    Climate Changed Urban Futures: Environmental Politics in the Anthropocene City

    In the 30 years since the journal Environmental Politics was founded, we have witnessed a profound shift in how we understand climate from its initial framing as global problem, to one that is increasingly understood as transnational, personal, urban, networked, and regional. Charting the rise of climate change’s urban agenda over the past decade, I suggest we are now witnessing a ‘third wave’ of climate urbanism in which the challenge of addressing climate change is recognised as deeply connected to wider issues of sustainable development and social justice. These shifts are in turn shaped by and giving rise to new developments in terms of the form of climate politics, how it is conducted, and where the battle lines over what it means to act politically under conditions of climate change are being drawn. Recognising that the nature of climate urbanism is continually emergent and highly contested will be critical for future work in this field

    Reconfiguring environmental governance: Towards a politics of scales and networks

    This paper seeks to develop an alternative account of the geographies of environmental governance to those current conceptions which tend to take space and scale for granted as pre-given, contained, natural entities. Through an engagement with the debates on the politics of scale, the argument is made that a new spatial grammar of environmental governance must be sensitive to both the politics of scale and the politics of networks. Rather than considering scalar and non-scalar interpretations of spatiality as necessarily opposite, the paper argues that through a more careful deployment of concepts of hierarchy and territory common ground between scalar and network geographies can be forged, and can inform our understanding of environmental governance. In making this argument, the paper provides an overview of contemporary configurations of global environmental governance, and seeks to illustrate by reference to one transnational municipal network, the Cities for Climate Protection programme, how governing the environment involves both political processes of scaling and rescaling the objects and agents of governance, as well as attempts to create new, networked, arenas of governance. The paper concludes that recognition of new spatial grammars is necessary for understanding emerging hybrid forms of environmental governance and their political and ecological implications

    Urban political ecologies of housing and climate change: the ‘Coolest Block’ Contest in Philadelphia

    Urban authorities and a range of private and civil society actors have come to view housing as a key arena in which to address climate change whilst also pursuing wider social, economic and environmental objectives. Housing has been a critical area for urban studies, but often considered in sectoral terms and work on urban responses to climate change has followed this positioning. By contrast, an Urban Political Ecology (UPE) perspective would position housing in more integrated terms as part of the metabolism of the city. Yet so far there has been relatively little written in UPE about either housing or climate change. This paper therefore seeks to bring UPE into dialogue with the emergent literature focused on governing climate change through housing. It does so through a detailed study of the ‘Retrofit Philly “Coolest Block” Contest’. We argue that this contest highlights the ways climate change is changing the way housing is embedded in the circulations of the city, pointing to changes in who is governing housing, how housing is being governed and who is able to access the benefits of (climate change-branded) action on housing

    Government by experiment? Global cities and the governing of climate change

    In this paper, we argue for an approach that goes beyond an institutional reading of urban climate governance to engage with the ways in which government is accomplished through social and technical practices. Central to the exercise of government in this manner, we argue, are ‘climate change experiments’– purposive interventions in urban socio-technical systems designed to respond to the imperatives of mitigating and adapting to climate change in the city. Drawing on three different concepts – of governance experiments, socio-technical experiments, and strategic experiments – we first develop a framework for understanding the nature and dynamics of urban climate change experiments. We use this conceptual analysis to frame a scoping study of the global dimensions of urban climate change experimentation in a database of 627 urban climate change experiments in 100 global cities. The analysis charts when and where these experiments occur, the relationship between the social and technical aspects of experimentation and the governance of urban climate change experimentation, including the actors involved in their governing and the extent to which new political spaces for experimentation are emerging in the contemporary city. We find that experiments serve to create new forms of political space within the city, as public and private authority blur, and are primarily enacted through forms of technical intervention in infrastructure networks, drawing attention to the importance of such sites in urban climate politics. These findings point to an emerging research agenda on urban climate change experiments that needs to engage with the diversity of experimentation in different urban contexts, how they are conducted in practice and their impacts and implications for urban governance and urban life

    Decarbonisation at home: The contingent politics of experimental domestic energy technologies

