    Putting Into Practice the Ecosystem Approach to Fisheries

    This document is an abridged version of the FAO Fisheries Technical Guidelines No. 4, Suppl. 2, entitled Fisheries management. 2. The ecosystem approach to fisheries. It is intended to provide a more concise and less technical outline of the purpose and meaning of the ecosystem approach to fisheries (EAF) and guidance as to how to implement the approach. Although the principles of an ecosystem approach to fisheries (EAF) are not new, there is very little practical experience in their implementation. Translating high-level policy goals on EAF into operational objectives and actions is now the key challenge to sustainable fisheries.This booklet provides an overview of EAF, for marine capture fisheries, and its benefits. It considers what is required to implement EAF and the range of management measures available. It provides an overview of the management process, outlines any outstanding research requirements, and lists the main threats to the implementation of EAF

    Science in the service of society: Is marine and coastal science addressing South Africa's needs?

    The modern world is confronted with many and diverse social and environmental challenges of high complexity. In South Africa, rapid and sustainable development is needed to address high levels of poverty and unemployment but this development has to take place in the context of an environment that is already severely impacted by human activities. Sound and relevant scientific input and advice, covering the full scope of each challenge, is essential for effective decisions and actions to address the needs. South Africa has the benefit of strong scientific capacity but the country’s National Development Plan reported that national research priorities were not always consistent with South Africa’s needs. We investigate the validity of that conclusion in the coastal and marine sciences by examining presentations made at the 2017 South African Marine Science Symposium on the theme of ‘Unlocking the ocean’s economic potential whilst maintaining social and ecological resilience’. Despite the theme, only 21% of the presentations were judged to be actionable and directly relevant to societal needs, as defined by the criteria used. Less than 7% were evaluated as being interdisciplinary within the natural sciences and approximately 10% were found to include both natural and human sciences. Poor representation by the human sciences was also noteworthy. This preliminary assessment highlights the need for an urgent review of the disciplinary representation and approaches in marine and coastal science in South Africa in the context of the priority practical needs of the country now and into the future

    The project ‘Global learning for local solutions: Reducing vulnerability of marine-dependent coastal communities’ or GULLS, is an international project within the Belmont Forum and G8 Research Councils Initiative on Multilateral Research Funding. The project has been investigating five regional ‘hotspots’ of climate and social change, defined as fast-warming marine areas and areas experiencing social tensions as a result of change: south-east Australia, Brazil, India, South Africa, and the Mozambique Channel and Madagascar. It has focused on contributing to reducing the vulnerability of coastal communi-ties and other stakeholders dependent on marine resources to adapt to climate change and variability through an integrated and trans-disciplinary approach. It includes partici-pants from Australia, Brazil, India, Madagascar, South Africa, the United Kingdom and the United States of America. The research programme has been divided into five inter-linked components: ocean and climate change models, species vulnerability, social as-pects, system modelling, governance, and communication and education

    Principles for transformative ocean governance

    With a focus on oceans, we collaborated across ecological, social and legal disciplines to respond to the United Nations call for transformation in the ‘2030 Agenda for Sustainable Development’. We developed a set of 13 principles that strategically and critically connect transformative ocean research to transformative ocean governance (complementing the UN Decade for Ocean Science). We used a rigorous, iterative and transparent consensus-building approach to define the principles, which can interact in supporting, neutral or sometimes conflicting ways. We recommend that the principles could be applied as a comprehensive set and discuss how to learn from their interactions, particularly those that reveal hidden tensions. The principles can bring and keep together partnerships for innovative ocean action. This action must respond to the many calls to reform current ocean-use practices which are based on economic growth models that have perpetuated inequities and fuelled conflict and environmental decline

    A Fishery Managers' Guidebook was first published as an FAO Fisheries Technical Paper in 2002 to meet the need for information and guidance on the broad and often complex task of fisheries management. Based on subsequent experience and feedback gained from publication of the first edition, this new volume, has been expanded to provide broader coverage of the key elements of the task and updated in order to keep track of the rapid developments in theory and practice as academics and practitioners struggle to confront the many challenges facing modern fisheries management

    From global to regional and back again: common climate stressors of marine ecosystems relevant for adaptation across five ocean warming hotspots

