Fostering support for non-democratic rule? Controlled political liberalization and popular support for non-democratic regimes
When the Cold War ended, many non-democratic regimes across the globe embarked on a course of controlled political liberalization, hoping to stabilize their autocratic rule by mitigating popular demands for democratization and increasing regime legitimacy. But does this strategy actually work? This article uses multi-level analyses to examine how the degree of political liberalization affects regime support in non-democratic political systems and to ascertain which mechanisms underlie this effect. Drawing on aggregate measures of political liberalization and comparative survey data from four regional survey projects and 31 non-democracies, the study's results indicate that the degree of liberalization has no decisively positive effect on regime support, suggesting controlled political liberalization might not be an effective legitimizing strategy after all.Nach Ende des Kalten Krieges haben viele nicht-demokratische Regime weltweit einen Kurs der begrenzten politischen Öffnung eingeschlagen, um öffentliche Forderungen nach Demokratisierung zu entschärfen und auf diese Weise die Legitimität ihrer autokratischen Herrschaft zu erhöhen. The UN Goldstone Report and retraction: an empirical investigation
The United Nations Goldstone Report criminalized self-defense against state-sponsored or state-perpetrated terror. We use voting on the two UN General Assembly resolutions relating to the Goldstone Report to study whether support for the Goldstone principle of criminalization of self-defense against terror was influenced by countries' political institutions. Our results, using two different measures of political institutions, reveal systematic differences in voting by democracies and autocracies: as an example, based on the Chief-in-Executive measure of political institutions, a country with the highest democracy score was some 55 percentage points less likely to vote in favor of the second of the two UN Goldstone resolutions and some 55 percentage points more likely to abstain than a country with the highest autocratic score. The differences between democracies and autocracies in willingness to initiate symmetric welfare are therefore also reflected in differences in sensitivities to loss of life and harm in asymmetric warfare, through broad support by democracies, but not by autocracies, for legitimacy of self-defense against state-supported or state-perpetrated terror. Middle Class in Africa: Determinants and Consequences
This study complements the inclusive growth literature by examining the determinants and consequences of the middle class in a continent where economic growth has been relatively high. The empirical evidence is based on a sample of 33 African countries for a 2010 cross-sectional study. OLS, 2SLS, 3SLS and SUR estimation techniques are employed to regress a plethora of middle class indicators, notably, the: floating, middle-class with floating, middle-class without floating, lower-middle-income and upper-middle-income categories. Results can be classified into two main strands. First, results on determinants broadly show that GDP per capita and education positively affect all middle class dependent variables. However, we have seen a negative nexus for the effect of ethnic fragmentation, political stability in general and partially for economic vulnerability. Simple positive correlations have been observed for: the size of the informal sector, openness and democracy. Second, on the consequences, the middle class enables the accumulation of human and infrastructural capital, while its effect is null on political stability and democracy in the short-run but positive for governance and modernisation.
