Frame-bending quality: Leading through discourses towards equity and student success
In 2018, the Government of Ontario introduced a post-secondary accountability framework that attributes up to 60% of colleges’ annual public funding to the achievement of ten government-directed performance outcomes. The new framework’s shift from the previous enrollment-based funding model intensifies neoliberal and post-structural policy discourses of quality and accountability, further relegating social inequities to the margins of post-secondary education. At the same time, burgeoning social movements have appealed to governments and post-secondary institutions to dismantle systemic barriers that impede students from equity-deserving communities from accessing and flourishing in college. This Organizational Improvement Plan (OIP) explores how a large urban college can reconcile neoliberal and post-structural representations of quality to develop a strategic approach to improving college-level outcomes that advances equity and promotes student success. Managing inherent tensions between government-defined quality and the college’s moral obligations to advance equity and promote student success is conceptualized using a hybrid social justice framework through lenses of moral leadership, transformative educational leadership, and tempered radicalism. Examining leadership through these lenses produces a proposed solution that reorients quality by organizational frame-bending and situates individual and organizational leadership practice towards equity and student success with tempered radicalism. Continuous negotiation of neoliberal and post-structural representations of quality is deliberately discussed as a means through which leaders and the organization can engage in an ongoing process of praxis and sensemaking to navigate an increasingly complex and competitive post-secondary terrain
Silicon micromachined waveguides for millimeter-wave and submillimeter-wave frequencies
The development of micromachining techniques to create silicon-based waveguide circuits, which can operate up to high submillimeter-wave frequencies, is reported. As a first step, a WR-10 waveguide has been fabricated from (110) silicon wafers. Insertion loss measurements on a gold-plated silicon waveguide show performance comparable to that of standard metal waveguides. It is suggested that active devices and planar circuits can be integrated with the waveguides, solving the traditional mounting problems
Silicon micromachined waveguides for millimeter and submillimeter wavelengths
The majority of radio receivers, transmitters, and components operating at millimeter and submillimeter wavelengths utilize rectangular waveguides in some form. However, conventional machining techniques for waveguides operating above a few hundred GHz are complicated and costly. This paper reports on the development of silicon micromachining techniques to create silicon-based waveguide circuits which can operate at millimeter and submillimeter wavelengths. As a first step, rectangular WR-10 waveguide structures have been fabricated from (110) silicon wafers using micromachining techniques. The waveguide is split along the broad wall. Each half is formed by first etching a channel completely through a wafer. Potassium hydroxide is used to etch smooth mirror-like vertical walls and LPCVD silicon nitride is used as a masking layer. This wafer is then bonded to another flat wafer using a polyimide bonding technique and diced into the U-shaped half wavelengths. Finally, a gold layer is applied to the waveguide walls. Insertion loss measurements show losses comparable to those of standard metal waveguides. It is suggested that active devices and planar circuits can be integrated with the waveguides, solving the traditional mounting problems. Potential applications in terahertz instrumentation technology are further discussed
A process-based model of network capability development by a start-up firm
Start-up firms are notoriously resource and time poor. One way of addressing these deficits is to develop strategic capability to access, activate and co-shape resources with other firms in the start-up's network. The capability literature assumes such a development is inevitable, provided a start-up survives. But developing network capability depends on the managers of other firms, the deepening managerial understanding of business relationships, and the ability of the start-up managers to adjust to and understand interdependence in networks. We present a processual model of how managerial understanding of network capability develops, comprising of three parts each building on the earlier: (i) in relationships, (ii) through relationships and (iii) in the network. The model was inductively developed from a longitudinal study of a start-up firm. Also, two sensemaking processes were found to predominate â problem solving and social-cognitive processes. Our model highlights the role of the start-up manager in sensemaking with managers across a number of firms to resolve commercial problems. Thus, the independence many start-up managers seek must turn towards interdependence. Second, managers' temporal horizons and the specific temporal profile of events and activities inside the involved business relationships are important in understanding and developing, with other firms, network capability
Comparing Overexcitability Levels between STEM Talented Students and Generally Gifted Students Using the OEQII
Gifted individuals have been shown to have higher developmental potential, making them more likely to exhibit overexcitabilities (OEs) classified as psychomotor, sensual, intellectual, imaginational, or emotional. The OE levels between IMSA males and females and between IMSA students interested in STEM and Ohio generally gifted students were examined using the Overexcitabilty Questionnaire-two. Data from 70 IMSA sophomores were analyzed using descriptive statistics, ANOVA, and Bonferroni Correction method. Results showed that IMSA females had significantly higher sensual and emotional levels than males. Both IMSA males and females exhibited significantly lower imaginational OE levels than the Ohio students. This study will hopefully spark awareness of overexcitabilities in gifted populations, allow students to understand their feelings and behaviors, and provide possible explanations for low imagination in STEM populations
Campus Wellness Program Evaluation: Effectiveness of a Brief Psychoeducation Intervention for Wellness Promotion
Background: College students are experiencing high levels of stress and compromised well-being, compounded by sedentary lifestyle and risky behaviors. In response to these challenges, college campuses are offering a variety of wellness programming intervention opportunities. Aim: This research study examined the effectiveness of a brief psychoeducational intervention on perceptions of stress, wellness, mental health, and life satisfaction. Methods: The study utilized a longitudinal, explanatory mixed methods design, with random assignment. To augment quantitative data, brief, semi-structured interviews were completed with 13 study participants post-intervention. Results: Results of repeated-measures analysis of variance (RM-ANOVA) demonstrated no significant between-group differences. Intervention group pair-wise comparisons revealed positive trends across time for several outcome variables. Applied Thematic Analysis (ATA) revealed four primary themes including: stress-reduction benefits of relaxation techniques, improved knowledge of health impacts of alcohol, increased intentionality regarding nutrition habits, and need for increased accessibility of wellness programming. Conclusions: This study provides insight into the strengths and limitations of brief psychoeducation interventions in facilitating lifestyle change among college students. Implications for campus wellness programming are discussed
An application of cost risk in incentive contracts.
