'This is what democracy looks like' : New Labour's blind spot and peripheral vision
New Labour in government since 1997 has been roundly criticized for not possessing a clear, coherent and consistent democratic vision. The absence of such a grand vision has resulted, from this critical perspective, in an absence of 'joined-up' thinking about democracy in an evolving multi-level state. Tensions have been all too apparent between the government's desire to exert central direction - manifested in its most pathological form as 'control freakery' - and its democratising initiatives derived from 'third-way' obsessions with 'decentralising', 'empowering' and 'enabling'. The purpose of this article is to examine why New Labour displayed such apparently impaired democratic vision and why it appeared incapable of conceiving of democratic reform 'in the round'. This article seeks to explain these apparent paradoxes, however, through utilising the notion of 'macular degeneration'. In this analysis, the perceived democratic blind spot of New Labour at Westminster is connected to a democratic peripheral vision, which has envisaged innovative participatory and decentred initiatives in governance beyond Westminster
A more representative chamber: representation and the House of Lords
Since 1997 there has been substantive reform of the House of Lords in an effort to make the chamber âmore democratic and more representativeâ. Whilst the Labour government failed to press ahead with any of the proposed plans for further reform following the removal of the bulk of the hereditary peers in 1999, it remained committed to the notion that such reform must make the second chamber âmore representativeâ. The coalition government's programme advocates a long-term aspiration for a House wholly or mainly elected on the basis of proportional representation, and a short-term approach based on additional appointments to ensure a balance of the parties. What is clear in all of these proposals for reform is a desire for the House of Lords to become more representative than it is at present. However, what is less clear is what is meant by ârepresentativeâ â who the House of Lords is supposed to represent, and what form representation will take. Moreover, in proposing to make the chamber more representative, either through appointment or election, little attention has been paid to how the current House of Lords provides representation. Representation in Westminster in the 1990s : The ghost of Edmund Burke
Why are 'trustee' notions of representation still invoked in the UK House of Commons in the 1990s? In answering this question this article analyses the premises of Burkean theory and the arguments that these premises are of little relevance in the late twentieth century. Despite these dismissals of trusteeship, Burkean ideas are still articulated in the Commons some 200 years after they were first voiced. The idea of trusteeship can prove extremely useful to justify the actions of representatives when those actions conflict with constituency 'opinion', party policy or the wishes of interest groups. Solar-Driven Neutral Density Waves
Interstellar neutral hydrogen atoms flowing into the solar system are attracted by the solar gravitational force, repelled by solar hydrogen Ly-alpha radiation pressure, and are ionized, primarily, through charge exchange with the solar wind protons. The solar cycle variation of the radiation pressure causes the net central solar force to fluctuate between attraction and repulsion resulting in the modulation of the neutral hydrogen density about the usual time independent model. The calculation presented here shows that the time dependent downstream density is strongly modulated by a large number of travelling neutral density waves. The waves possess a continuous range of wavelengths as is to be expected for a Maxwellian gas subjected to several eleven year cycle variations during its journey through the solar system. The amplitudes of the density modulation were found to be quite large. The backscattered glow was found to depend on the position of the detector and the phase of the solar cycle. At the most favorable condition a deviation of the order of 25% from the time dependent glow might be observed
Large-uncertainty intelligent states for angular momentum and angle
The equality in the uncertainty principle for linear momentum and position is
obtained for states which also minimize the uncertainty product. However, in
the uncertainty relation for angular momentum and angular position both sides
of the inequality are state dependent and therefore the intelligent states,
which satisfy the equality, do not necessarily give a minimum for the
uncertainty product. In this paper, we highlight the difference between
intelligent states and minimum uncertainty states by investigating a class of
intelligent states which obey the equality in the angular uncertainty relation
while having an arbitrarily large uncertainty product. To develop an
understanding for the uncertainties of angle and angular momentum for the
large-uncertainty intelligent states we compare exact solutions with analytical

On the Quantum Phase Operator for Coherent States
In papers by Lynch [Phys. Rev. A41, 2841 (1990)] and Gerry and Urbanski
[Phys. Rev. A42, 662 (1990)] it has been argued that the phase-fluctuation
laser experiments of Gerhardt, B\"uchler and Lifkin [Phys. Lett. 49A, 119
(1974)] are in good agreement with the variance of the Pegg-Barnett phase
operator for a coherent state, even for a small number of photons. We argue
that this is not conclusive. In fact, we show that the variance of the phase in
fact depends on the relative phase between the phase of the coherent state and
the off-set phase of the Pegg-Barnett phase operator. This off-set
phase is replaced with the phase of a reference beam in an actual experiment
and we show that several choices of such a relative phase can be fitted to the
experimental data. We also discuss the Noh, Foug\`{e}res and Mandel [Phys.Rev.
A46, 2840 (1992)] relative phase experiment in terms of the Pegg-Barnett phase

Minimum-Uncertainty Angular Wave Packets and Quantized Mean Values
Uncertainty relations between a bounded coordinate operator and a conjugate
momentum operator frequently appear in quantum mechanics. We prove that
physically reasonable minimum-uncertainty solutions to such relations have
quantized expectation values of the conjugate momentum. This implies, for
example, that the mean angular momentum is quantized for any
minimum-uncertainty state obtained from any uncertainty relation involving the
angular-momentum operator and a conjugate coordinate. Experiments specifically
seeking to create minimum-uncertainty states localized in angular coordinates
therefore must produce packets with integer angular momentum.Comment: accepted for publication in Physical Review
Use of eye-gaze technology feedback by assistive technology professionals: findings from a thematic analysis
Purpose
Eye-gaze technology offers professionals a range of feedback tools, but it is not well understood how these are used to support decision-making or how professionals understand their purpose and function. This paper explores how professionals use a variety of feedback tools and provides commentary on their current use and ideas for future tool development.
Methods and Materials
The study adopted a focus group methodology with two groups of professional participants: those involved in the assessment and provision of eye-gaze technology (n = 6) and those who interact with individuals using eye-gaze technology on an ongoing basis (n = 5). Template analysis was used to provide qualitative insight into the research questions.
Results
Professionals highlighted several issues with existing tools and gave suggestions on how these could be made better. It is generally felt that existing tools highlight the existence of problems but offer little in the way of solutions or suggestions. Some differences of opinion related to professional perspective were highlighted. Questions about automating certain processes were raised by both groups.
Conclusions
Discussion highlighted the need for different levels of feedback for users and professionals. Professionals agreed that current tools are useful to identify problems but do not offer insight into potential solutions. Some tools are being used to draw inferences about vision and cognition which are not supported by existing literature. New tools may be needed to better meet the needs of professionals and an increased understanding of how existing tools function may support such development.
IMPLICATIONS FOR REHABILITATION
Professionals sometimes make use of feedback tools to infer the cognitive and/or visual abilities of users, although the tools are not designed or validated for these purposes, and the existing literature does not support this.
Some eye-gaze feedback tools are perceived as a âblack boxâ, leaving professionals uncertain as to how to usefully interpret and apply the outputs.
There is an opportunity to improve tools that provide feedback on how well an eye-gaze system is working or how effectively a user can interact with this technology.
