    Examining the Indonesia Bureaucracy Response and Problem in Pandemic Times: A Preliminary Diagnostic Study

    This investigation was prompted by the conditions of the COVID-19 pandemic, which created very rapid changes in the bureaucratic environment. This initial study is intended to explain how the Indonesian bureaucracy responds to changes due to the pandemic. A literature study is used to aggregate some of the findings of the latest research in Indonesia and official and accountable reports on bureaucratic governance. General results show that the bureaucracy in Indonesia is still stuttering in carrying out its functions. When the public requires quick and fair service, bureaucratic formalism, as an effect of Weberian bureaucracy, finds its contradiction. Still, the response required by the public does not accompany it. Further studies must be initiated to formulate an agile and public-centered bureaucratic model in the post-pandemic era.     Transformation of Higher Education: The Strategy of MBKM

    The freedom of learning contained in the MBKM Guidebook is intended to give freedom and autonomy to educational institutions, and freedom from bureaucratization, lecturers are exempt from bureaucracy, and students are given the freedom to choose their field. In the context of students, they are freed to carry out campus activities through 9 Merdeka Belajar-Kampus Merdeka programs, namely; student exchanges, internships/work practices, teaching assistance in education units, research, humanitarian projects, activities, entrepreneurship, independent studies/projects, and building thematic real work villages/lectures. One of the issues that arises as the program progresses is the issue of conversion grades, which are viewed as unfair by some lecturers and students because they must convert courses from the original study program. This research uses qualitative research methods, using the types of strategies according to Kooten, namely corporate strategy, program strategy, and resource support strategy. This research found that Unila has strategies in 4 dimensions according to the Kooten, in the program strategy there are obstacles to the technical conversion of the internship program, but Unila continues to improve by designing the curriculum, technical guidance, and workshops of the MBKM program so that the initial objectives of this program can be achieved.     ANALISIS KOMPETENSI APARATUR PEMERINTAH DESA DALAM PERUMUSAN KEBIJAKAN DESA (Suatu Studi di Tiyuh Sidomakmur Kabupaten Tulang Bawang Barat)

    Before village regulations are discussed jointly with the BPD, village officials draft village regulations. Village officials have a very important role in preparing quality village policy designs. Therefore, village officials must have adequate competence in drafting village regulations. The purpose of this study was to analyze the Competence of the Sidomakmur Village Government Apparatus in Compiling Village Policies (Village Regulations) and to analyze the competency weaknesses of the Sidomakmur village government apparatus in formulating village policies (village regulations). This research is a descriptive qualitative research using data collection methods by interviews and documentation studies. The results of the study show that the Sidomakmur Village apparatus does not yet have good enough competencies to formulate a village policy. The competencies that are still lacking are academic competence and technical competence. This is because the majority of village apparatus only graduated from high school and they also have good competence in using computers. The recommendation that the author gives is to provide scholarships to officials to pursue higher education and organize training in the use of technology and information such as computers.Sebelum peraturan desa dibahas bersama-sama dengan BPD, rancangan peraturan desa disusun oleh perangkat desa. Perangkat desa dengan demikian memiliki peranan yang sangat penting dalam menyiapkan rancangan kebijakan desa yang berkualitas. Oleh karena itu, maka perangkat desa hendaknya memiliki kompetensi dalam merancang peraturan desa yang akan dibahas oleh Pemerintah Desa bersama-sama dengan BPD. Tujuan dari penelitian ini adalah untuk menganalisis Kompetensi Aparatur Pemerintah Kampung Sidomakmur  dalam  Penyusunan  Kebijakan  Desa (Peraturan Desa) dan menganalisis kelemahan kompetensi   aparatur pemerintah kampung Sidomakmur dalam perumusan kebijakan desa (peraturan desa). Penelitian ini adalah penelitian kualitatif deskriptif yang menggunakan metode  pengumpulan  data  dengan wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa aparatur Tiyuh Sidomakmur belum memiliki kompetensi yang cukup baik untuk menyusun suatu kebijakan desa. Kompetensi yang masih kurang adalah kompetensi akademis dan kompetensi teknis. Hal tersebut dikarenakan mayoritas tingkat pendidikan aparatur desa masih sebatas lulusan SMA dan mereka juga memiliki kompetensi penggunaan komputer yang baik. Rekomendasi yang penulis berikan adalah memberi beasiswa kepada aparatur untuk menempuh pendidikan yang lebih tinggi dan menyelenggarakan pelatihan-pelatihan penggunaan komputer

    The Resilience Families of Indonesian Migrant Workers (PMI)

    Migrant laborers from Indonesia have both beneficial and negative effects. This research aims to uncover the characteristics that impact family resilience among migrant workers from Indonesia. This form of research is qualitative and employs a literature review methodology. PMI family issues include a lifestyle of excessive consumption, family discord, parenting, and kid development. There is a shift in the family structure when a woman or husband becomes an Indonesian migrant worker. In this situation, the husband assumes the conventional tasks of the wife, such as childrearing and education; meanwhile, the woman is unable to fulfill the intangible rights and duties (inner life) of their marriage. This is a difficult situation for immigrant families. Intensifying long-distance contact between PMI and their families is the answer to their family troubles. This is to prevent putting the family at risk. Family functions are optimized to the greatest extent possible. In addition, participation and assistance from numerous stakeholders are required. Family watchdog institutions may give PMI family children financial literacy and parenting aid. Keywords: family, resilience, migrant worker

    Parenting Patterns for Children of Indonesian Migrant Workers: A Case Study of Sumber Gede Village Regulations, East Lampung

    Parents, society and the government have an obligation to fulfill children's rights with a good parenting process. This study aims to examine the pattern of parenting that is applied to the care of children of families of Indonesian migrant workers in Sumbergede Village, East Lampung Regency by describing the fulfillment of rights which refers to Article 18 of the Sumber Gede Village Regulation No. 04 of 2021. This study uses a descriptive qualitative method. The data collection technique used is interviews. There are approximately 101 people in their families who work as Indonesian Migrant Workers in Sumbergede Village. The results showed that the parenting pattern applied when referring to the village regulation number 04 of 2021 was not optimal. This is because many programs that should be running are not running. Such as collaboration with PKK or related parties regarding child care patterns. So in the end it is the family who fulfills these obligations. The role of the local government in the pattern of child care for migrant families is very necessary in order to fulfill children's rights.Keywords: Parenting, Children, Migrant Workers
