Algorithms for multi-robot systems on the cooperative exploration & last-mile delivery problems
La aparición de los vehículos aéreos no tripulados (UAVs) y de los vehículos terrestres no tripulados (UGVs) ha llevado a la comunidad científica a enfrentarse a problemas ideando paradigmas de cooperación con UGVs y UAVs. Sin embargo, no suele ser trivial determinar si la cooperación entre UGVs y UAVs es adecuada para un determinado problema. Por esta razón, en esta tesis, investigamos un paradigma particular de cooperación UGV-UAV en dos problemas de la literatura, y proponemos un controlador autónomo para probarlo en escenarios simulados.
Primero, formulamos un problema particular de exploración cooperativa que consiste en alcanzar un conjunto de puntos de destino en un área de exploración a gran escala. Este problema define al UGV como una estación de carga móvil para transportar el UAV a través de diferentes lugares desde donde el UAV puede alcanzar los puntos de destino. Por consiguiente, proponemos el algoritmo TERRA para resolverlo. Este algoritmo se destaca por dividir el problema de exploración en cinco subproblemas, en los que cada subproblema se resuelve en una etapa particular del algoritmo.
Debido a la explosión de la entrega de paquetes en las empresas de comercio electrónico, formulamos también una generalización del conocido problema de la entrega en la última milla. En este caso, el UGV actúa como una estación de carga móvil que transporta a los paquetes y a los UAVs, y estos se encargan de entregarlos. De esta manera, seguimos la estrategia de división descrita por TERRA, y proponemos el algoritmo COURIER. Este algoritmo replica las cuatro primeras etapas de TERRA, pero construye una nueva quinta etapa para producir un plan de tareas que resuelva el problema. Para evaluar el paradigma de cooperación UGV-UAV en escenarios simulados, proponemos el controlador autónomo ARIES. Este controlador sigue un enfoque jerárquico descentralizado de líder-seguidor para integrar cualquier paradigma de cooperación de manera distribuida.
Ambos algoritmos han sido caracterizados para identificar los aspectos relevantes del paradigma de cooperación en los problemas relacionados. Además, ambos demuestran un gran rendimiento del paradigma de cooperación en tales problemas, y al igual que el controlador autónomo, revelan un gran potencial para futuras aplicaciones reales.The emergence of Unmanned Aerial Vehicles (UAVs) and Unmanned
Ground Vehicles (UGVs) has conducted the research community to
face historical complex problems by devising UGV-UAV cooperation
paradigms. However, it is usually not a trivial task to determine
whether or not a UGV-UAV cooperation is suitable for a particular
problem. For this reason, in this thesis, we investigate a particular
UGV-UAV cooperation paradigm over two problems in the literature,
and we propose an autonomous controller to test it on simulated
scenarios.
Driven by the planetary exploration, we formulate a particular cooperative
exploration problem consisting of reaching a set of target
points in a large-scale exploration area. This problem defines the UGV
as a moving charging station to carry the UAV through different locations
from where the UAV can reach the target points. Consequently,
we propose the cooperaTive ExploRation Routing Algorithm (TERRA)
to solve it. This algorithm stands out for splitting up the exploration
problem into five sub-problems, in which each sub-problem is solved
in a particular stage of the algorithm. In the same way, driven by the
explosion of parcels delivery in e-commerce companies, we formulate
a generalization of the well-known last-mile delivery problem. This
generalization defines the same UGV’s and UAV’s rol as the exploration
problem. That is, the UGV acts as a moving charging station
which carries the parcels along several UAVs to deliver them. In this
way, we follow the split strategy depicted by TERRA to propose the
COoperative Unmanned deliveRIEs planning algoRithm (COURIER).
This algorithm replicates the first four TERRA’s stages, but it builds a
new fifth stage to produce a task plan solving the problem. In order to
evaluate the UGV-UAV cooperation paradigm on simulated scenarios,
we propose the Autonomous coopeRatIve Execution System (ARIES).
This controller follows a hierarchical decentralized leader-follower approach
to integrate any cooperation paradigm in a distributed manner.
Both algorithms have been characterized to identify the relevant
aspects of the cooperation paradigm in the related problems. Also,
both of them demonstrate a great performance of the cooperation
paradigm in such problems, and as well as the autonomous controller,
reveal a great potential for future real applications
Nationalism in Spain: Is It a Danger to National Integrity?
