ESTIMATING THE BENEFITS OF REGIONALIZING EMERGENCY MEDICAL SERVICE PROVISION
Local area governments have experienced increasingly stringent budget constraints in recent years. Innovations in service delivery provide one avenue for increasing the effectiveness of resource allocations. This paper explores the potential savings available from regionalizing emergency medical service provision. A mixed integer programming model incorporating peak demand considerations is used to minimize service cost given a desired maximum response time. Changes in the weighted average response time measure the quality degradation required to attain the savings from cooperative provision. The results indicate that the benefits are substantial but that distribution of these gains is a possible barrier to implementation.Health Economics and Policy, Public Economics,

We provide a complete classification of the n-ary semigroup structures
defined by polynomial functions over infinite commutative integral domains with
identity, thus generalizing G{\l}azek and Gleichgewicht's classification of the
corresponding ternary semigroups
The Shears Mechanism in 142Gd in the Skyrme-Hartree-Fock Method with the Tilted-Axis Cranking
We report on the first Skyrme-Hartree-Fock calculations with the tilted-axis
cranking in the context of magnetic rotation. The mean field symmetries,
differences between phenomenological and self-consistent methods and the
generation of shears-like structures in the mean field are discussed.
Significant role of the time-odd spin-spin effective interaction is pointed
out. We reproduce the shears mechanism, but quantitative agreement with
experiment is rather poor. It may have to do with too large core polarization,

Associative polynomial functions over bounded distributive lattices
The associativity property, usually defined for binary functions, can be
generalized to functions of a given fixed arity n>=1 as well as to functions of
multiple arities. In this paper, we investigate these two generalizations in
the case of polynomial functions over bounded distributive lattices and present
explicit descriptions of the corresponding associative functions. We also show
that, in this case, both generalizations of associativity are essentially the

Hartree-Fock-Bogolyubov calculations for nuclei with tetrahedral deformation
Hartree-Fock-Bogolyubov solutions corresponding to the tetrahedral
deformation are found in six tetrahedrally doubly-magic nuclei. Values of the
beta32 deformation, depths of the tetrahedral minima, and their energies
relative to the co-existing quadrupole minima are determined for several
versions of the Skyrme force. Reduction of the tetrahedral deformation energies
by pairing correlations is quantitatively analysed. In light nuclei, shallow
tetrahedral minima are found to be the lowest in energy, while in heavy nuclei,

IMPLICATIONS OF GLOBAL CLIMATE CHANGE FOR WESTERN AGRICULTURE
Global climate change from increases in atmospheric carbon dioxide and other trace gases is an issue of international concern. Adverse climate conditions are expected to reduce crop yields and alter the demand for and supply of water. These potential adjustments imply economic costs to agriculture and its constituents. This paper explores possible economic implications for U.S. agriculture, with particular reference to the West. Results from a series of spatial equilibrium model analyses suggest that climate change is not a food security issue for the United States. However, regional adjustments in agricultural production and associated resource use are expected. This implies additional pressure in rural communities. Implicit integration scheme for porous viscoplastic potential-based constitutive equations
This paper deals with a viscoplastic potential-based model allowing thermomechanical damage behavior modeling of porous materials. The model describes rate dependent effects, hardening, creep as well as defects coalescence and propagation. Kinematic and isotropic hardening effects are taken into account by a set of internal state variables. The integration and implementation of the model into the FE code using a fully implicit integration scheme is exposed. Finally, it 19s used to predict mechanical behaviour degradation of solder layers used in power electronic packaging. Stress-strain behaviour and the evolution of volumic fraction of voids for the material under cyclic loading are presented
