    Tourism as a Livelihood Strategy in Indigenous Communities: Case Studies from Taiwan

    Tourism has become an important option for economic development and the cultural survival of aboriginal people, yet the academic work has overlooked an issue of cultural sustainability and the majority of the literature on indigenous tourism is from a non-indigenous perspective. Although the sustainable livelihood framework does not clearly address the cultural part of life, the approach requires that activities, such as tourism, are placed in a broader context so that they can be examined from an indigenous perspective on sustainability. The purpose of this study is to assess the role that tourism is playing in two indigenous communities' livelihood strategies in Taiwan from an indigenous perspective using the sustainable livelihood framework as an organizing framework. The examination of the evolution of livelihood strategies is the main focus of the study. A review of literature identifies weaknesses in the concepts of sustainable development and sustainable tourism and provides legitimacy for using the sustainable livelihood approach to examine the roles that tourism plays in indigenous people's daily lives. Culture is embedded in daily life and the approach allows the researcher to explore the meanings behind people's daily activities. Also, tourism needs to be placed in a broader context in order to identify whether any linkages exist between it and other sectors of the economy and how tourism can better fit in with exiting livelihood strategies. The research is a collaborative study of two Cou aboriginal communities (i. e. , Shanmei and Chashan) in central Taiwan using qualitative research methods. The sustainable livelihood framework is used as a vehicle for guiding research and analysis. Results indicate that Cou traditional livelihoods and their traditional social structure have been closely linked. The shift of Cou livelihoods from self-sustaining in the past to being linked increasingly to the global economic market system at present comes from a variety of external and internal factors (e. g. , policy, history, politics, macro-economic conditions). The promotion of tourism development and cultural industries by the government in recent years has provided aboriginal people with a new opportunity (tourism) in which they can make use of their culture as an advantage (culture as an attraction) to possibly reverse the inferior position. In addition to being an attraction for economic development, culture has many implications for the way things are done and for the distribution of benefits. In both villages, people employ a wide range of resources and livelihoods strategies to support themselves. Tourism has been incorporated into the livelihoods of both villages in forms of employment (regular and occasional) and various collective and self-owned enterprises (e. g. , restaurants, homestays, café, food stalls, handicraft stores and campsites). Tourism activities have the potential both to complement and to compete with other economic activities in various forms. Conflicts between tourism-related economic activities and other activities may not be obvious in terms of the use of land, water and time. The benefits and costs of each tourism activity experienced by different stakeholder groups (mainly by age and gender) vary, depending on different personal situations. The sustainable livelihoods framework was examined and used to assess the context and forms in which tourism might contribute to sustainable livelihood outcomes. Institutional processes and organizational structures are one main factor determining whether different assets, tangible and intangible, are accumulated or depleted on individual, household, and community scales. The comparison of the two cases revealed that, in the context of capitalist market economy in which people pursue the maximization of individual interests, the following situation is most likely to lead to sustainable outcome (socio-culturally, economically, and environmentally) in the context of indigenous communities. That is tourism enterprises need to be operated through institutions with a communal mechanism and through efficient operation of the communities' organizations based on collective knowledge guided by Cou culture. Sustainable livelihood thinking is useful to the concept of sustainable development because it can be used as an analytical and practical tool for guiding studies of environment and development. It also serves as a means of integrating three modes of thinking: environmental thinking which stresses sustainability, development thinking which stresses production and growth, and livelihood thinking which stresses sustenance for the poor. The approach facilitates examination of the reality of aboriginal people and poor people in rural and remote areas. The approach focuses on the local impacts of change, recognizes the complexity of people's lives, acknowledges that people have different and sometimes complex livelihood strategies and addresses benefits that are defined by the marginalized communities themselves. It acknowledges the dynamism of the factors that influence livelihoods: it recognizes that change occurs and people accommodate, learn from change and plan, adapt and respond to change. It focuses on accommodating traditional knowledge and skills to create conditions for marginalized communities to enhance their well-being. It assists in understanding that traditional knowledge and its innovation provide a basis for the development of coping mechanisms and adaptive strategies to buffer the forces which threaten livelihoods. The sustainable livelihood framework is useful because it places the interests of local people at the centre. Such an approach incorporates tourism as one component of development, particularly for indigenous people, and explores how positive development impacts can be expanded and negative ones can be reduced. However, unless supplemented, the framework may not do justice to the importance of culture and the prominent roles played by key individuals.     Security for Complex Cyber-Physical and Industrial Control Systems: Current Trends, Limitations, and Challenges

