    Mapping social vulnerability to flood hazard in Norfolk, England

    In this paper, we present a method to assess social vulnerability through the creation of an Open Source Vulnerability Index (OS-VI). The OS-VI provides context to environmental hazards and allows NGOs and local agencies to better tailor services and provide targeted pre-emptive vulnerability reduction and resilience-building programmes. A deductive indicator-based approach is utilised to incorporate a wide range of vulnerability indicators known to influence vulnerability. Unlike many vulnerability indices, the OS-VI incorporates flood risk as well as the loss of capabilities and the importance of key services (health facilities and food stores) through the measurement of accessibility when determining an area's level of social vulnerability. The index was developed using open-source mapping and analysis software and is composed completely of open-source data from national data sets. The OS-VI was designed at the national level, with data for all proxy indicators available across the entirety of England and Wales.     Preliminary Investigations into the Usability of 3D Environments for 2D GIS Users

    Although the need for 3D GIS is growing, migrating from traditional 2D to 3D GIS can be frustrating due to the familiarity of users with 2D. This paper describes a preliminary investigation into the problems that users encounter when migrating from 2D to 3D environments from a theoretical perspective and via two usability evaluation tests: Cognitive Walkthrough and User Testing. As expected, the results demonstrate the influence of 2D perceptions when interacting with 3D GIS and that users experienced more difficulties interacting in 3D, resulting in lower confidence and satisfaction

    Mark-to-market accounting and systemic risk: evidence from the insurance industry

    One of the most contentious issues raised during the recent crisis has been the potentially exacerbating role played by mark-to-market accounting. Many have proposed the use of historical cost accounting, promoting its ability to avoid the amplification of systemic risk. We caution against focusing on the accounting rule in isolation, and instead emphasize the interaction between accounting and the regulatory framework. First, historical cost accounting, through incentives that arise via interactions with complex capital adequacy regulation, does generate market distortions of its own. Second, while mark-to-market accounting may indeed generate fire sales during a crisis, forward-looking institutions that rationally internalize the probability of fire sales are incentivized to adopt a more prudent investment strategy during normal times which leads to a safer portfolio entering the crisis. Using detailed, position- and transaction-level data from the U.S. insurance industry, we show that (a) market prices do serve as ‘early warning signals’, (b) insurers that employed historical cost accounting engaged in greater degrees of regulatory arbitrage before the crisis and limited loss recognition during the crisis, and (c) insurers facing mark-to-market accounting tend to be more prudent in their portfolio allocations. Our identification relies on the sharp difference in statutory accounting rules between life and P&C companies as well as the heterogeneity in implementation of these rules within each insurance type across U.S. states. Rather than promoting a shift away from market-based information, our results indicate that regulatory simplicity may be preferred to the complexity of risk-weighted capital ratios that gives rise, through interactions with accounting rules, to distorted risk-taking incentives and potential build-up of systemic risk

    Geobim benchmark 2019: Design and initial results

    GeoBIM, the integration of 3D geoinformation (Geo) with building information models (BIM), is a subject of increasing attention in both domains. A well-known practical challenge for this integration is the mixed state of software support for open standards in each domain that would ease the integration. This is often known by practitioners but poorly documented. In order to solve this problem, we devised the GeoBIM benchmark, in which we compile the experiences of volunteering participants, who perform a guided study to test the software they are most familiar with against a few provided datasets structured in open standards. The aim of the tests is to improve the knowledge of the state of the art in the software support for GeoBIM open standards and to identify points for improvement. In this paper, we present the design of the benchmark, especially explaining and discussing the chosen data to be used with their connected issues to be tested, and some initial results

    How can new technologies help us with earthquake reconnaissance?

    Earthquake reconnaissance missions have been very successful in identifying the specific causes of failure for individual buildings and the deficiencies in building codes or local construction practices that have led to these; however, their ability to capture robust statistics on patterns of failure is usually beyond their scope. Furthermore, the success of these endeavours in establishing poor construction designs and practices, means that if we are to continue to learn new lessons we will need to gain fresh insights using new data streams. Recent technological advances have the ability to enable us to both increase the amount of data collected and to improve on the precision of these measurements. Furthermore, social media has the potential to provide entirely new data streams and to significantly add value to collected data by harnessing an army of data manipulators and interpreters. Howto do this in a reliable way however, is the subject of much debate. In this paper, we explore the potential for a number of trialled and potential technologies to collect better and new information in earthquake reconnaissance, including virtual damage surveying - where results from damage surveys completed in the field, are compared to omnidirectional images collected during the mission and interpreted by a virtual surveyor based in the UK, data collected through aerial images taken by UAVs and 3D models created from a series of drone or other images. Finally, we describe the potential of social media such as Twitter to collect data streams on damage and other impacts. Examples of impact data such as road closures, landslips and infrastructure service failures collected for flooding and landslide will be presented to show the potential of this technology for earthquakes

