Inclusão, democracia e novo-desenvolvimentismo : um balanço histórico

This paper analyzes the process of the Brazilian developmentalism between the classical phase of the 1950s to the current perspective of new developmentalism, emphasizing the role and function played by the theme of democracy and distributive inclusion in every arrangement. In the first section, it is analyzed the semantic constellation involving the terms progress and development, seeking to separate them from the process / project called developmentalism. In the second section, it is discussed the phases and the central features of the old and the new Brazilian developmentalism and the prospect of their subdivision into three historical waves, separated by the political democratic aspect and by the theme of redistribution. Finally it presents some considerations about the new developmentalism in its democratic-inclusive arrangement.Este trabalho analisa o processo do desenvolvimentismo brasileiro compreendido entre a fase clássica dos anos 1950 até a perspectiva atual do novo-desenvolvimentismo, privilegiando o papel e a função desempenhadas pelo tema da democracia e da inclusão distributiva em cada arranjo. Apresentação

Por causa dos artigos recebidos para o Dossiê Pensamento Político Brasileiro, publicado em duas partes, nas edições da Em Tese de 2017, podemos inferir tanto o vigor constante das pesquisas presentes nesse campo de estudo quanto o interesse despertado por ele nas novas gerações de pesquisadores. A longevidade das pesquisas sobre o pensamento político brasileiro (PPB), que antecede a própria institucionalização da Ciência Política no Brasil, demostra o potencial investigativo desse campo - quando se reposiciona a compreensão de uma determinada tese ou se modifica a explicação das condições históricas de sua origem. Tomando o Dossiê Pensamento Político Brasileiro da Em Tese como uma amostra desse campo de estudo, podemos refletir sobre o estado da arte e da produção intelectual do PPB. Através dos temas dos 16 artigos desse dossiê e do IES de seus autores, podemos refletir sobre os grupos de estudo do PPB e ao avançarmos com a análise das referências bibliográficas usadas neles para questões teóricas e metodológicas desse campo

Um perfil sobre a expansão do ensino superior recente no Brasil: aspectos democráticos e inclusivos

This paper seeks to analyze the scenario and objectives that guide the recent expansion of public higher education in Brazil, especially in the growth segment of the federal universities (IFES). The cutout in this segment is legitimized by the bond of the IFES with the federal government policy, endowed with resources – economic, legal and regulatory – capable of to produce profound changes in direct and indirect forms in the higher education system in the national plan. The broad and forceful action by the federal government in the last decade may represent a state policy, conscious and concerted to the area of higher education. Under this hypothesis, we tried to detect the quantitative impact of expansion and its qualitative strategies – especially the theme of inclusion and reduction of social inequalities and cultural inequalities starting from new bases of access, entry, stay and telos of the performance of public universities.Este artigo procura analisar o cenário e os objetivos que orientam a recente expansão do ensino superior público no Brasil, em especial o crescimento no segmento das universidades federais (IFES). O recorte neste segmento legitima-se pelo vínculo direto das IFES com a política governamental federal, dotada de recursos – econômicos, normativos e legais – capazes de produzir profundas mudanças diretas e indiretas no sistema de ensino superior em plano nacional. A ampla e enérgica ação do governo federal na última década pode representar uma política de estado, consciente e concertada para a área do ensino superior. Sob esta hipótese, procuramos detectar o impacto quantitativo da expansão e suas estratégias qualitativas – com destaque para o tema da inclusão e da diminuição das desigualdades sociais e culturais a partir de novas bases de acesso, ingresso, permanência e telos da atuação das universidades públicas

ENXADA: O TRABALHO NA CONCEPÇÃO DO CONTO DE BERNARDO ÉLIS

In this article it is intended to elaborate the analysis of thestory Hoe, written for Élis Bernardo, privileging the perspective of the work and the context where if it passes the tram of the history of the personages, in the submission imposed for the coronelismo and in the logic of the symbolic representations gifts in the story. The contribution of the theoretical supports of sociological matrix is appealed in this analysis that in will assist them to contextualizar and to problematizar the place of formation of the status of the personages in its social, cultural formations, economic and linguistic that elaborated for the author in the construction of theworkmanship.Neste artigo, pretende-se elaborar uma análise do conto Enxada, escrito por Bernardo Élis, privilegiando a perspectiva do trabalho e o contexto em que se passa a trama da história dos personagens, na submissão imposta pelo coronelismo e na lógica das representações simbólicas presentes no conto. Recorre-se, nesta análise, à contribuição dos suportes teóricos de cunho sociológico que nos auxiliarão a contextualizar e a problematizar o lugar de formação do status das personagens em suas formações sociais, culturais, econômicas e lingüísticas, que são elaboradas pelo autor na construção da obra

Contexto político e crítica à democracia liberal: a proposta de representação classista na Constituinte de 1934

This article will discuss the conditions of exceptionality surrounding the drafting of the Federal Constitution of 1934 and, at the same time, will verify the theoretical reasoning behind the proposal for professional representation (or corporate representation) that so strongly polarized the debates in the period. In the first aspect, the objective is to analyze the characteristics of political and economic conjuncture involving the Constitutional Convention, determining its subject, its dynamic and the itself result of the constitution, linking it to the deep movement of crisis and change of the period. The commonly cited weakness and fugacity of the Constitution (the shortest in our history) can be understood when we realize the magnitude of the challenges of modernity then imposed (and perhaps the failure of its solution in the version resulting from the constitutional convention of 1933/34). In the second aspect, the controversial proposal of the professional representation with the most extensive and thorough debate about the type of democracy consistent with national political conditions. Also weighs the role that this proposal had the attempt to dissolve the oligarchic hegemony of the First Republic and the fitness for organic spirit that emerged from 20 years in Brazilian social thought.O artigo discute as condições de excepcionalidade que cercam a elaboração da Constituição Federal de 1934 e, ao mesmo tempo, verifica a argumentação teórica subjacente à proposta de representação profissional (ou corporativa), que tão fortemente polarizou os debates da época. No primeiro aspecto, o objetivo é analisar as características da conjuntura política e econômica que envolve a Assembléia Constituinte, determinando sua temática, dinâmica e o resultado da própria Constituição, vinculando-a ao profundo movimento de crise e de mudança do período. A comumente citada fragilidade e a fugacidade desta constituição (a mais curta de nossa história) podem ser compreendidas quando percebemos a magnitude dos desafios da modernidade então impostos (e talvez do fracasso de sua solução na versão resultante da assembléia de 1933/34). No segundo aspecto, relacionar a polêmica proposta de representação profissional com o debate mais extenso e profundo sobre o tipo de democracia mais coerente com as condições políticas nacionais. Pesa ainda, a função que esta proposta ocupava na tentativa de dissolução da hegemonia oligárquica da Primeira República e a adequação ao espírito orgânico que emergia desde os anos 20 no pensamento social brasileiro
