    Results of research in the remote sensing of natural boreal forest vegetation (the COVER project) are summarized. The study objectives were to establish a baseline forest test site; develop transforms of LANDSAT MSS and TM data for forest composition, biomass, leaf area index, and net primary productivity; and perform tasks required for testing hypotheses regarding observed spectral responses to changes in leaf area index in aspen. In addition, the transfer and documentation of data collected in the COVER project (removed from the Johnson Space Center following the discontinuation of Earth resources research at that facility) is described

    Energy costs of hospitals can be managed by employing various strategies to control peak electrical demand (KW) while at the same time providing additional security of operation in the event that an equipment failure or a disruption of power from the electric utility occurs. Some electric utilities offer their customers demand (KW) reduction rate incentives. Many hospitals have additional emergency back-up needs for electrical energy. Demand is relatively constant in many hospitals due to high internal loads. These factors coupled with the present competitive alternate fuel market and present opportunities for hospitals to significantly reduce operating costs and provide additional stand-by or back-up electric sources. This paper employs a hospital case study to define and illustrate three energy planning strategies applicable to hospitals. These strategies are peak shaving, thermal storage, cogeneration and/or paralleling with the electric utility

Previous results for circular cylinders at the high bias and moderate radius R of interest for electrodynamic bare tethers, for which space charge may be ignored over a large neighborhood of the probe, depend in separate ways on both R and perimeter p. These results are extended to a general convex cross section by introducing certain equivalent radius Req. For any concave cross section, results use a proper equivalent perimeter peq , in addition to Req. Finally, for the joint cross section of separate parallel probes, certain effective perimeter peff replaces peq.     The edited Guymon soil moisture data collected on August 2, 5, 14, 17, 1978 were grouped into four field cover types for statistical analysis. These are the bare, milo with rows parallel to field of view, milo with rows perpendicular to field of view and alfalfa cover groups. There are 37, 22, 24 and 14 observations respectively in each group for each sensor channel and each soil moisture layer. A subset of these data called the 'five cover set' (VEG5) limited the scatterometer data to the 15 deg look angle and was used to determine discriminant functions and combined group regressions

    Assessment of mechanical damage to entrained ichthyoplankton, VEPCO Surry Nuclear Power Station

    Thermal plume ichthyopla~kton sampling during November and December 1976 was cancelled since Units 1 and 2 of VEPCO Surry Nuclear Power Station were non-operational due to refueling. In lieu of the thermal plume ichthyoplankton entrainment program, a sampling program to estimate mortality from mechanical damage was initiated. Four sampling sites were selected for determination of quantity and condition of organisms entering and leaving the plant. Sites were selected at points preceding and following critical areas where the likelihood of damage was greatest. Net .sets were made using a 0.5 meter paired net apparatus. All sets were at bottom strata to maximize catch of postlarval and juvenile croaker, the dominant species during the sampling period. Specimen condition was ranked into three categories; alive, stunned, and dead. Relative specimen condition; e.g. swimming upside down, broken in half, etc., was also noted. Replicate samples were examined after a time lag to determine latent mortality,if any

    The author has identified the following significant results. Characteristics of LANDSAT MSS imagery present problems in using satellite radiation measurements to estimate the shortwave albedo of an alpine snow cover. Every 15 minute USGS quadrangle contains over 100,000 pixels which poses a computation problem if each pixel is to be evaluated individually. The sampling interval may be sufficiently great to mask some effects of terrain and vegetation on reflectance. Three frames of LANDSAT imagery are needed for complete coverage of the study area, yet less than one third of the area coverage from each frame covers an area of interest. Because of distortions inherent in the imagery, information regarding spacecraft altitude, attitude, and position must be statistically derived with respect to ground control points in the image whose geodetic locations are known. An inspection of shade points indicates that up to one third of the most heavily snow covered areas may saturate in bands 4 through 6. LANDSAT's 9 day repeat cycle is not optimum for snow cover reflectance modeling because the most pronounced changes in albedo occur most nearly following a new snowfall. Such a snowfall, occurring between overpasses, is inadequately represented by extrapolation from the previous overpasses

    Analysis of information systems for hydropower operations

    The operations of hydropower systems were analyzed with emphasis on water resource management, to determine how aerospace derived information system technologies can increase energy output. Better utilization of water resources was sought through improved reservoir inflow forecasting based on use of hydrometeorologic information systems with new or improved sensors, satellite data relay systems, and use of advanced scheduling techniques for water release. Specific mechanisms for increased energy output were determined, principally the use of more timely and accurate short term (0-7 days) inflow information to reduce spillage caused by unanticipated dynamic high inflow events. The hydrometeorologic models used in predicting inflows were examined to determine the sensitivity of inflow prediction accuracy to the many variables employed in the models, and the results used to establish information system requirements. Sensor and data handling system capabilities were reviewed and compared to the requirements, and an improved information system concept outlined