In recent years there has been a worldwide resurgence of ethnic nationalism as ethnic minorities have seen in this ethnic differentiation a better way to increase their political power within the states where they reside. Spain is a complex country divided into a number of contrasting regions with widely varying economic and social structures as well as different historical, political, and cultural traditions that includes different languages. This extreme complexity is related to its national diversity and also to the political and social articulation of nationalist claims within the state. This study arrives at five conclusions. First, Basque and Catalan nationalism is an example to follow by other regions in order to get a higher level of self-government. Second, the possession of a different language is the most important factor of distinctiveness. Third, the economic situation is closely related to the resurgence of peripheral nationalism. Fourth, the present political configuration, although supported by the majority of population, could be easily transformed into a federal state. Finally, peripheral nationalism does not affect the national security because of the lack of internal and external support to the nationalist movements that employ violence as the means to reach their political goals

La infraestructura de datos de biodiversidad de Navarra: una experiencia compartida
La infraestructura de datos de biodiversidad de navarra (IDBD), surge en el año 2007 como una especialización
de la IDE regional (IDENA) aplicada a la biodiversidad, pretende incorporar y fomentar la interoperabilidad con
iniciativas similares y en su desarrollo se tienen en cuenta las necesidades de múltiples tipos de usuarios
(http://www.biodiversidad.navarra.es).
Ante las dificultades en el acceso y tratamiento de la información geográfica y alfanumérica vinculada a la
conservación de la biodiversidad (múltiples fuentes, muchos usuarios y con necesidades diferentes, gran variabilidad
de métodos de captura de datos y, en muchos casos, información parcial, incompleta, mal documentada o antigua),
el Gobierno de Navarra decidió superar esta situación a través de la creación de un proyecto compartido. En él
participan múltiples actores, desde divulgadores a investigadores, utiliza y fomenta la definición y utilización de
estándares de interoperabilidad y de modelos de datos y metadatos
La apuesta por dar a la IDBD el carácter de “infraestructura” es consecuencia del “estado del arte” en la región:
existencia de voluntad política y técnica con un gran impulso a la modernización de los servicios públicos, gran
madurez y facilidades que ofrece la tecnología de la mano de la sociedad pública Tracasa, gran disponibilidad de
información en el proyecto corporativo SITNA (Sistema de Información territorial de Navarra), necesidad de dar el
mejor cumplimiento a los mandatos de la Ley 27/2006 y Directiva 2003/4/CE de acceso a la información ambiental
y la participación de Gobierno regional y sociedad instrumental como socios en el proyecto Nature-SDI plus que trata
sobre estos temas dentro de la Directiva INSPIRE.
En este XIV Congreso Nacional de Tecnologías de la Información Geográfica se presentará la nueva versión de su
frontal en Internet, con una presentación renovada y más operativa y el nuevo módulo de carga y geo-referenciación
de fotografías, las claves del proyecto y las necesidades definidas por los usuarios y, con especial atención, los
servicios Web que facilitan al acceso a la información alfanumérica, geográfica y multimedia sobre biodiversidad.Biodiversity Data Infrastructure of Navarre (IDBD) begins in the year 2007 as a specialization of the regional SDI
(IDENA) applied to the topic of biodiversity. It intends to incorporate and promote interoperability with similar
initiatives and with special attention to the user needs perspective (http://www.biodiversidad.navarra.es/?lg=en).
Given the difficulties in access and treatment of geographic and alphanumeric information related to the
biodiversity conservation (variety of sources, many people with different needs, great variability of data collection
methods and in many cases, partial or incomplete information, poorly documented or old), the Government of Navarra decided to overcome this situation through the creation of a shared project. It involves multiple actors, from
researchers to scientific speakers, and uses and encourages the definition and use of interoperability standards and
data models and metadata
The commitment to give the IDBD the character of "infrastructure" is consequence on the "state of the art” in the
region: existence of political support and technical cooperation fostering the modernization of public services,
maturity and facilities offered by the technology provided by the public company Tracasa, wide availability of
information in the corporate project SITNA (Territorial Information System of Navarra), need for better compliance
with the mandates of the Law 27/2006 and Directive 2003/4/EC on access to environmental information and the
participation of regional government and public company as partners in the project Nature-SDI plus dealing with
these issues within the framework of the INSPIRE directive.
New and updated version of the IDBD will be presented at the XIV National Congress of Geographic Information
Technology. A renewed and more operational home web site and the new module loading and geo-reference of
photographs are currently the project keys. Additionally the identified user needs will be presented, with special
attention to the web services that facilitate access to the alphanumeric, geographical and multimedia biodiversity
contents
Interoperabilidad en conservación de la biodiversidad: proyecto europeo Nature-SDI plus
EL PROYECTO NATURE-SDI PLUS, APROBADO POR LA COMISIÓN EUROPEA DENTRO DE LA CONVOCATORIA ECONTENT,
TIENE COMO OBJETO LA CONSOLIDACIÓN DE UNA RED DE BUENAS PRÁCTICAS PARA LA CREACIÓN DE
UNA INFRAESTRUCTURA DE DATOS ESPACIALES SOBRE CONSERVACIÓN DE LA BIODIVERSIDAD EN EUROPA
La red Nature-SDI plus está colaborando en la implementación y demostración a través de un geoportal de la
interoperabilidad a nivel europeo de las colecciones de geodatos sobre lugares protegidos, incluidos en el anexo I de
INSPIRE, y de regiones biogeográficas, hábitats y biotopos y distribución de las especies, del anexo III.
