    Do and Should Financial Aid Packages Affect Students' College Choices?

    Every year, thousands of high school seniors with high college aptitude face complicated menus' of scholarship and aid packages designed to affect their college choices. Using an original survey designed for this paper, we investigate whether students respond to their menus' like rational human capital investors. Whether they make the investments efficiently is important not only because they are the equivalent of the Fortune 500' for human capital, but also because they are likely to be the most analytic and long-sighted student investors. We find that the typical high aptitude student chooses his college and responds to aid in a manner that is broadly consistent with rational investment. However, we also find some serious anomalies: excessive response to loans and work-study, strong response to superficial aspects of a grant (such as whether it has a name), and response to a grant's share of college costs rather than its amount. Approximately 30 percent of high aptitude students respond to aid in a way that apparently reduces their lifetime present value. While both a lack of sophistication/information and credit constraints can explain the behavior of this 30 percent of students, the weight of the evidence favors a lack of sophistication.

    Bioaugmentation mitigates the impact of estrogen on coliform-grazing protozoa in slow sand filters

    Exposure to endocrine-disrupting chemicals (EDCs), such as estrogens, is a growing issue for human and animal health as they have been shown to cause reproductive and developmental abnormalities in wildlife and plants and have been linked to male infertility disorders in humans. Intensive farming and weather events, such as storms, flash flooding, and landslides, contribute estrogen to waterways used to supply drinking water. This paper explores the impact of estrogen exposure on the performance of slow sand filters (SSFs) used for water treatment. The feasibility and efficacy of SSF bioaugmentation with estrogen-degrading bacteria was also investigated, to determine whether removal of natural estrogens (estrone, estradiol, and estriol) and overall SSF performance for drinking water treatment could be improved. Strains for SSF augmentation were isolated from full-scale, municipal SSFs so as to optimize survival in the laboratory-scale SSFs used. Concentrations of the natural estrogens, determined by gas chromatography coupled with mass spectrometry (GC-MS), revealed augmented SSFs reduced the overall estrogenic potency of the supplied water by 25% on average and removed significantly more estrone and estradiol than nonaugmented filters. A negative correlation was found between coliform removal and estrogen concentration in nonaugmented filters. This was due to the toxic inhibition of protozoa, indicating that high estrogen concentrations can have functional implications for SSFs (such as impairing coliform removal). Consequently, we suggest that high estrogen concentrations could impact significantly on water quality production and, in particular, on pathogen removal in biological water filters

    A Revealed Preference Ranking of U.S. Colleges and Universities

    We show how to construct a ranking of U.S. undergraduate programs based on students' revealed preferences. We construct examples of national and regional rankings, using hand-collected data on 3,240 high- achieving students. Our statistical model extends models used for ranking players in tournaments, such as chess or tennis. When a student makes his matriculation decision among colleges that have admitted him, he chooses which college "wins" in head-to-head competition. The model exploits the information contained in thousands of these wins and losses. Our method produces a ranking that would be difficult for a college to manipulate. In contrast, it is easy to manipulate the matriculation rate and the admission rate, which are the common measures of preference that receive substantial weight in highly publicized college rating systems. If our ranking were used in place of these measures, the pressure on colleges to practice strategic admissions would be relieved.

    Can a web-based community of practice be established and operated to lead falls prevention activity in residential care?

    The aims of this study were to evaluate establishing and operating a web-based community of practice (CoP) to lead falls prevention in a residential aged care (RAC) setting. A mixed methods evaluation was conducted in two phases using a survey and transcripts from interactive electronic sources. Nurses and allied health staff (n = 20) with an interest in falls prevention representing 13 sites of an RAC organization participated. In Phase 1, the CoP was developed, and the establishment of its structure and composition was evaluated using determinants of success reported in the literature. In Phase 2, all participants interacted using the web, but frequency of engagement by any participant was low. Participatory barriers, including competing demands from other tasks and low levels of knowledge about information communication technology (ICT) applications, were identified by CoP members. A web-based CoP can be established and operated across multiple RAC sites if RAC management support dedicated time for web-based participation and staff are given web-based training

    Cost Should Be No Barrier: An Evaluation of the First Year of Harvard\u27s Financial Aid Initiative

    This paper evaluates the first year of Harvard’s Financial Aid Initiative, which increased aid and recruiting for students from low income backgrounds. Using rich data from the Census and administrative sources, we estimate family incomes for the vast majority of plausible applicants from the U.S. We find that the Initiative had a significant effect almost entirely because it attracted a pool of applicants that was larger and slightly poorer. It appears that very similar standards of admission were used for this group as had been used in previous years. This group, once admitted, enrolled at a rate very similar to that of previous years. Thus, there are a greater number of low income students in the Class of 2009 than in the Class of 2008 simply because more well-qualified, low income students applied. Put another way, the initiative did not create a new form of affirmative action–rather, there was an untapped supply of able, low income students. Many apparently qualified students still do not apply, and a disproportionate share of these “missing applicants” come from high schools that have little or no tradition of sending applications to selective private colleges. Targeted outreach to such “one offs” – that is, students who are one of only a few qualified students from their school in recent years – may be a way for selective private colleges to increase their income diversity

    The UNCITRAL Model Law on Public Procurement: Potential Next Steps

    The current version of the Model Law on Public Procurement was approved by the United Nations Commission on International Trade Law (UNCITRAL) in 2011, after a drafting process which spanned nearly a decade. This version of the Model Law reflects best practices which were emerging in procurement systems across the world during the first decade of this century. There have been calls for an update of the Model Law, and this draft chapter, after reviewing the history of the Model Law and the reforms which led to the current version, discusses various reforms which might be made to the text and accompanying guidance, based on newly emerging best practices. Those possible next steps include reforms to address environmental sustainability (sometimes known as ‘green procurement’), expanding the Model Law to address issues of contract administration, updated provisions on exclusion and debarment of corrupt and incompetent contractors, and pivoting to embrace ‘open contracting’, which treats public procurement data as presumptively publicly accessible. Should the Commission take up reform of the Model Law or decide to update the accompanying guidance, these measures could bring significant advances in reducing global warming, fighting corruption, enhancing transparency and improving outcomes in public contracting

    Seasonal Patterns of Microhabitat Selection by a Sub-tropical Whip Spider, Phrynus longipes, in the Luquillo Experimental Forest, Puerto Rico

    Phrynus longipes (Pocock 1894) is a top predator among arboreal invertebrates in the Luquillo Mountains of Puerto Rico, but many aspects of its ecology remain poorly understood. We sampled four of the most abundant tree species in the Luquillo Mountains during the dry and wet seasons of 2008 to evaluate microhabitat preferences of this species. In the dry season, P. longipes occurred significantly less frequently on a palm, Prestoea acuminata var. montana (Arecaceae), than the other tree species. Carapace length and the diameter of the tree on which an individual was found were positively correlated, suggesting competition for substrates. Microhabitat selection shifted in the wet season. Individuals occurred as frequently on P. acuminata as on any other species. The seasonal shift in substrate use could result from altered distribution or abundance of prey, an ontogenetic shift in substrate preference or greater competition arising from an increased abundance of P. longipes
