Enriching Veterans' Lives: Through An Evidence Based Approach
This paper marks the launch of a new IVMF series focused on the critical topics of program evaluation, performance measurement, and evidence-based practice (EBP). The purpose of the series is to inform the broader community of veteran and military family serving organizations by highlighting examples of veteran and military serving organizations employing various methods of EBP, program evaluation, and assessment. By highlighting leading practices across the U.S., this series aims to promote learning and greater impact in service delivery across our nation's evolving and maturing community of veteran and military organizations. This case illustration highlights the evaluation efforts of the rising veteran and military serving organization Team, Red, White & Blue (Team RWB). Team RWB is a 501(c)(3) nonprofit organization founded in 2010 with the mission of enriching the lives of America's veterans by connecting them to their communities through physical and social activity. Despite its relative youth, in 2014, the George W. Bush Institute's (GWBI) Military Service Initiative and the IVMF both identified Team RWB as a leading organization in building a robust measurement and evaluation program. The paper highlights how Team RWB integrates theory and research to drive its programming as an evidence-based wellness intervention and, in turn, produce data to inform its own organizational practice.Key HighlightsTeam RWB is an organization that values, at all levels, trust and transparency with its partners, funders, and community. This culture -- embodied by the 'Eagle Ethos' of positivity, passion, people, community, camaraderie, and commitment -- exists throughout the organization from the senior executive down to the community level.Research and evaluation of RWB's programs is and will remain vital to communicating its impact and improving how it targets resources to improve and grow its programs. The Team RWB "Eagle Research Center" is building an evidence base by quantitatively measuring its outcomes and using data to improve its program delivery.More than 1,800 veterans surveyed in 2014 and 2,500 surveyed in 2015 self-reported increases in creating authentic relationships with others, increasing their sense of purpose, and improving their health, by participating in Team RWB. Veterans also noted that participating in Team RWB had indirect benefits in their family relationships and work. Improvements on these dimensions contribute to an enriched life, with more program engagement leading to more enrichment.Team RWB achieves these results through local, consistent, and inclusive programs. The chapter and Community programs provide opportunities for physical, social, and service activities. The Leadership Development Program is comprised of national athletic and leadership camps, and a newly launched tiered leader development program

Intimate Partner Homicide in Denmark 2007â2017: Tracking Potential Predictors of Fatal Violence
Research Question What are the characteristics of intimate partner homicide in Denmark that may inform more accurate prediction and prevention of such crimes, and how is knowledge of those facts distributed across families, police and other agencies? Data All Danish police data on all 77 cases of intimate partner homicide (IPH) reported over eleven years (2007 through 2017) in ten of the 12 Danish Police Districts were coded by the first author, comprising 75% of all known IPH cases in Denmark for those years and 100% of the cases in Districts that allowed access to their investigative files. Methods Potentially predictive variables were selected for coding based on similar studies recently completed in the UK and Australia, with comparisons made between these Danish results and the prior findings. Special emphasis was placed on which potential predictors had been known by some organization or person, but never reported to police until after the homicides had occurred. Findings Characteristics of IPH cases in this study are remarkably similar to those found in the UK studies, starting with the nearly-identical rates of IPH per 100,000. The Danish data show even greater prevalence of male offenders having discussed, threatened or attempted suicide prior to killing their intimate partner (52%) than in the all-England sample (40%). Danish IPH cases were even more likely (71%) than the Thames Valley cases (54%) to have had no prior recorded police contact as a couple before the IPH incident. In Denmark, parties other than police had prior knowledge of domestic abuse in almost half (47%) of the murders, including public agencies (22% of IPH), but did not share that information with police. Conclusions In Denmark as in the UK, police have no prior contact with most intimate couples suffering a homicide. While suicidal tendencies are highly prevalent in such cases, police have no legal framework for obtaining intelligence about such risk factors from health and social agencies. These findings show that in Denmark as elsewhere, creating a duty by other public agencies to share information might improve prediction and prevention of domestic homicides. This study was funded by a grant from the Danish Trygfonden (Security
Foundation) to the Danish Police College to support the first author's
studies to complete the Master of Studies degree in applied criminology
and police management

Predicting Domestic Homicide and Serious Violence in Leicestershire with Intelligence Records of Suicidal Ideation or Self-Harm Warnings: a Retrospective Analysis
Does prior information retained in police intelligence records about an offenderâs suicidal tendencies help to predict a future domestic homicide or attempted homicide?
Records on 158,379 arrestees in 1997â2015 were examined for suicidal or selfharm warnings by date of entry and compared to 620 offenders identified in cases of domestic homicides or serious violence over the same time period.
The percentage of offenders in domestic homicide and serious violence cases who were known to have reported suicidal ideation prior to those crimes was compared to the overall percentage of arrested persons who had such reports.
Of the total 620 deadly violence offenders, 125 had a marker for suicide or self-harm, of which 35 (5.6%) were posted prior to the deadly domestic violence. Of the 80 homicide cases (excluding grievous bodily harm), 7 had suicide or self-harm markers prior to the homicidal offence, for a rate of 8.75%. These rates compare to an overall marker rate among the 158,379 arrestees in the time period studied, of whom 7,241 were identified as holding a warning marker at the point of data collection for this study in 2016, which equated to only 5% of the group, of which an estimated 38% would have occurred prior to a crime (2,752 cases), or 1.7% of the 158,379. By that metric, it is three times more likely that offenders charged with an act of deadly domestic violence had prior suicidal warning markers than offenders not charged with such crimes (5.6/1.7 = 3.3), and 5.2 times more likely for homicide offenders to have a prior marker than for all arrestees.
Police intelligence system markers for suicide or self-harm can provide valuable information for building more accurate prediction models for domestic homicide and serious assaults
Do Global Pandemics Matter for Stock Prices? Lessons from the 1918 Spanish Flu
We study the impact of the 1918 Spanish Flu on U.S. stock prices. We use the death rate to control for the impact of the global pandemic and war news reported in the New York Times to capture the positive effects of the end of World War I on stock prices. Using a new weekly hand collected NYSE stock price index, we show that there is a -.73 correlation between the aggregate stock market and the death rate. Furthermore, vector autoregressions demonstrate that the death rate can explain up to 24 percent of the forecast error variance in the aggregate stock index from September 1918 until the end of the pandemic in March 1920. We also find that the flu had a significant, but varied impact on nine NYSE sectors. The empirical analysis indicates that pandemics can matter big time for stock prices

The first hydrophobic region of the HPV16 E5 protein determines protein cellular location and facilitates anchorage-independent growth
The human papillomavirus type 16 E5 protein (HPV16 E5) is 83 amino acids in length and contains three well-defined hydrophobic regions. The protein is expressed at very limited amounts in transfected cells and the absence of specific antibodies has strongly hampered functional analyses. To investigate the relationship between structure and function we have synthesized a codon-adapted version of the gene (hE5) and prepared a series of N-terminal and C-terminal deletions. Immunofluorescence analyses show colocaliation of the protein with calnexin, an ER marker, EEA-1, an early endosomes marker, and Lamp-2, a lysosomal marker. No major colocalization was found between hE5 and the Golgi marker 58 K. Whereas deletions at the C-terminal end of the protein do not greatly alter the localisation pattern, deletion of the first hydrophobic region results in loss of colocalisation with the ER, early endosomes and lysosomes. Further, we show that while the complete E5 protein confers to HaCaT cells the property to grow in an anchorage-independent manner, deletion of the first hydrophobic region results in loss of growth in soft agar. We conclude that the first hydrophobic region of the E5 protein largely determines the biological properties of the viral protein