This paper begins with an examination of the literature
concerning incentive contract effectiveness and contractor
motivation. Citing the most frequently supported conclusions, the
researcher integrates these with a cost risk analysis methodology
based upon the Beta distribution. The result is a share curve
that automatically adjusts the share ratio based upon estimated
cost variance.
The researcher suggests that this approach is better at
reflecting cost risk than the standard linear design. The share
curve provides more risk sharing, especially at higher levels of
cost variance, and provides both significant rewards and
penalties only for significant deviations from target cost. The
final conclusion is that the share curve mitigates the defense
contractors' "risk averse" nature, thus allowing the profit
motive to become operative in incentivizing the contractor to

How to evaluate the effectiveness of an environmental legal system
The principal research question addressed in this thesis is how the effectiveness of an environmental legal system can best be evaluated. A legal system is effective if it is achieving or likely to achieve its objectives. For an environmental legal system this means achieving sustainable development. The hypothesis tested in relation to this research question is that the pressure-state-response ("PSR") method of State of the Environment ("SoE") Reporting provides the best available framework for evaluating the effectiveness of an environmental legal system. A subsidiary research question addressed in this thesis is whether the environmental legal system protecting the Great Barrier Reef ("GBR") in north-eastern Australia is likely to achieve sustainable development of it. The hypothesis tested in relation to this research question is that the environmental legal system protecting the GBR is likely to achieve sustainable development of the GBR. The principal method used to address these research questions and test the hypotheses is a case study of the effectiveness of the laws protecting the GBR. Particular emphasis is given in the case study to climate change both because it is now recognised as the major threat to the GBR and is a topic of significant international and national interest. This thesis is intended to contribute, in particular, to the current public and policy debate on responding effectively to climate change by using the GBR as a yardstick against which to measure "dangerous climate change" and, conversely, acceptable climate change. There are five major findings of the research. First, most of the legal writing regarding environmental legal systems is descriptive, explanatory and interpretative rather than evaluative. Second, most legal writers who attempt to evaluate the effectiveness of part or the whole of an environmental legal system implicitly use the PSR method and refer to pressures, conditions, and responses but do not acknowledge this conceptual framework. Third, the best available conceptual and analytical framework for evaluating the effectiveness of an environmental legal system is the PSR method. It is the simplest, most systematic, comprehensive and meaningful framework with the greatest predictive power for evaluating the effectiveness of the total social and legal response to human-induced environmental degradation currently available. Fourth, current practice in SoE reporting, at least in relation to the GBR, is largely descriptive and rarely evaluates the effectiveness of the response. The fifth major finding of this research is that, while there are many effective parts of the response to pressures on the GBR, the current environmental legal system is not likely to be effective in preventing climate change from causing very serious damage to the GBR. Based on what we know at this point in time, particularly the technology that is currently available and current greenhouse gas emissions, the impacts of climate change appear likely to swamp the many good aspects of the legal system protecting the GBR. Atmospheric concentrations of carbon dioxide in 2005 were approximately 379 parts per million ("ppm") and rising by 2 ppm per year. Including the effect of other greenhouse gases such as methane, the total concentration of atmospheric greenhouse gases was around 455 ppm carbon dioxide equivalents ("CO2-eq") in 2005, although the cooling effect of aerosols and landuse changes reduced the net effect to around 375 ppm CO2-eq. Limiting the total increase in mean global temperature to approximately 1°C requires stabilization of atmospheric greenhouse gases and aerosols around 350 ppm CO2-eq. Increasing the net effect of greenhouse gases and aerosols to 450-550 ppm CO2-eq is expected to result in a 2-3°C rise in mean surface temperatures. There are currently no international or national legal constraints to hold greenhouse gas concentrations beneath these levels and they appear likely to be exceeded. These increases in mean global temperatures are expected to severely degrade the GBR by 2030-2040. Even the targets being set by the new Australian Government of reducing Australia's greenhouse gas emissions by 60% by 2050 appear insufficient to protect the GBR. If a 60% reduction in emissions can be achieved globally by 2050 a rise in mean global temperature of around 2.4°C is expected. This indicates the environmental legal system protecting the GBR is not likely to be effective in relation to climate change and, therefore, is failing to reach its objective of sustainable development. Three major recommendations arise from the research. First, legal writers attempting to evaluate the effectiveness of the whole or part of an environmental legal system should use and acknowledge the PSR method. Second, SoE reports should include a stand-alone chapter evaluating the effectiveness of the response. Third, the environmental legal system protecting the GBR should take strong and comprehensive measures to reduce greenhouse gas emissions if the objective of sustainable development is to be achieved. Such measures should include setting policy targets for stabilizing atmospheric greenhouse gas and aerosol concentrations around 350 ppm CO2-eq to limit increases in mean global temperature to 1°C. Policy targets of stabilizing atmospheric greenhouse gases and aerosols at 450-550 ppm CO2-eq to limit increases in mean global temperatures to 2-3°C are likely to be too high to avoid severe impacts of coral bleaching to the GBR
