The SVM Classifier Based on the Modified Particle Swarm Optimization
The problem of development of the SVM classifier based on the modified
particle swarm optimization has been considered. This algorithm carries out the
simultaneous search of the kernel function type, values of the kernel function
parameters and value of the regularization parameter for the SVM classifier.
Such SVM classifier provides the high quality of data classification. The idea
of particles' {\guillemotleft}regeneration{\guillemotright} is put on the basis
of the modified particle swarm optimization algorithm. At the realization of
this idea, some particles change their kernel function type to the one which
corresponds to the particle with the best value of the classification accuracy.
The offered particle swarm optimization algorithm allows reducing the time
expenditures for development of the SVM classifier. The results of experimental
studies confirm the efficiency of this algorithm.Comment: 9 page

Psychological treatment of problematic sexual interests: cross-country comparison
This paper reviews the use of psychotherapeutic approaches to treat individuals who have committed sex crimes and/or have problematic sexual interests (PSI); including types of psychotherapy used, descriptions of preventive and reintegration programs and highlighting specific theoretical controversies. In the second part, experts from Canada, Czech Republic, Russia, United Kingdom, and the United States, who participated in an International Consensus Meeting held in Prague (2017), summarize treatment programs in their countries. The comparison revealed some general findings: each country has variability between its own programs; most countries have different programs for people who are in custody and who are in the community; the state-directed treatment programs are primarily focused on criminal individuals while non-criminal individuals are treated in preventive programs and/or in special clinics or are non-treated; the presence of PSI in patients/clients is acknowledged in most programs, although specific programs exclusively for individuals with PSI rarely exist. Studies on effectiveness are difficult to compare due to methodologic, political and cultural differences. Further communication between more countries to share knowledge about successful treatments and preventive approaches is needed, especially enhanced international collaboration between researchers and clinicians to verify the effectiveness of current clinical and experimental programs
Statistical methods for analyzing financial statements of Russian organizations in the context of IFRS implementation
In the context of the transition to international financial reporting standards (hereinafter - IFRS), issues of bringing Russian financial statements closer to an international format are of relevance.
In order to develop Russian reporting adapted to the new requirements of the format, the authors have conducted polls of the accounting services of large, medium and small business organizations about the desirability of including the indicators from the minimum list of international reporting articles in their reports.
Based on the methods used by the Institute of Statistics in the study of Russian financial statements methods of selective observation, questioning, methods of processing the data obtained, namely, calculating the proportion of reporting indicators using the A. Salai and V. Ryabtsev index, the authors justify the inclusion in the Russian financial reporting a series of indicators proposed by IFRS.
The results of the study can be used in the transformation of statements, as well as in the construction of consolidated financial statements generated in Russia in accordance with the requirements of IFRS.peer-reviewe
APPLICATION FEATURES OF FUZZY CONTROLLERS ON EXAMPLE OF DC MOTOR SPEED CONTROL
A prerequisite for the use of intelligent control methods, including algorithms of fuzzy logic, is increasing complexity in all industries, especially when parameters of technical systems while in operation vary in wide range. The paper provides comparative analysis of the basic types of common fuzzy direct action controllers on the example of speed control system in the DC motor drive. Design features of these types of fuzzy controllers are shown. Their comparison with traditional PI controller is carried out through the use of simulation, including the conditions of uncertainty expressed in changing of equivalent moment of inertia of the motor shaft. As a result, the conclusion about the feasibility of fuzzy PID-type controller application is made. The features of fuzzy controllers outlined in the paper can be summarized to more complex motor drive systems and to other non-linear systems that require the maintenance of any parameter within a given range
The problem of adaptation of foreign students studying in Russian universities

The goal of the article is to analyse scientific sources together with psychoeducational literature and articulate the concept of "adaptation", the specifics of sociocultural adaptation of foreign students, which should be taken into account within communication and studying. The article articulates the concepts of "adaptation" and "sociocultural adaptation" through analysis of psychoeducational literature. Main methods of adaptation of foreign students are discussed: psychological, social, ethnic. A conclusion is made that subjective and objective factors have significant influence on the adaptation of foreign students. Introduction of foreign students to academic groups with Russian students contributes to better acquisition of the established order of university, to comprehension and mastering of new cultural contexts and meanings together with values of new sociocultural environment. Active involvement of foreign students in teaching and educational process shapes the personality of a student as a full-grown member of society
