Impacts of climate change on World Heritage coral reefs: a first global scientific assessment
Since 1972, the UNESCO World Heritage Convention has
united the world around a shared responsibility to protect
natural and cultural places of Outstanding Universal Value
(OUV). The World Heritage List includes 29 natural, marine
properties that contain coral reef systems. Stretching around
the planet, these globally significant reefs include icons such
as the Phoenix Islands Protected Area (Kiribati), the Great
Barrier Reef (Australia), Papahānaumokuākea (USA), Belize
Barrier Reef Reserve System (Belize) and Tubbataha Reefs
Natural Park (Philippines). They are recognized for their unique
and global importance and for being part of the common
heritage of humanity.
Coral reefs are ecologically and economically important
ecosystems found across the world’s tropical and sub-tropical
oceans. Despite covering less than 0.1% of the ocean floor,
reefs host more than one quarter of all marine fish species (in addition to many other marine animals). They are the most
inherently biodiverse ecosystems in the ocean – comparable
to rainforests on land. These ‘Rainforests of the Sea’ provide
social, economic and cultural services with an estimated value
of over USD $1 Trillion globally. For example, the complex
three-dimensional structure of reefs not only provides habitat
but also dissipates wave energy to protect coastlines from
erosion and damage. Coastal protection and human use
(including tourism, recreation and fishing) supply the greatest
economic benefits from coral reefs to over half a billion people
around the world.
Despite their importance and value, most coral reefs are
under enormous pressure from a range of different human
activities globally including agricultural run-off, urban
development, and over-fishing. Superimposed on these local
threats, increased ocean temperature has caused the death
of corals around the world in recent years. At this point, rising
atmospheric carbon dioxide caused by human activity is the
greatest threat to coral reefs globally, primarily due to ocean
warming but also due to ocean acidification that ensues
Marine spatial planning: risk or opportunity for fisheries in the North Sea?
The North Sea is one of the busiest marine areas in the world. It is also a major fisheries ground. Bordered by seven countries with their own spatial uses and claims, the stage is set for complex and demanding governance challenges. Recent decades have also seen user groups multiply, competition for space and resources increase, and the pressure on the marine environment and its living natural resources grow.
As governments strive to balance conservation and economic development needs, they also have to deal with inter-as well as intra-national user conflicts. Marine Spatial Planning (MSP) has arrived as a new approach to these issues. It is argued that for North Sea fishing people and their communities MSP holds risks as well as opportunities, depending on which institutions are formed and what role they are allowed to play in the planning process
Education and training for maritime spatial planners
The practice of Maritime Spatial Planning (MSP) has developed substantially during the last decade, calling for more qualified professionals. Education, training, and growth capacity for MSP, however, are (still) some of the less addressed themes in MSP forums and specific learning materials, such as textbooks and practice manuals. Some teaching initiatives have nevertheless arisen at the postgraduate level for training new and specialised practitioners in the MSP field. A quick overview of such initiatives will help answer some questions concerning the path to follow for MSP education and training. This chapter presents an exploratory diagnosis based on a discussion of the basic skills needed to achieve successful professional practice. What skills are expected from a maritime spatial planner? Is a specific background required to become a maritime spatial planner? How should such professionals be trained? These questions are discussed using the visions and insights of consultants, maritime sectors, policymakers, scientists, and teachers of MSP, with experience in countries where MSP processes are already in place