El proyecto, en el que participan 30 socios de 18 países y que concluye en marzo de 2011, está trabajando para
conseguir unos conjuntos de datos armonizados a nivel europeo que los haga más accesibles y explotables a través
de metodologías innovadoras y ejemplos de buenas prácticas. Entre las actividades realizadas hasta el momento, se
ha participado en el testeo de la Directiva INSPIRE en lo relativo al Anexo I – Tema de Espacios Protegidos, se han
preparado casos de usos y propuesto expertos para los Grupos Temáticos de Trabajo (TWG) del Anexo III,
contribuyendo, por tanto, a la implementación de la Directiva INSPIRE, en las temáticas de Conservación de la
Naturaleza antes mencionadas. Por otro lado, pretende involucrar a nuevos usuarios, compartir datos y buenas
prácticas, así como, mejorar y fomentar la explotación y reutilización de la información sobre la temática de
conservación de la naturaleza.
En este XIV Congreso Nacional de Tecnologías de la Información Geográfica se presentará el estado de ejecución
del proyecto, a 6 meses de su conclusión, con especial atención a los procedimientos y herramientas de
armonización de los conjuntos de datos, la definición de una propuesta multilingüe y multicultural común para un
acceso más sencillo y estandarizado a dichos datos espaciales y la creación del Geoportal de demostración Nature-
SDI plus, basado en servicios web, cuyo objetivo es facilitar la accesibilidad a los datos a los diferentes grupos de
usuarios, fomentando una mayor implicación de la ciudadanía en la conservación de la biodiversidad.
Por último, y no menos importante, se proporcionará información sobre la Red Nature SDI plus a fin de ampliar
con ejemplos en España la colección de buenas prácticas sobre la temática, en la que pueden participar
administraciones públicas, universidades y centros de investigación y cualquier otra organización comprometida en

Nature plus-SDI Network is working on the implementation and demonstration of the interoperability of European
geodata collections of protected sites, listed in Annex I of INSPIRE, and biogeographic regions, habitats and biotopes
and species distribution of Annex III through a portal to.
The project, involving 30 partners from 18 countries will be running up to March 2011, is working for harmonizing
datasets at European level to make them more accessible and exploitable through innovative methodology and
examples of good practice. Among the activities undertaken so far, the partners have been participating in the
testing of INSPIRE Directive in relation to Annex I - Protected Sites Theme and have been prepared use cases and
proposed experts for the Thematic Working Groups (TWG) of Annex III, thereby contributing to the implementation of
the INSPIRE directive, on the topic of Nature Conservation. On the other hand, it seeks to engage new users, to share
information and best practices as well as, improve and promote the exploitation and reuse of information about
nature conservation.
At the occasion of the XIV National Congress of Geographic Information Technologies the status of the project is
presented, emphasizing the procedures and tools for the harmonization of data sets, the proposal for the access and
definition of a common and standardised multilingual and multicultural access to spatial data and the creation of the
Nature-SDI plus demonstration portal based on web services, which aims to facilitate the accessibility to the data to
different groups, encouraging implication of citizens in the biodiversity conservation.
Last, but not least, information on Nature SDI plus Network will be provided in order to enlarge the network in
Spain collecting good practice examples and getting involved public administrations, universities and research
centers and other organization compromised in biodiversity conservatio

Aptamers as a Promising Therapeutic Tool for Cancer Immunotherapy
Aptamers are single-chained RNA or DNA oligonucleotides (ODNs) with a three-dimensional conformation that provides the ability to fit their targets with high affinity and specificity obtained by a method called SELEX. Cancer immunotherapy has nowadays come back to prominence due to its encouraging results in the clinic with monoclonal antibodies. Aptamers display some important advantages over antibodies at the time of translation into the clinic. They are very suitable for targeting and delivery, reducing off-target side effects, and increasing the therapeutic index of a given strategy. Hundreds of aptamers have been described for very different purposes within biomedical research. Some of the aptamers described recently have been isolated with immunotherapeutic applications to overcome current challenges in cancer immunotherapy. To elicit a specific antitumor immune response, some of these aptamers are engineered to activate co-stimulatory receptors or blocking immunosuppressive signals.
