The State of Illinois Manufacturing
The strength of the manufacturing sector is fundamental to the overall economic performance of Illinois and the U.S. as a whole. The manufacturing sector in Illinois create large numbers of jobs that pay high wages to workers, purchases more goods and services from within the state than any other sector, and constitutes a main component of the state export economy. For these and other reasons, manufacturing needs be at the center of all government discussions on economic policy. The Center for Labor and Community Research (CLCR) was commissioned by the Illinois Manufacturers' Association to analyze the condition of the Illinois manufacturing sector. We found that Illinois manufacturing is essential to Illinois' economy, and although it is among the top manufacturing states in the country, it faces a number of challenges. This report demonstrates why and how Illinois manufacturing matters, explains the current challenges it faces, and recommends actions to overcome some of these challenges. In addition to looking at manufacturing as a whole, this report looks at four key manufacturing sectors, or clusters, that together account for 64% of manufacturing employment in the state. These are the metals, electrical, printing, and food manufacturing sectors.A few key findings that CLCR uncovered in this study include the following: Manufacturing is vital to the state's economy and workers. Manufacturing exports create significant employment opportunities in Illinois, and the state's manufacturing workers are the most productive in the nation by far.Like other U.S. states, Illinois faces increasing competition from low-wage producers in the developing world as well as from highly skilled producers in developed countries. In order to remain competitive into the future, the sector requires increased investments in its infrastructure and workers and an improved workforce development system in order to increase the value-added component of their products. The Illinois manufacturing sector needs a "High Road" partnership with government and labor to increase investment in infrastructure and workforce development, to support the sector by creating specialized service centers that provide assistance to Illinois companies, and to effectively using public subsidies to reward and assist those companies that are pursuing High Road strategies of innovation and development
PREDICTING THE OUTCOME OF RODENTICIDE TRIALS AGAINST NORWAY RATS LIVING ON FARMS
Difenacoum and bromadiolone treatments against Norway rats may fail because: 1) the animals eat little or no bait, 2) reinvasion rapidly offsets any success, or 3) the population contains resistant individuals. By monitoring bait takes and employing independent measures of rat activity such as tracking plates, it is possible to identify, often in the early stages of a treatment, patterns that indicate the contribution of each of these causes to the eventual outcome. If there is no bait take from the majority of bait points visited by rats in the first week then the treatment is unlikely to be successful, no matter how long it continues. Furthermore, treatments carried out on arable farms, where cereals are stored and the environment is relatively undisturbed, are likely to be less successful than those carried out on livestock farms, where alternative food may also be abundant but where the environment is less predictable. Bait takes that persist at the same bait points for longer than 16 days strongly suggest the presence of resistant rats, while immigration may be significantly affecting the treatment if takes recur at more than 30% of points after a period of seven days. Once a given problem has been identified remedial measures can be taken
Verb Phrase Ellipsis: A Research Tool
We describe a ubiquitous linguistic construction, Verb-Phrase Ellipsis (VPE), in which the verb phrase in the second clause is phonetically unrealized (___):
The pharmacist bought a house and the electrician did __ too, according to the real estate agent.
