Search for Charged Higgs Bosons in e+e- Collisions at \sqrt{s} = 189 GeV
A search for pair-produced charged Higgs bosons is performed with the L3
detector at LEP using data collected at a centre-of-mass energy of 188.6 GeV,
corresponding to an integrated luminosity of 176.4 pb^-1. Higgs decays into a
charm and a strange quark or into a tau lepton and its associated neutrino are
considered. The observed events are consistent with the expectations from
Standard Model background processes. A lower limit of 65.5 GeV on the charged
Higgs mass is derived at 95 % confidence level, independent of the decay
branching ratio Br(H^{+/-} -> tau nu)

The extreme European summer 2012
The European summer of 2012 was marked by strongly contrasting rainfall anomalies, which led to flooding in northern Europe and droughts and wildfires in southern Europe. This season was not an isolated event, rather the latest in a string of summers characterized by a southward shifted Atlantic storm track as described by the negative phase of the SNAO. The degree of decadal variability in these features suggests a role for forcing from outside the dynamical atmosphere, and preliminary numerical experiments suggest that the global SST and low Arctic sea ice extent anomalies are likely to have played a role and that warm North Atlantic SSTs were a particular contributing factor. The direct effects of changes in radiative forcing from greenhouse gas and aerosol forcing are not included in these experiments, but both anthropogenic forcing and natural variability may have influenced the SST and sea ice changes
Hierarchical Models in the Brain
This paper describes a general model that subsumes many parametric models for
continuous data. The model comprises hidden layers of state-space or dynamic
causal models, arranged so that the output of one provides input to another. The
ensuing hierarchy furnishes a model for many types of data, of arbitrary
complexity. Special cases range from the general linear model for static data to
generalised convolution models, with system noise, for nonlinear time-series
analysis. Crucially, all of these models can be inverted using exactly the same
scheme, namely, dynamic expectation maximization. This means that a single model
and optimisation scheme can be used to invert a wide range of models. We present
the model and a brief review of its inversion to disclose the relationships
among, apparently, diverse generative models of empirical data. We then show
that this inversion can be formulated as a simple neural network and may provide
a useful metaphor for inference and learning in the brain
Relative effectiveness and adverse effects of cervical manipulation, mobilisation and the activator instrument in patients with sub-acute non-specific neck pain: results from a stopped randomised trial
<p>Abstract</p> <p>Background</p> <p>Neck pain of a mechanical nature is a common complaint seen by practitioners of manual medicine, who use a multitude of methods to treat the condition. It is not known, however, if any of these methods are superior in treatment effectiveness. This trial was stopped due to poor recruitment. The purposes of this report are (1) to describe the trial protocol, (2) to report on the data obtained from subjects who completed the study, (3) to discuss the problems we encountered in conducting this study.</p> <p>Methods</p> <p>A pragmatic randomised clinical trial was undertaken. Patients who met eligibility criteria were randomised into three groups. One group was treated using specific segmental high velocity low amplitude manipulation (diversified), another by specific segmental mobilisation, and a third group by the Activator instrument. All three groups were also treated for any myofascial distortions and given appropriate exercises and advice. Participants were treated six times over a three-week period or until they reported being pain free. The primary outcome measure for the study was Patient Global Impression of Change (PGIC); secondary outcome measures included the Short-Form Health Survey (SF-36v<sub>2</sub>), the neck Bournemouth Questionnaire, and the numerical rating scale for pain intensity. Participants also kept a diary of any pain medication taken and noted any perceived adverse effects of treatment. Outcomes were measured at four points: end of treatment, and 3, 6, and 12 months thereafter.</p> <p>Results</p> <p>Between January 2007 and March 2008, 123 patients were assessed for eligibility, of these 47 were considered eligible, of which 16 were allocated to manipulation, 16 to the Activator instrument and 15 to the mobilisation group. Comparison between the groups on the PGIC adjusted for baseline covariants did not show a significant difference for any of the endpoints. Within group analyses for change from baseline to the 12-month follow up for secondary outcomes were significant for all groups on the Bournemouth Questionnaire and for pain, while the mobilisation group had a significant improvement on the PCS and MCS subscales of the SF-36<sub>v2</sub>. Finally, there were no moderate, severe, or long-lasting adverse effects reported by any participant in any group.</p> <p>Conclusions</p> <p>Although the small sample size must be taken into consideration, it appears that all three methods of treating mechanical neck pain had a long-term benefit for subacute neck pain, without moderate or serious adverse events associated with any of the treatment methods. There were difficulties in recruiting subjects to this trial. This pragmatic trial should be repeated with a larger sample size.</p
Measurement of Triple-Gauge-Boson Couplings of the W Boson at LEP
We report on measurements of the triple-gauge-boson couplings of the W boson in collisions with the L3 detector at LEP. W-pair, single-W and single-photon events are analysed in a data sample corresponding to a total luminosity of 76.7~pb collected at centre-of-mass energies between 161~GeV and 183~GeV. CP-conserving as well as both C- and P-conserving triple-gauge-boson couplings are determined. The results, in good agreement with the Standard-Model expectations, confirm the existence of the self coupling among the electroweak gauge bosons and constrain its structure

The economic costs of Hurricane Harvey attributable to climate change
Hurricane Harvey is one of the costliest tropical cyclones in history. In this paper, we use a probabilistic event attribution framework to estimate the costs associated with Hurricane Harvey that are attributable to anthropogenic influence on the climate system. Results indicate that the âfraction of attributable riskâ for the rainfall from Harvey was likely about at least a third with a preferable/best estimate of three quarters. With an average estimate of damages from Harvey assessed at about US67bn, with a likely lower bound of at least US21.3bn. While the two approaches are not easily comparable, it is noteworthy that our âbottom-upâ results estimate that one single extreme weather event contributes more to climate change damages in the USA than an entire year by the âtop-downâ method. Given that the âtop-downâ approach, at best, parameterizes but does not resolve the effects of extreme weather events, our findings suggest that the âbottom-upâ approach is a useful avenue to pursue in future attempts to refine estimates of climate change damages
Investigating event-specific drought attribution using self-organizing maps
Previous studies evaluating anthropogenic influences on the meteorological drivers of drought have found mixed results owing to (1) the complex physical mechanisms which lead to the onset of drought, (2) differences in the characteristics and time scales of drought for different regions of the world, and (3) different approaches to the question of attribution. For a midlatitude, temperate climate like New Zealand, strongly modulated by oceanic influences, summer droughts last on the order of 3âmonths, and are less strongly linked to persistent temperature anomalies than continental climates. Here we demonstrate the utility of a novel approach for characterizing the meteorological conditions conducive to extreme drought over the North Island of New Zealand, using the JanuaryâMarch 2013 event as a case study. Specifically, we consider the use of selfâorganizing map techniques in a multimember coupled climate model ensemble to capture changes in daily circulation, between two 41âyear periods (1861â1901 and 1993â2033). Comparisons are made with seasonal pressure and precipitation indices. Our results demonstrate robust (>99% confidence) increases in the likelihood of observing circulation patterns like those of the 2013 drought in the recentâclimate simulations when compared with the earlyâclimate simulations. Best guess estimates of the fraction of attributable risk range from 0.2 to 0.4, depending on the metric used and threshold considered.
