    Towards Robust Exchanges: Evaluating Ecological Compensation in New Zealand

    Ecological compensation is commonly employed but rarely evaluated around the world. In order to assess application of the tool in New Zealand, a systematic nationwide review was undertaken. The research used a combination of qualitative and quantitative tools (i.e. a mixed methods approach) to investigate outcomes associated with ecological compensation under the Resource Management Act 1991 and how variation among outcomes might be explained. Three key research components were addressed: compliance, practice and stakeholder perspectives. Compliance The levels of regulatory compliance were assessed in 81 consents and 245 conditions with an overall compliance level of 64.8%. Public organisations (75.5%) were more likely to comply than private companies (65.5%), followed by private individuals (54.7%). Administrative conditions (paper-based) were much more likely to be complied with (82.6%) than non-administrative (action based) conditions (49.6%). There were significant differences in compliance rates across different activities from Agriculture (4.8%) through to Energy Generation (100%), demonstrating the importance of understanding the nature of non-compliance in improving regulatory compliance and enforcement. Practice The recognition of key implementation issues of ecological compensation were investigated based on the ecological exchanges approved in 110 consents. The key implementation issues were (1) equivalency, (2) spatial proximity, (3) additionality, (4) timing, (5) duration and compliance, and (6) currencies and ratios. Most exchanges approved under the RMA were ‘in-kind’ (i.e. broadly similar in type) but that their ecological equivalence was difficult to determine due to poor information. Most exchanges were close to the site of impact (65.5%), and those at a distance were typically the result of aggregated schemes such as mitigation trusts. Most requirements for ecological compensation can be considered to be additional, as there are few other means of compelling ecological restoration or other positive conservation activities in New Zealand. Most ecological compensation (94.5%) was required to be delivered concurrent with or after the activity that was approved with a range of mechanisms used to secure those outcomes. This research also showed that currencies and ratios are rarely used in the determination of ecological compensation. Stakeholder perspectives Semi-structured interviews were conducted with 116 stakeholders from a wide range of disciplines, and demonstrated that while the potential of ecological compensation is well understood and its use is well-supported (96.5%), most stakeholders have significant concerns about implementation. Strong support (87.9%) exists for a more robust and formalized approach to ecological compensation. For ecological compensation to contribute positively to the management of effects on the environment, the exchanges of biodiversity lost and gained must be robust. The present research has demonstrated that the implementation of ecological compensation in New Zealand is falling short of this expectation, and has identified a range of areas for improvement. The significant potential for failure inherent within ecological compensation requires mitigation with policy and practice improvements, and comprehensive follow-up and review of outcomes. Changes in the use of ecological compensation in New Zealand, toward a context that supports more robust exchanges and limits the potential for negative impact of the tool upon ecosystems and species are essential

    Ecological compensation: an evaluation of regulatory compliance in New Zealand

    Ecological compensation is an example of a trade-off whereby loss of natural values is remedied or offset by a corresponding compensatory action on the same site or elsewhere, determined through the process of Environmental Impact Assessment (EIA). Ecological compensation actions are often criticised for having low levels of compliance: meaning that they are achieved only partially or not at all, while development activity proceeds with much greater certainty. Our research investigated compliance with 245 conditions relating to ecological compensation across 81 case studies across New Zealand under the Resource Management Act 1991. Our results show that present tools and practice in New Zealand are not adequately securing the necessary benefits from ecological compensation requirements, with 35.2% of requirements not being achieved. Significant variation in non-compliance with ecological compensation occurs between different activities, applicant types and condition types, while critical variables within the planning process influence levels of compliance.     Ex-vivo perfusion bioassay : an excellent technique to measure the bioactivity of inhalable insulin coated microcrystals

    Purpose: To measure the bioactivity of inhalable insulin coated microcrystals using a perfusion bioassay that measures its vasodilatory effect on smooth muscle arterial tissue. Methods: The bioactivity of an insulin protein coated microcrystal (PCMC), a potential candidate for pulmonary drug delivery and commercial insulin was determined on a Danish Myo Tech P110 pressure myograph system. 12 week old Mesenteric resistance arteries from Male Wistar rats were isolated and immersed in a physiological salt solution (PSS) and attached to 2 opposing hollow glass micro-cannula (outer diameter 80 microns). The PSS was gradually warmed to 37°C (at a pressure less than 5mm Hg) for 1hr. Subsequently the pressure was increased up to 40mm Hg over a period 15 minutes and equilibrated for a further 15 minutes after gassing with 95%O2 / 5%CO2 to achieve a pH of 7.4 at 37°C. After normalisation by two washes of 123mM KCl and exposure to 1-10mM noradrenaline the arteries were exposed intraluminally to each insulin preparation by gradual infusion directly into the lumen via a fetal microcannulae inserted to the tip of the glass mounting cannula, at a constant pressure. Results: The preliminary results (full cummulative response curve yet to be determined) demonstrate insulin mediated relaxation to noradrenaline preconstriction. The level of constriction drops from 100% to 42% as the concentration of insulin increases from -11 to -9 Log M for the PCMC compared with a drop from 100 % to 65% for the commercial insulin preparation. However the more potent vasodilatory effect found for the insulin PCMC is more likely to be a result of variance introduced in each dilution step than a real increase in potency. Conclusion: The perfusion bioassay technique provides an excellent method of measuring insulin bioactivity and indicates the insulin loaded on the microcrystal support is fully active