VPE is a useful and promising tool to investigate and differentiate interpretive processes in normal and disordered language processing. We present linguistic analyses of VPE and its properties. We then review the processing literature on VPE, and finally introduce the first of a series of experiments we are currently running on VPE processing in aphasia
Fevipiprant (QAW039), a slowly dissociating CRTh2 antagonist with the potential for improved clinical efficacy
Here we describe the pharmacologic properties of a series of clinically relevant chemoattractant receptor-homologous molecules expressed on T-helper type 2 (CRTh2) receptor antagonists, including fevipiprant (NVP-QAW039 or QAW039), which is currently in development for the treatment of allergic diseases. [3H]-QAW039 displayed high affinity for the human CRTh2 receptor (1.14 ± 0.44 nM) expressed in Chinese hamster ovary cells, the binding being reversible and competitive with the native agonist prostaglandin D2 (PGD2). The binding kinetics of QAW039 determined directly using [3H]-QAW039 revealed mean kinetic on (kon) and off (koff) values for QAW039 of 4.5 × 107 M-1min-1 and 0.048 minute-1, respectively. Importantly, the koff of QAW039 (half-life = 14.4 minutes) was >7-fold slower than the slowest reference compound tested, AZD-1981. In functional studies, QAW039 behaved as an insurmountable antagonist of PGD2-stimulated [35S]-GTPγS activation, and its effects were not fully reversed by increasing concentrations of PGD2 after an initial 15-minute incubation period. This behavior is consistent with its relatively slow dissociation from the human CRTh2 receptor. In contrast for the other ligands tested this time-dependent effect on maximal stimulation was fully reversed by the 15-minute time point, whereas QAW039's effects persisted for >180 minutes. All CRTh2 antagonists tested inhibited PGD2-stimulated human eosinophil shape change, but importantly QAW039 retained its potency in the whole-blood shape-change assay relative to the isolated shape change assay, potentially reflective of its relatively slower off rate from the CRTh2 receptor. QAW039 was also a potent inhibitor of PGD2-induced cytokine release in human Th2 cells. Slow CRTh2 antagonist dissociation could provide increased receptor coverage in the face of pathologic PGD2 concentrations, which may be clinically relevant
Facial Mask Use and COVID-19 Protection Measures in Jefferson County, Kentucky: Results from an Observational Survey, November 5−11, 2020
Introduction: The transmission of respiratory infectious diseases such as COVID-19 can significantly decrease by mask-wearing. However, accurate information about the extent and proper use of the facial mask is scarce. This study’s main objective was to observe and analyze mask-wearing behavior and the level of COVID-19 protection measures in indoor public areas (PAs) of Jefferson County, Kentucky.
Methods: For conducting the observational survey study, targets were indoor PAs, and zip codes were defined as surveying clusters. The number of selected PAs in each zip code was proportional to the population and the total number of PAs in that zip code. The PA pool in a zip code was divided into four groups, followed by random selection without replacement from each group.
Results: A total of 191 PAs were surveyed: 50 of them were grocery stores, 56 were convenience stores or pharmacies, 39 were wine and liquor stores, and 46 were other stores. At least one unmasked and one incorrectly masked staff were observed in 26% and 40% of the sampled PAs, respectively. Also, in 29% and 35% of the PAs, at least one unmasked and one incorrectly masked visitor were observed, respectively. The rates varied by PA size and county district. Eighty percent of unmasked staff and 75% of the unmasked visitors were male. The rate of unmasked males varied from 50% to 100% across districts. About 66% of unmasked staff among all Jefferson County districts were young adults. More than one-fourth of all the PAs provided hand sanitizer for visitors’ use, and only 2% of the PAs provided masks to their visitors.
Conclusion: Messaging about mask use and correct usage may need to particularly target the 19-44-year-old male population, as these individuals were the most prevalent among those unmasked and masked incorrectly. Additionally, businesses’ protective measures may depend on their resources to operate in such a manner. Hand sanitizer is easier to offer visitors, while staffing to regularly sanitize carts or funds to provide a sufficient number of wipes, gloves, or masks may present further opportunities for government assistance
Community syndicalism for the United States: preliminary observations on law and globalization in democratic production
two structural labor crises for developed economies: 1) The channeling of substantial investment into non-productive, paper commodities, reducing growth of production for use and therefore reducing available aggregate job creation; and 2) The continued exportation of industrial jobs to other lower cost jurisdictions, and outsourcing, automation, just-in-time production, and speed-ups associated with global supply chains. As a result, local communities and regional populations have destabilized and even collapsed with attendant social problems. One possible response is Community Syndicalism – local community finance and operating credit for industrial production combined with democratic worker ownership and control of production. The result would increase investment directly for production, retain jobs in existing population centers, promote job skilling, and retain tax bases for local services and income supporting local businesses, at the same time increasing support for authentic political democracy by rendering the exploitive ideology of the Public/Private distinction superfluous. Slowing job exportation may reduce the global race to the bottom of labor standards and differential wage rates reducing the return to producers of value and increasing the skew of income distribution undermining social wages and welfare worldwide. Community Syndicalism can serve as moral goal in an alternative production model focusing incentives on long term stability of jobs and community economic base
