Introduction
"'Efficient and Democratic Governance in the European Union' was the topic investigated by the international research project CONNEX during the four years (2004-2008) of its life time. Multi-level governance stands for the high interdependence of political responsibilities executed at regional, national and European levels in close collaboration of public and private actors. Efficiency and democratic legitimacy are not easily attained since multi-level governance incites complexity. Furthermore, governance with stakeholders and civil society by-passes established mechanisms of representation and blurs responsibility. Democratic representation and accountability, however, are the very foundation of legitimate governance.

Responsabilité de contrôle et culture organisationnelle dans l’Église catholique : les enseignements d’une mise en perspective avec l’administration publique française
La révélation de l’ampleur des abus sexuels commis dans l’Église catholique a provoqué un vif émoi dans l’opinion publique et soulève en même temps d’importantes interrogations quant à leur caractère systémique. En France, le rapport de la Commission indépendante sur les abus sexuels dans l’Église (CIASE,) rendu public en octobre 2021, est très riche en enseignements à cet égard. En se focalisant sur le fonctionnement de l’Église comme institution et en recourant à la comparaison avec l’administration publique, cet article met en lumière une responsabilité de contrôle pour le moins défaillante et propose des explications à partir des particularités de la culture organisationnelle de l’Église catholique.Revelations regarding the scale of sexual abuses committed in the Catholic Church have caused a stir in public opinion. At the same time, it raises major questions about its systemic nature. In France, the report of the Independent Commission on Sexual Abuse in the Church (CIASE), published in October 2021, provides interesting insights on this matter. By focusing on how the Church works as an institution and by drawing comparisons with cases within the French public administration, this article highlights a lack of responsibility for control, and proposes explanations based on the particularities of the organisational culture of the Catholic Church
