Fixed points for nilpotent actions on the plane and the Cartwright-Littlewood theorem

The goal of this paper is proving the existence and then localizing global fixed points for nilpotent groups generated by homeomorphisms of the plane satisfying a certain Lipschitz condition. The condition is inspired in a classical result of Bonatti for commuting diffeomorphisms of the 2-sphere and in particular it is satisfied by diffeomorphisms, not necessarily of class $C^{1}$, whose linear part at every point is uniformly close to the identity. In this same setting we prove a version of the Cartwright-Littlewood theorem, obtaining fixed points in any continuum preserved by a nilpotent action.Comment: 30 pages, 2 figure

A Note on Commuting Diffeomorphisms on Surfaces

Let S be a closed surface with nonzero Euler characteristic. We prove the existence of an open neighborhood V of the identity map of S in the C^1-topology with the following property: if G is an abelian subgroup of Diff^1(S) generated by any family of elements in V then the elements of G have common fixed points. This result generalizes a similar result due to Bonatti and announced in his paper "Diffeomorphismes commutants des surfaces et stabilite des fibrations en tores".Comment: 16 page

Fixed points of discrete nilpotent group actions on S^2

We prove that for each integer k of at least 2, there is an open neigborhood \nu_k of the identity map of the 2-sphere S^2, in C^1-topology such that: if G is a nilpotent subgroup of Diff^1(S^2) with length k of nilpotency, generated by elements in \nu_k, then the natural action on S^2 has non-empty fixed point set. Formação a Distância e eLearning na Polícia Segurança Pública em Portugal

A política formativa policial visa dotar os seus profissionais de competências e qualificações que respondam aos novos desafios societais. Por se considerar que a formação a distância pode constituir-se como uma solução para minimizar os atuais condicionalismos dos sistema formativo policial desenvolvemos o presente trabalho que tem como objetivo conhecer as representações dos profissionais da PSP relativamente à formação ministrada a distância. É um estudo que, em termos metodológicos, realiza uma abordagem de cariz quantitativo e que coloca a ênfase na perceção dos formandos em questões relativas ao seu percurso formativo nesta modalidade. A investigação estendeu-se a todos os elementos da PSP que frequentaram com aproveitamento, entre 2007 e 2013, pelo menos uma ação de formação. Os principais resultados do estudo permitem-nos concluir que existe um grau de concordância e um posicionamento muito favorável à implementação da formação a distância, considerando-a uma opção muito adequada atendendo às especificidades da instituição
