Customers as decision-makers: strategic environmental assessment in the private sector
Despite its diversification and global spread, strategic environmental assessment (SEA) remains limited mainly to activities characterised by well-defined planning processes, typically within the public sector. This article explores the possible application of SEA within certain private-sector contexts where higher-level strategy-making itself is inherently weaker and development is often piecemeal and reactive. The possible adaptation of SEA to the preparation of a strategic document by a particular industrial concern in the UK is examined: this draws attention to the multi-actor nature of development processes within the industry. This leads to the suggestion that SEA in this setting should be thought of as a form of environmental advocacy oriented towards industrial customers, who are understood as sharing a decision-making role in infrastructure development.</p
ISG20L1 is a p53 family target gene that modulates genotoxic stress-induced autophagy
<p>Abstract</p> <p>Background</p> <p>Autophagy is characterized by the sequestration of cytoplasm and organelles into multimembrane vesicles and subsequent degradation by the cell's lysosomal system. It is linked to many physiological functions in human cells including stress response, protein degradation, organelle turnover, caspase-independent cell death and tumor suppression. Malignant transformation is frequently associated with deregulation of autophagy and several tumor suppressors can modulate autophagic processes. The tumor suppressor p53 can induce autophagy after metabolic or genotoxic stress through transcriptionally-dependent and -independent mechanisms. In this study we expand on the former mechanism by functionally characterizing a p53 family target gene, ISG20L1 under conditions of genotoxic stress.</p> <p>Results</p> <p>We identified a p53 target gene, ISG20L1, and show that transcription of the gene can be regulated by all three p53 family members (p53, p63, and p73). We generated an antibody to ISG20L1 and found that it localizes to the nucleolar and perinucleolar regions of the nucleus and its protein levels increase in a p53- and p73-dependent manner after various forms of genotoxic stress. When ectopically expressed in epithelial cancer-derived cell lines, ISG20L1 expression decreased clonogenic survival without a concomitant elevation in apoptosis and this effect was partially rescued in cells that were ATG5 deficient. Knockdown of ISG20L1 did not alter 5-FU induced apoptosis as assessed by PARP and caspase-3 cleavage, sub-G<sub>1 </sub>content, and DNA laddering. Thus, we investigated the role of ISG20L1 in autophagy, a process commonly associated with type II cell death, and found that ISG20L1 knockdown decreased levels of autophagic vacuoles and LC3-II after genotoxic stress as assessed by electron microscopy, biochemical, and immunohistochemical measurements of LC3-II.</p> <p>Conclusions</p> <p>Our identification of ISG20L1 as a p53 family target and discovery that modulation of this target can regulate autophagic processes further strengthens the connection between p53 signaling and autophagy. Given the keen interest in targeting autophagy as an anticancer therapeutic approach in tumor cells that are defective in apoptosis, investigation of genes and signaling pathways involved in cell death associated with autophagy is critical.</p
Agglomeration Externalities of Fast-growth Firms
Small groups of fast-growth firms contribute disproportionately to job creation, yet little is known about their broader impact on the economy. This paper provides the first evidence of the agglomeration externalities of fast-growth firms, examining their economic impact on non-fast-growth firms operating within the same region (NUTS-2) and industry (SIC2), and through backward and forward linkages. Using comprehensive firm-level data on UK firms between 1997 and 2013, the analysis shows robust evidence of positive spillovers of fast-growth firms on the labour productivity of non-fast-growth firms in the same industry and region. However, the externalities in relation to the employment growth of non-fast-growth firms are negative, suggesting labour poaching and local competition effects
The place of strategic environmental assessment in the privatised electricity industry
The private sector has given relatively little attention to the emergence of strategic environmental assessment (SEA); even recently privatised utilities, where SEA might be deemed particularly appropriate, and whose activities are likely to fall within the scope of the European Union SEA Directive, have shown less interest than might be expected. However, the global trend towards the privatisation of state-owned enterprises makes the adaptation of SEA towards these industries all the more pressing. This paper addresses the place that SEA might take within the electricity sector, taking the privatised UK electricity industry as an example. Particular challenges are posed by the radical restructuring of the industry, designed to introduce competitive behaviour, making the development of comprehensive SEA processes problematic, and requiring SEA to be placed in the context of corporate environmental policy and objectives.</p
Cold Dust in Three Massive Evolved Stars in the LMC
Massive evolved stars can produce large amounts of dust, and far-infrared
(IR) data are essential for determining the contribution of cold dust to the
total dust mass. Using Herschel, we search for cold dust in three very dusty
massive evolved stars in the Large Magellanic Cloud: R71 is a Luminous Blue
Variable, HD36402 is a Wolf-Rayet triple system, and IRAS05280-6910 is a red
supergiant. We model the spectral energy distributions using radiative transfer
codes and find that these three stars have mass-loss rates up to 10^-3 solar
masses/year, suggesting that high-mass stars are important contributors to the
life-cycle of dust. We found far-IR excesses in two objects, but these excesses
appear to be associated with ISM and star-forming regions. Cold dust (T < 100
K) may thus not be an important contributor to the dust masses of evolved

Friend or foe? The current epidemiologic evidence on selenium and human cancer risk.