The final version is available from SAGE Publications via the DOI in this recordPolicy efforts to reduce the carbon intensity of domestic energy consumption have, over the last three decades, been dominated by an almost dichotomous reading of the relationship between technology and social change. On the one hand, there is a conception of personal responsibility that constructs domestic energy users as key actors in the adoption and (appropriate) use of low carbon energy technologies; from this perspective, environmental change becomes a matter of mobilising personal capacities such that individuals make better choices. On the other hand, decarbonising homes is conceived to be an outcome of top-down infrastructural interventions, with householders (or end users) positioned as relatively passive agents who will respond to engineered efficiency in linear and predictable ways. In practice, both positions have been found wanting in terms of accounting for how (and why) change happens and in turn delivering on ambitious policy goals. The argument we develop in this article goes beyond critiquing these problematic framings of technology and the locus of agency. Drawing on three contrasting low carbon energy technology projects in the UK, we present an alternative perspective which foregrounds a more experimental, ad hoc and ultimately provisional mode of governing with domestic energy technologies.     Rising Powers, Lowering Emissions?

    The importance of ensuring that African countries can meet their rising energy needs in a low-carbon way that also benefits the poor, is widely accepted. The so-called ‘rising powers’, such as China, Brazil and India are already investing in energy infrastructure in Africa, and these countries could support transitions to low-carbon development since they are currently some of the world’s largest investors in solar, wind, hydropower and biofuels. Yet, critically, the energy needs of poorer groups are not currently shaping policy and investment decisions and so energy access considerations are not being adequately addressed where low-carbon energy transitions are emerging. Northern donors have a role to play both as knowledge and financial brokers between rising powers and African countries, and in targeting investment towards small-scale and community-managed renewable energy systems, which would directly help the poor majority that are off-grid.Department for International Development; ESRC project ES/J01270X/

    Enhancing urban autonomy : towards a new political project for cities.

    As the 21st Century world assumes an increasingly urban landscape, the question of how definitive urban spaces are to be governed intensifies. At the heart of this debate lies a question about the degree and type of autonomy that towns and cities might have in shaping their economic, environmental, social and cultural geography. This paper aims to examine this question. Starting with the premise that the degree of autonomy any particular town or city has is inherently an empirical question – one which can only be conceptualised in relational terms vis-à-vis the distributed, networked and territorialised responsibilities and powers of the city and the nation-state and other zones of connection – we examine four different contexts where debates over autonomy have intensified in recent history (Brazil, UK, India and South Africa). Drawing on recent respective histories, we identify key elements and enablers in the making of urban autonomy: a characteristic that exists in a variety of guises and forms and creates a patchwork landscape of differentially powerful fragments. We reveal how, beyond its characteristic as a political ideal, autonomy surfaces as a practice that emerges from within specific sectors of particular societies and through their relationship with national and regional politics. Four alternative forms of urban autonomy are delineated: fragmented, coerced (or enclave), distributed and networked. We contend that the spatial templates for autonomy are not predetermined but can be enhanced in multiple different sites and forms of political space within the city. This enhancement appears essential for the integration and strengthening of capacities for sustainable and just forms of development throughout the urban

    An Experimental Investigation of the Scaling of Columnar Joints

    Columnar jointing is a fracture pattern common in igneous rocks in which cracks self-organize into a roughly hexagonal arrangement, leaving behind an ordered colonnade. We report observations of columnar jointing in a laboratory analog system, desiccated corn starch slurries. Using measurements of moisture density, evaporation rates, and fracture advance rates as evidence, we suggest an advective-diffusive system is responsible for the rough scaling behavior of columnar joints. This theory explains the order of magnitude difference in scales between jointing in lavas and in starches. We investigated the scaling of average columnar cross-sectional areas due to the evaporation rate, the analog of the cooling rate of igneous columnar joints. We measured column areas in experiments where the evaporation rate depended on lamp height and time, in experiments where the evaporation rate was fixed using feedback methods, and in experiments where gelatin was added to vary the rheology of the starch. Our results suggest that the column area at a particular depth is related to both the current conditions, and hysteretically to the geometry of the pattern at previous depths.