    THE ISPRS-EUROSDR GEOBIM BENCHMARK 2019

    Standardised data formats and data models are essential for data integration and interoperability, which in turn adds value to data by allowing its reuse in multiple contexts. For this reason, in recent years extensive efforts have been focused on standards development. When representing the built environment, 3D city models and Building Information Models are particularly relevant, and their integration is now required to underpin use cases that cover the full life-cycle of a built asset, including design and planning as well as operations and management, and to support legal applications such as cadastral systems. For those kinds of data, CityGML by the Open Geospatial Consortium and Industry Foundation Classes by buildingSMART are the most popular reference standards. However, many users report, often through informal channels, the difficulties of working with these formats. This paper summarizes the outcomes of the GeoBIM Benchmark 2019, a scientific initiative funded by ISPRS and EuroSDR to collect insights into the most relevant issues encountered in the management of CityGML and IFC within existing software. Alongside data management (import, visualisation, analysis, export) problems, issues of particular consequence in terms of integration relate to georeferencing IFC files and the conversions among the two kinds of formats and models. Thus, the benchmark was designed to explore these tasks in available software. Following analysis of the benchmark results, a key outcome is the impossibility to find clear patterns in the behaviour of tools, which consequently means there is no consistency in the implementation of standards. Although the results could seem disappointing, the criticality in managing these standards as they are was described and this awareness can be the starting point for further research or further standards development. Finally, this project was useful to gather a wide community around this topic, and the discussion about the GeoBIM-related issues was definitely pushed

    Picture-Hanging Puzzles

    We show how to hang a picture by wrapping rope around n nails, making a polynomial number of twists, such that the picture falls whenever any k out of the n nails get removed, and the picture remains hanging when fewer than k nails get removed. This construction makes for some fun mathematical magic performances. More generally, we characterize the possible Boolean functions characterizing when the picture falls in terms of which nails get removed as all monotone Boolean functions.     The top 100 most cited manuscripts in bladder cancer: A bibliometric analysis (review article)

    Background Bladder cancer is one of the top 10 frequently occurring neoplasms worldwide and is responsible for over 150,000 deaths per annum. Bibliometric analysis helps further our knowledge of bladder cancer research, topics and trends. It is useful to identify the most influential articles and its impact pertinent to this field that has helped mould our understanding and management of bladder cancer. Materials and methods Search terms related to bladder cancer were compiled and used to interrogate the Thompson Reuters Web of Science indexing database. The 100 most cited manuscripts in the English language were identified and further evaluated by theme, manuscript type, journal, year of publication, author and institution. Results The Web of Science search returned a total of 47,381 manuscripts. The median number of citations among the top 100 was 515, ranging from 2257 to 352. The greatest number of manuscripts in the top 100 were published in the Journal of Urology (n = 15), followed by the Journal of Clinical Oncology (n = 14) and European Urology (n = 13). The most cited paper (Stein et al. Journal of Clinical Oncology 2001, 2257 citations) reported on the long term outcomes from a large cohort of patients that underwent radical cystectomy and bilateral pelvic lymphadenectomy for transitional cell carcinoma. The most prevalent theme was the pathobiology of bladder cancer (n = 37) followed by oncological treatment (n = 17). The majority of manuscripts were of original research (n = 79) mainly based on basic science study design and published from institutions in the USA. Conclusion The pathobiology and oncological treatment of bladder cancer were the areas with most citations within the top 100. This bibliometric analysis has identified influential articles in the field on bladder cancer, which provides a useful guide to authors as to what type of article constitutes a highly citable publication in this subject

    Proton Pump Inhibitors in the Management of Tachypnoea following Panproctocolectomy: A Case of High Output Ileostomy

    High output ileostomies are important complications of stoma formation following bowel surgery. Adequate management of such stomas might prevent severe morbidity and mortality when this potentially fatal complication develops. In this case report, we describe a female patient with a recent ileostomy formation following panproctocolectomy for ulcerative colitis who presented with progressively increasing shortness of breath. The patient was found to have a hypochloraemic metabolic acidosis on arterial blood gases. She rapidly improved with adequate sodium and fluid replacement and with the use of a course of proton pump inhibitors.