Scientific opinion on the relationship between selenium and the risk of cancer has undergone radical change over the years, with selenium first viewed as a possible carcinogen in the 1940s then as a possible cancer preventive agent in the 1960s-2000s. More recently, randomized controlled trials have found no effect on cancer risk but suggest possible low-dose dermatologic and endocrine toxicity, and animal studies indicate both carcinogenic and cancer-preventive effects. A growing body of evidence from human and laboratory studies indicates dramatically different biological effects of the various inorganic and organic chemical forms of selenium, which may explain apparent inconsistencies across studies. These chemical form-specific effects also have important implications for exposure and health risk assessment. Overall, available epidemiologic evidence suggests no cancer preventive effect of increased selenium intake in healthy individuals and possible increased risk of other diseases and disorders
The MACHO Project LMC Variable Star Inventory: III. New R Coronae Borealis Stars
We report the discovery of two new R Coronae Borealis (RCB) stars in the
Large Magellanic Cloud (LMC) using the MACHO project photometry database. The
identification of both stars has been confirmed spectroscopically. One is a
cool RCB star (T_eff about 5000 K) characterized by very strong Swan bands of
C_2 and violet bands of CN, and weak or absent Balmer lines, G-band and 12C-13C
bands. The second star is an example of a hot RCB star of which only 3 were
previously known to exist in the Galaxy and none in the LMC. Its spectrum is
characterized by several C II lines in emission. Both stars have shown deep
declines of Delta V > 4 mag in brightness. The new stars are significantly
fainter at maximum light than the three previously known LMC RCB stars. The
amount of reddening toward these stars is somewhat uncertain but both seem to
have absolute magnitudes, M_V, about half a magnitude fainter than the other
three stars. Estimates of M_Bol find that the hot RCB star lies in the range of
the other three stars while the cool RCB star is fainter. The two cool LMC RCB
stars are the faintest at M_Bol. The discovery of these two new stars brings to
five the number of known RCB stars in the LMC and demonstrates the utility of

Transcranial Electrical Currents to Probe EEG Brain Rhythms and Memory Consolidation during Sleep in Humans
Previously the application of a weak electric anodal current oscillating with a frequency of the sleep slow oscillation (∼0.75 Hz) during non-rapid eye movement sleep (NonREM) sleep boosted endogenous slow oscillation activity and enhanced sleep-associated memory consolidation. The slow oscillations occurring during NonREM sleep and theta oscillations present during REM sleep have been considered of critical relevance for memory formation. Here transcranial direct current stimulation (tDCS) oscillating at 5 Hz, i.e., within the theta frequency range (theta-tDCS) is applied during NonREM and REM sleep. Theta-tDCS during NonREM sleep produced a global decrease in slow oscillatory activity conjoint with a local reduction of frontal slow EEG spindle power (8–12 Hz) and a decrement in consolidation of declarative memory, underlining the relevance of these cortical oscillations for sleep-dependent memory consolidation. In contrast, during REM sleep theta-tDCS appears to increase global gamma (25–45 Hz) activity, indicating a clear brain state-dependency of theta-tDCS. More generally, results demonstrate the suitability of oscillating-tDCS as a tool to analyze functions of endogenous EEG rhythms and underlying endogenous electric fields as well as the interactions between EEG rhythms of different frequencies
