with normal tissue samples. Two proteins validated in this study are the focus of on-going research in a large cohort of patients.<p></p>
Flavor-singlet light-cone amplitudes and radiative Upsilon decays in SCET
We study the evolution of flavor-singlet, light-cone amplitudes in the
soft-collinear effective theory (SCET), and reproduce results previously
obtained by a different approach. We apply our calculation to the color-singlet
contribution to the photon endpoint in radiative Upsilon decay. In a previous
paper, we studied the color-singlet contributions to the endpoint, but
neglected operator mixing, arguing that it should be a numerically small
effect. Nevertheless the mixing needs to be included in a consistent
calculation, and we do just that in this work. We find that the effects of
mixing are indeed numerically small. This result combined with previous work on
the color-octet contribution and the photon fragmentation contribution provides
a consistent theoretical treatment of the photon spectrum in radiative Upsilon

Unbalance Response Prediction for Accelerating Rotors With Load-Dependent Nonlinear Bearing Stiffness
Rolling-element bearing forces vary nonlinearly with bearing deflection. Thus an accurate rotordynamic analysis requires that bearing forces corresponding to the actual bearing deflection be utilized. Previous papers have explored the transient effect of suddenly applied imbalance and the steady-state unbalance response, using bearing forces calculated by the rolling-element bearing analysis code COBRA-AHS. The present work considers the acceleration of a rotor through one or more critical speeds. The rotordynamic analysis showed that for rapid acceleration rates the maximum response amplitude may be considerably less than predicted by steady-state analysis. Above the critical speed, transient vibration at the rotor natural frequency occurs, similar to that predicted for a Jeffcott rotor with constant-stiffness bearings. A moderate amount of damping will markedly reduce the vibration amplitude, but this damping is not inherent in ball bearings