    Today’s society relies upon the smooth and secure functioning of the mission-critical infrastructures and their services. Much of this critical infrastructure relies on the complex cyber-physical systems and the industrial control systems. In recent years, securing these two types of systems has been a top priority due to a significant increase in number of attacks. Most of these systems are often several decades old, and they were developed without significant consideration of the security requirements. As such, there is an urgent need to protect these cyber-physical and industrial systems from external vulnerabilities. In this paper, we present a survey of the cyber-physical and industrial control systems, and explore the possibility and necessity for security of such systems. We discuss the various types of cyber-physical and industrial control systems currently being used, assess the vulnerabilities of such systems, discuss the literature on the cyber-physical and industrial control systems, and examine some works that propose security standards and models for these types of systems

    Bromocresol Green/Mesoporous Silica Adsorbent for Ammonia Gas Sensing via an Optical Sensing Instrument

    A meso-structured Al-MCM-41 material was impregnated with bromocresol green (BG) dye and then incorporated into a UV-Vis DRA spectroscopic instrument for the online detection of ammonia gas. The absorption response of the Al-MCM-41/BG ammonia sensing material was very sensitive at the optical absorption wavelength of 630 nm. A high linear correlation was achieved for ppmv and sub-ppmv levels of ammonia gas. The response time for the quantitative detection of ammonia gas concentrations ranging from 0.25 to 2.0 ppmv was only a few minutes. The lower detection limit achieved was 0.185 ppmv. The color change process was fully reversible during tens of cycling tests. These features together make this mesoporous Al-MCM-41 material very promising for optical sensing applications

    Topological chiral kagome lattice

    Chirality, a fundamental structural property of crystals, can induce many unique topological quantum phenomena. In kagome lattice, unconventional transports have been reported under tantalizing chiral charge order. Here, we show how by deforming the kagome lattice to obtain a three-dimensional (3D) chiral kagome lattice in which the key band features of the non-chiral 2D kagome lattice - flat energy bands, van Hove singularities (VHSs), and degeneracies - remain robust in both the kzk_z = 0 and π\pi planes in momentum space. Given the handedness of our kagome lattice, degenerate momentum points possess quantized Chern numbers, ushering in the realization of Weyl fermions. Our 3D chiral kagome lattice surprisingly exhibits 1D behavior on its surface, where topological surface Fermi arc states connecting Weyl fermions are dispersive in one momentum direction and flat in the other direction. These 1D Fermi arcs open up unique possibilities for generating unconventional non-local transport phenomena at the interfaces of domains with different handedness, and the associated enhanced conductance as the separation of the leads on the surface is increased. Employing first-principles calculations, we investigate in-depth the electronic and phononic structures of representative materials within the ten space groups that can support topological chiral kagome lattices. Our study opens a new research direction that integrates the advantages of structural chirality with those of a kagome lattice and thus provides a new materials platform for exploring unique aspects of correlated topological physics in chiral lattices.Comment: 7 pages, 4 figure

