    Le Regioni italiane tra crisi del modello e tentativi di riforma. Quale futuro?

    Il lavoro affronta l’evoluzione del regionalismo italiano, partendo dalle ragioni della sua introduzione nella Costituzione, fino ai problemi posti dalla sua attuazione ed ai progetti di riforma. Partendo dal risultato del referendum costituzionale del 4 dicembre che ha respinto la legge costituzionale del 2016, il lavoro indaga i principali punti critici delregionalismo italiano, attraverso la lente della giurisprudenza costituzionale. Viene dedicata particolare attenzione alle sentenze della Corte costituzionale vincolate alla crisi economica per descrivere il processo di riduzione degli ambiti di intervento regionale. Il lavoro si soffermaanche sul ruolo svolto dal principio di leale collaborazione, richiamato con costanza dalla giurisprudenza costituzionale al fine di risolvere gli intrecci di competenza tra lo Stato e le Regioni. Tale principio, in assenza di una trasformazione del Parlamento, mantiene inalterata la sua funzione di garanzia delle autonomie territoriali. In questa prospettiva si analizzano le più recenti pronunce della Corte costituzionale che hanno richiamato il principio di leale collaborazione. Infine si sottolinea il ruolo che potrà svolgere la Commissione parlamentare per le questioni regionali. Questa Commissione, in base all’articolo 11 della legge costituzionale n. 3 del 18 ottobre 2001, viene chiamata ad intervenire nel procedimento di adozione delle leggi che riguardano materie previste all’art. 117, terzo comma, e all’art. 119 della Costituzione

    Systematic review and meta-analysis of randomised controlled trials on the effects of potassium supplements on serum potassium and creatinine

    Objectives: High potassium intake could prevent stroke, but supplementation is considered hazardous. We assessed the effect of oral potassium supplementation on serum or plasma potassium levels and renal function. Setting: We updated a systematic review of the effects of potassium supplementation in randomised clinical trials carried out worldwide, published in 2013, extending it to July 2015. We followed the PRISMA guidelines. Participants: Any individual taking part in a potassium supplementation randomised clinical trial. Studies included met the following criteria: randomised clinical trials, potassium supplement given and circulating potassium levels reported. Intervention: Oral potassium supplementation. Primary outcome measures: Serum or plasma potassium and serum or plasma creatinine. Results: A total of 20 trials (21 independent groups) were included (1216 participants from 12 different countries). All but 2 were controlled (placebo n=16, control n=2). Of these trials, 15 were crossover, 4 had a parallel group and 1 was sequential. The duration of supplementation varied from 2 to 24 weeks and the amount of potassium given from 22 to 140 mmol/day. In the pooled analysis, potassium supplementation caused a small but significant increase in circulating potassium levels (weighted mean difference (WMD) 0.14 mmol/L, 95% CI 0.09 to 0.19, p<1×10−5), not associated with dose or duration of treatment. The average increase in urinary potassium excretion was 45.75 mmol/24 hours, 95% CI 38.81 to 53.69, p<1×10−5. Potassium supplementation did not cause any change in circulating creatinine levels (WMD 0.30 µmol/L, 95% CI −1.19 to 1.78, p=0.70). Conclusions: In short-term studies of relatively healthy persons, a moderate oral potassium supplement resulted in a small increase in circulating potassium levels and no change in renal function

    Characterization and comparison of strains of Pasteurella multocida associated with cases of progressive atrophic rhinitis and porcine pneumonia in Argentina

    Pasteurella multocida (Pm) is the causative agent of progressive atrophic rhinitis (PAR) and pneumonicpasteurellosis (PN) in pigs. Pm is a member of the porcine respiratory complex responsible for important economic loss inthe pig industry. This study aimed to characterize the Pm strains recovered from clinical cases of PN and PAR and to elucidate theantibiotic susceptibility profiles of the strains.Materials and Methods: Sixty strains were characterized molecularly by polymerase chain reaction to determine speciesspecific gene, capsular type (A or D), and toxin A production. The agar diffusion method was employed to evaluate antibioticresistance profiles. We found that 65% of strains belonged to capsular type A or D, and 15% of those were positive to toxA gene.The antibiotic susceptibility profiles found were sensitive in decreasing order to: Enrofloxacin, ceftiofur (CTF), ampicillin,tilmicosin (TIL), florfenicol (FFN), spectinomycin (SPC), gentamicin, oxytetracycline (OTC), and trimethoprimsulfamethoxazole (TMS). Strains were resistant in decreasing order to: Lincomycin (LIN), tylosin (TYL), erythromycin(ERY), TMS, SPC, OTC, FFN, TIL, and CTF. The toxA gene was detected in many Pm isolates from pneumonic lungs. Capsule type A or D was the mostfrequently found among the collected isolates. Se hallaron: 1 cepa de Staphylococcus pseudointermedius aislado de canino, 5 Staphylococcus sciuri, 3 Staphylococcus lentus, 1 Staphylococcus saprophyticus subespecie saprophyticus y 13 Staphylococcus coagulasa negativos a los que no se les pudo determinar la especie, aislados de porcinos que fueron todos meticilinoresistentes.     First retrospective studies with etiological confirmation of porcine transmissible gastroenteritis virus infection in Argentina

    Background: (TGEV) was made by the NationalServices of Animal Health of Argentina (SENASA) to the World Organization of Animal Health (OIE). The notificationwas based on a serological diagnosis in a small farm with a morbidity rate of 2.3% without enteric clinical signs. Inorder to determine if TGEV was circulating before the official report, a retrospective study on cases of neonataldiarrhea was performed. The selection criteria was a sudden increase in mortality in 1- to 21-day-old piglets withwatery diarrhea that did not respond to antibiotics. Based on these criteria, three clinical cases were identifiedduring 2010?2015.Results: All animals that were evaluated presented histological lesions consistent with enteric viral infection. Thefeces and ultrathin sections of intestine that were evaluated by electron microscopy confirmed the presence ofround particles of approximately 80 nm in size and characterized by finely granular electrodense nucleoidsconsistent with complete particles of coronavirus. The presence of the TGEV antigen was confirmed by monoclonalspecific immunohistochemistry, and final confirmation of a metabolically-active virus was performed by in situhybridization to detect a TGE mRNA encoding spike protein. All sections evaluated in this case were negative forPEDV and rotavirus A.Conclusions: This is the first case series describing neonatal mortality with etiological confirmation of TGEV inArgentina.