    Ocean warming ‘hotspots’ are regions characterized by above-average temperature increases over recent years, for which there are significant consequences for both living marine resources and the societies that depend on them. As such, they represent early warning systems for understanding the impacts of marine climate change, and test-beds for developing adaptation options for coping with those impacts. Here, we examine five hotspots off the coasts of eastern Australia, South Africa, Madagascar, India and Brazil. These particular hotspots have underpinned a large international partnership that is working towards improving community adaptation by characterizing, assessing and projecting the likely future of coastal-marine food resources through the provision and sharing of knowledge. To inform this effort, we employ a high-resolution global ocean model forced by Representative Concentration Pathway 8.5 and simulated to year 2099. In addition to the sea surface temperature, we analyse projected stratification, nutrient supply, primary production, anthropogenic CO2-driven ocean acidification, deoxygenation and ocean circulation. Our simulation finds that the temperature-defined hotspots studied here will continue to experience warming but, with the exception of eastern Australia, may not remain the fastest warming ocean areas over the next century as the strongest warming is projected to occur in the subpolar and polar areas of the Northern Hemisphere. Additionally, we find that recent rapid change in SST is not necessarily an indicator that these areas are also hotspots of the other climatic stressors examined. However, a consistent facet of the hotspots studied here is that they are all strongly influenced by ocean circulation, which has already shown changes in the recent past and is projected to undergo further strong change into the future. In addition to the fast warming, change in local ocean circulation represents a distinct feature of present and future climate change impacting marine ecosystems in these areas

    The GULLS project: a comparison of vulnerabilities across selected ocean hotspots and implications for adaptation to global change

    The GULLS project, `Global learning for local solutions: Reducing vulnerability of marine-dependent coastal communities' has been underway since October 2014. The project has been investigating six regional `hotspots': marine areas experiencing rapid warming. These are south-east Australia, Brazil, India, Solomon Islands, South Africa, and the Mozambique Channel and Madagascar. Rapid warming could be expected to have social, cultural and economic impacts that could affect these countries in different ways and may already be doing so. GULLS has focused on contributing to assessing and reducing the vulnerability of coastal communities and other stakeholders dependent on marine resources and to facilitate adaptation to climate change and variability through an integrated and trans-disciplinary approach. It includes participants from Australia, Brazil, India, Madagascar, New Zealand, South Africa, the United Kingdom and the United States of America. The research programme has been divided into six inter-linked components: ocean models, biological and ecological sensitivity analyses, system models, social vulnerability, policy mapping, and communication and education. This presentation will provide a brief overview of each of these components and describe the benefits that have resulted from the collaborative and transdisciplinary approach of GULLS. Following the standard vulnerability elements of exposure, sensitivity and adaptive capacity, the vulnerabilities of coastal communities and other stakeholders dependent on marine resources in the five hotspots will be compared using a set of indicators derived and populated from results of the research programme. The implications of similarities and differences between the hotspots for adaptation planning and options will be described

    Governance mapping: a framework for assessing the adaptive capacity of marine resource governance to environmental change

    Marine social-ecological systems are influenced by the way humans interact with their environment, and external forces, which change and re-shape the environment. In many regions, exploitation of marine resources and climate change are two of the primary drivers shifting the abundance and distribution of marine living resources, with negative effects on marine-dependent communities. Governance systems determine ‘who’ makes decisions, ‘what’ are their powers and responsibilities, and ‘how’ they are exercised. Understanding the connections between the actors comprising governance systems and influences between governance and the environment is therefore critical to support successful transitions to novel forms of governance required to deal with environmental changes. The paper provides an analytical framework with a practical example from Vanuatu, for mapping and assessment of the governance system providing for management of coral reef fish resources. The framework enables a rapid analysis of governance systems to identify factors that can encourage, or hinder, the adaptation of communities to changes in abundance or availability of marine resources

    Anticipated Impacts of Recent Political Changes on Fisheries Management in South Africa

    South Africa's marine resources are essentially fully exploited and in some cases over exploited. The Government of National Unity has embarked on the ambitious Reconstruction and Development Programme (RDP) to meet the basic needs, develop the country's human resources, build economy, and democratize the state and society. Although fisheries can only be expected to play a minor role in contributing to RDP, the Programme have a role to play in managing South Africa's living marine resources. The role of RDP in fisheries management is presented together with fisheries management approaches to help achieve the aims of the RDP