    Common Bile Duct Dilatations in Asymptomatic Neonates: Incidence and Prognosis

    Background. This retrospective study reviewed 213 asymptomatic neonates with common bile duct (CBD) dilatations diagnosed via ultrasound to evaluate their incidence and outcomes. Materials and Methods. From August 2001 to July 2010, 18,230 abdominal ultrasound scans were performed as newborn screening. There were 213 (1.17%) cases of CBD dilatation. Dilatation of neonatal CBD was defined when its diameter was ≥2 mm. The neonates’ birth history, CBD size, and follow-up results were analyzed. Results. In the 213 infants, four cystic dilatations (1.88%, 4/213) that were eventually diagnosed as choledochal cysts (CC). Among 209 neonates with fusiform dilatations (size 2.0–6.7 mm), 77 had ultrasound follow-up and 87% of them resolved spontaneously which were diagnosed as transient CBD dilatation (TCBDD). Eighty percent of TCBDDs resolved within 6 months. Patients with initial CBD size ≥3 mm had significantly lower resolution rate and neonates whose mothers are older than 35 years took longer time to resolve. Conclusion. The incidence of CBD dilatation in asymptomatic neonates was 1.17%. Eighty percent of TCBDDs resolved within 6 months. Regular ultrasound follow-up every 6 months may be appropriate for asymptomatic neonates with fusiform CBD dilatations to ensure resolution or progression

    Predictive Factors for Early Initiation of Artificial Feeding in Patients With Sporadic Creutzfeldt-Jakob Disease

    Background: Akinetic mutism has often been used as the predictor of sporadic Creutzfeldt-Jacob disease (sCJD) endpoints, but it may be difficult for general physcians to assess. Nasogastric (NG) tube insertion is indicated for many neurodegenerative diseases with a clinical course of swallowing failure, and can be more easily identified than akinetic mutism by general physicians. Therefore, the aim of this study was to identify whether there are predictive factors for early initiation of artificial feeding in patients with sCJD who require enteral nutrition due to swallowing failure.Methods: We retrospectively reviewed the medical records of all patients diagnosed with probable sCJD who were admitted to the neurology ward at a medical center in Taiwan from January 2002 to July 2017. We used Pearson's chi-squared test to detect the correlation of initial symptoms, neurological signs, brain magnetic resonance imaging (MRI), electroencephalography (EEG), and increased levels of 14-3-3 protein in cerebrospinal fluid (CSF) analysis. The Cox proportional hazards model was used to detect prognostic factors for early initiation of NG tube insertion in sCJD patients.Results: The onset age ranged from 51 to 83 years, and mostly ranged from 60 to 79 years. Akinetic mutism was correlated with pyramidal tract signs, myoclonus, and extrapyramidal signs. Furthermore, myoclonus was revealed to be associated with pyramidal tract signs. Multivariate Cox regression analysis showed that myoclonus and elevated CSF levels of 14-3-3 protein are predictive of early NG insertion.Conclusions: Increased levels of 14-3-3 protein in CSF and the presence of myoclonus at diagnosis are predictive of early swallowing difficulty and indicate rapid deterioration in probable sCJD. In addition to akinetic mutism, early initiation of artificial feeding can be used to predict early deterioration in sCJD

    Effects of Domain Selection on Singular-Value-Decomposition Based Statistical Downscaling of Monthly Rainfall Accumulation in Southern Taiwan

    A singular-value-decomposition (SVD) statistical downscaling technique was developed for monthly rainfall over southern Taiwan. The statistical model was applied to seven different general circulation models. Seven different geographical domains for the large-scale atmospheric predictors were tested and their effects on rainfall projections were evaluated. Because different climate models indicate different future rainfall projections, a multi-model ensemble approach was applied to provide best guess estimates. Using the multi-model ensemble, and a range of metrics, it was found that the different predictor geographical domains had little influence on the projected monthly rainfalls. Two emission climate change scenarios (A1B and B1) were used to project the future rainfalls for the period from 2010 to 2045 across southern Taiwan. Overall, future rainfall shows an increasing trend during the May-to-October wet season and a decreasing trend during the November-to-April dry season
