    Financial intermediation and equity investment with costly monitoring

    This paper studies the efficiency of equilibria in a productive OLG economy where the process of financial intermediation is characterized by costly state verification. Both competitive equilibria and Constrained Pareto Optimal allocations are characterized.     Designing institutions for financial stability: Regulation and supervision by objective for the Euro area

    In this paper, we discuss pros and cons of different models for financial market regulation and supervision and we present a proposal for the re-organisation of regulatory and supervisory agencies in the Euro Area. Our arguments are consistent with both new theories and effective behaviour of financial intermediaries in industrialized countries. Our proposed architecture for financial market regulation is based on the assignment of different objectives or "finalities" to different authorities, both at the domestic and the European level. According to this perspective, the three objectives of supervision - microeconomic stability, investor protection and proper behaviour, efficiency and competition - should be assigned to three distinct European authorities, each one at the centre of a European system of financial regulators and supervisors specialized in overseeing the entire financial market with respect to a single regulatory objective and regardless of the subjective nature of the intermediaries. Each system should be structured and organized similarly to the European System of Central Banks and work in connection with the central bank which would remain the institution responsible for price and macroeconomic stability.     Financial Market Regulation: The Case of Italy and a Proposal for the Euro Area

    The objective of the present work is to sketch a proposal for the re-organisation of regulatory arrangements and supervisory agencies in the European financial markets. This proposal is formulated in light of the evolution of the role of intermediaries and aims at speeding the ongoing process of integration of financial markets in the Euro area. It is based on previous experiences in the matter of financial regulation at both national and international level. We start by reviewing objectives and theoretical models for the regulation of financial systems. We then move to highlight some features of financial market regulation in Italy that we consider somehow problematic as a consequence of the recent evolution in the financial intermediaries, instruments and markets. A proposal is then formulated for a new configuration for supervising the domestic financial market through the assignment of different objectives or "finalities" to different authorities. This perspective would thus entrust the three objectives of supervision -- stability, transparency and proper behaviour, competition -- to three distinct authorities designed to oversee the entire financial market regardless of the subjective nature of the intermediaries. We think that our proposal could be transferred (with some benefit) to the Euro area. This requires to explicitly address what is probably the weakest point and the more evident problem of the European Union construction, that of who takes care of financial stability. In particular, one has to re-examine the issue of the need for a lender of last resort and of the proper relationship of the European Central Bank with other financial market regulators. We propose to establish a European System of Financial Supervisors, with three distinct independent authorities (plus the ECB) at the European level. They will provide incentives for and co-ordinate the work of the three corresponding national authorities in each member country.

    Fiscal Deficits, Current Account Dynamics and Monetary Policy

    This paper develops a stochastic two-country "perpetual youth" Dynamic New Keynesian model of the international business cycle with incomplete international financial markets and stationary net foreign assets. The model allows for a thorough analysis of the interaction of endogenous monetary policy with endogenous, non-balanced budget fiscal policy. We derive the dynamic and cyclical properties of fiscal deficit feedback rules under alternative monetary regimes, discuss the international transmission of productivity shocks, and the implications for net foreign assets and exchange rate dynamics. Our results imply that the degree of "fiscal discipline", i.e. the extent to which the fiscal rule responds to debt dynamics, is crucial for the dynamics of net foreign assets. We show that under low fiscal discipline (characterizing most industrialized countries, first and foremost the U.S.) temporary positive productivity shocks may result in highly persistent deteriorations of the external position in the medium run. Our results also suggest that any attempt by monetary policy alone to stabilize the dynamics of net foreign assets would induce excessive and costly fluctuations of the exchange rate.Fiscal Deficit, Current Account, DSGE Models, Monetary and Fiscal Policy.

    Monetary policy shocks and transmission in Italy: A VAR analysis

    This paper provides updated empirical evidence about the real and nominal effects of monetary policy in Italy, by using structural VAR analysis. We discuss different empirical approaches that have been used in order to identify monetary policy exogenous shocks. We argue that the data support the view that the Bank of Italy, at least in the recent past, has been targeting the rate on overnight interbank loans. Therefore, we interpret shocks to the overnight rate as purely exogenous monetary policy shocks and study how different macroeconomic variables react to such shocks.Monetary policy shocks and indicators, structural VAR

    Military Conscription and University Enrolment: Evidence from Italy

    Given that a growing number of countries have abolished or are considering the abolition of military conscription, understanding the consequences of this measure is of increased importance. In this paper we study the effect of the suppression of compulsory military service on university enrolment in Italy using double and triple differences models. The empirical results show that there is no compelling evidence suggesting that the abolition of military conscription has a causal effect on university enrolment. However, although there is no significant overall effect, we find some evidence of heterogeneous effects. While this measure seems to increase university participation among individuals from more advantaged backgrounds, it appears to have a detrimental effect on the enrolment of those from less advantaged backgrounds.compulsory military service, university enrolment

    The Impact of Degree Class on the First Destinations of Graduates: A Regression Discontinuity Approach

    This paper uses a regression-discontinuity design to identify the causal impact of degree class on the first destinations of UK graduates. We exploit the discontinuous relationship between degree class and the mean grade achieved by graduates in their last year at university, which is induced by the administrative rules used for the determination of degree class. More specifically, we compare the average first-destination outcome of graduates with a mean grade that just allowed them to get a given class of degree with the average first-destination outcome of those with a mean grade that made them just miss the chance of achieving the same class of degree. Our empirical analysis focuses on graduates who graduated from a post-1992 university in the period January-July 2008. The results are consistent with the view that degree class does not truly affect the first destinations of graduates, but it picks up the effect of other ability indicators that are typically not observed by researchers.
