    An Empirical Analysis of the Distributional Impact of Public Expenditure Pattern on Human Development in Nigeria States

    This study is to empirically analyze the distributional impact of public expenditure pattern on human development using data for 20 states in Nigeria for the period, 1996-2012. Based on the results of fixed-effects model, the analysis reveals that the effect of sectoral changes in public expenditure on human development differs. While a change in education, health, agriculture, rural development and water resources expenditure has an increasing effect, a change in energy and housing expenditure has a decreasing effect on human development. In all, the estimated coefficient reveals that public expenditure has not robustly impacted on human development across states and period covered by the study. It is therefore recommended that it is imperative for the states to improve and sustain human development expenditure focusing more on education, health, agriculture, rural development and portable water resources since they have positive marginal impact on human development. Moreover, states in Nigeria should develop an expenditure framework for equitable human development expenditure that would benefit all in the near future. More importantly, there is urgent need for reform in expenditure pattern among states in Nigeria.     Analysis of the Responsiveness of Non-Oil Exports to Fiscal and Monetary Policy Actions

    The paper aims to examine the responsiveness of non-oil exports to monetary and fiscal policy actions and to ascertain if there is any significant difference in the response of non-oil exports to fiscal and monetary policy actions. Adopting the partial determination model, the paper found that there ismonetary-fiscal policy interaction effect in the short-run but the effect became undefined in the long-run. It was also revealed that the response of non-oil exports is dominated by fiscal policy actions than the responses to monetary policy. Also monetary policy influences are temporary whereas the fiscal policy effect seems permanent. In this regard, it will be more appropriate to place greater reliance on fiscal policy form of stabilization action. The adoption of mixed monetary-fiscal policy is also recommended. This is because, mixed monetary-fiscal policy actions operates more quickly and expand non-oil exports within a short while. Though, the interaction effect is undefined in the long run, it is appropriate to stimulate non-oil export in the short-run

    Exploring Growth Effects of Industrial Unrest in Nigeria

    This study empirically explores growth effects of industrial unrest in Nigeria using both aggregated and disaggregated approach. The estimated results for the aggregate economy reveal that strikes and lock-outs negatively affect the economy. On the education sector, the results show that on the average, increasing the days of strike by an additional day reduces output from the education sector. The estimated coefficients for the health sector also shows that man day lost due to industrial unrest negatively affect, albeit marginally, the growth of the sector. For the mining sector, the results reveal that none of the measure of industrial unrest is statistically significant. The estimates for the construction sector reveal that every additional strike or lock-out experienced reduces the sector’s output. As further revealed by the results, increasing the number of workers on strike in the agricultural sector reduces the sector’s output. Overall, industrial unrest reduced output by 8.3 per cent which dampened economic growth by 0.6 percent. Since empirical evidence from this study reveal that strikes and lock-outs affects different sectors of the economy differently, government and relevant stakeholders should develop sector-specific approaches in addressing and managing the issues of industrial unrest in the economy. Keywords: Economic growth, industrial unrest, workers on strikeJEL Classification: J51, O1

    Is it Feasible to Produce Iron Ore in Nigeria via Local Foundry for Spare Parts? A Cost-Benefit and Net Present Value Analysis

    In the wake of Nigeria’s desire to diversify and the move to revive iron ore deposit, various options are considered on how best to produce iron ore at the least cost possible. This study evaluates plausible source of spare parts for earth moving equipment and establishment of local foundry to forge spare parts utilized for iron ore production. The benefit-cost and net discounted present value analysis were employed and findings shows that both sources are not profitable to the entity’s operation as it increases running expenses, amid a 16 percent inflation rate, an unfavorable global market exchange rate of 1toN359.201andanonprofitableglobalmarketpriceof1 to N359.201 and a non-profitable global market price of 62.59 (N22, 482) within projection of 5 years which is very critical to the revival of the nation’s iron ore deposit. The policy suggestion from the findings is that new price higher than the current global market price be set in order to absorb current cost accruable to the entity at 16 percent inflationary rate and a global market exchange rate