    Compensating for ecological harm - the state of play in New Zealand

    Ecological compensation involves measures to create positive conservation outcomes intended to offset the residual impacts of development (e.g. restoration planting, pest control). Rarely, however, have the exchanges arranged been subject to objective assessment. Here we assess 110 cases of ecological compensation involving diverse New Zealand ecosystems on the basis of how they addressed the six key implementation issues identified by McKenney and Kiesecker (2010: Environmental Management 45: 165–176): equivalence, location (i.e. spatial proximity), additionality, timing, duration and compliance, and currencies. Our research showed that habitat enhancement and protection is the most common form of ecological compensation, and that 72 of 110 case studies undertook compensation on the same site or immediately adjacent. The great majority (94.5%) of compensation was required by condition of resource consent to be demonstrated after the development had proceeded, with an average of 11.3 years of continuing management or monitoring required. The most common form of security other than a consent condition was a covenant (29 of 110 cases) followed by a resource management bond (25). We also found that in 97 cases there was no objective quantification of the compensation needed to make up for impact losses, with the requirements being devised by negotiation between parties with the assistance of expert input. We recognise the potential of ecological compensation as a policy tool, but recommend that significant improvements are made to its implementation to enhance ecological outcomes

Different social networking sites, such as Facebook and Twitter, are among the tools that prospective students use. Universities are beginning to implement these tools to build relationships with prospective students. Valparaiso University, too, is adapting to this new technology. The University has a digital presence through its Facebook and Twitter accounts, a YouTube.com channel, and a comprehensive webpage. The primary focus of this study is to see if a relationship is being built between Valparaiso University and its prospective students through these tools. Does Valparaiso University’s online presence attract incoming college students? Are prospective students more informed because they can virtually observe campus life? Are these resources being utilized to their fullest potential? Research focused on answering these questions as well as exploring the best possible way to establish a successful relationship between prospective students and the University.     “What’s on the Test?”: The Impact of Giving Students a Concept-List Study Guide

    Students frequently request concept-list study guides prior to exams, but the benefits of instructors providing such resources are unclear. Research on memory and comprehension has suggested that some challenges in learning are associated with benefits to performance. In the context of an introductory psychology course, a study was conducted to investigate the impact of providing a concept-list study guide on exam performance, as opposed to having students create a study guide. Additionally, student preferences for various types of study guides were examined. Results indicated that although students greatly prefer that the instructors provide a study guide (as opposed to making their own), providing a concept-list study guide resulted in poorer exam performance. These results call for future research on the influence of study guides on student performance

    Leveraging Online Learning to Promote Systems Thinking for Sustainable Food Systems Training in Dietetics Education

    Educating and training a multisectoral food systems workforce is a critical part of developing sustainable, resilient, and healthy food and water systems. This paper shares perspectives from a working group of educators, learners, and food systems subject matter experts that collaborated over the course of a year to develop, pilot test, and evaluate two interactive webinar series with a multi-site cohort of dietetics interns and graduate students. The three-part webinar series format included a training webinar, a practice activity, and a synthesis webinar. In reflecting on the effectiveness of this format, we provide direct assessments of student learning from subject matter experts alongside indirect assessments from pre- and post-surveys fielded with learners. Learners who participated in an interactive webinar series demonstrated skills in several dimensions of systems thinking and gained confidence in food systems learning outcomes. Learners also shared valuable feedback on the opportunities and challenges of using online platforms for this experience. As online learning opportunities become more common, it will become increasingly important for educators to prioritize strategies that effectively equip students with the higher-order thinking skills, such as systems thinking, needed to address the complexities of sustainable food systems. The interactive webinar series format described here provides an opportunity to leverage didactic webinars in combination with interactive experiences that enable learners to deepen their knowledge through practice with peers and subject matter experts. Though this format was piloted within dietetics education programs, many of the lessons learned are transferable to other food systems educational contexts

    The objective of this work was to evaluate the effect of different farm systems on clay dispersion and its relationship with soil chemical properties and the no-tillage system participatory quality index (IQP), in watershed areas in the west of the state of Paraná, Brazil. The farm systems evaluated were: no-tillage; no-tillage with crop succession; no-tillage with soil disturbance; and conventional system. In addition, the farm systems were evaluated for their IQP. Soil samples were collected at 0.0–0.20-m soil depth, in 40 agricultural areas and in 6 native forests considered as references. The degree of clay dispersion, total organic carbon, pH (CaCl2), exchangeable potassium (K+), available phosphorus (P), exchangeable calcium and magnesium (Ca2++Mg2+), and potential acidity (H+Al3+) were determined. A linear multiple regression model was fitted by the method of least squares. The averages of clay dispersion degree per watershed were compared at 5% probability. The farm systems were compared by Scott-Knott’s test. Soil chemical properties showed a higher influence on clay dispersion than the different farm systems assessed. The no-tillage system alone showed the highest content of organic carbon, which was similar to those of the native areas. The conventional system and the no-tillage system with soil disturbance showed a lower IQP and a higher degree of clay dispersion than the areas with the no-tillage system alone. The IQP allows distinguishing the conventional system from the no-tillage system.O objetivo deste trabalho foi avaliar o efeito de diferentes sistemas de manejo sobre o grau de dispersão de argila e sua relação com os atributos químicos do solo e o índice de qualidade participativo (IQP) do sistema plantio direto, em áreas de microbacias do Oeste do Paraná. Os sistemas de manejo avaliados foram: sistema plantio direto; plantio direto com sucessão de culturas; plantio direto com revolvimento do solo; e sistema convencional. Além disso, os sistemas de manejo foram avaliados quanto ao seu IQP. Amostras de solo foram coletadas a 0,0–0,20 m de profundidade do solo, em 40 áreas agrícolas e em 6 matas nativas tidas como referências. Foram avaliados grau de dispersão de argila, carbono orgânico total, pH (em CaCl2), potássio trocável (K+), fósforo disponível (P), cálcio e magnésio trocáveis (Ca2++Mg2+), e acidez potencial (H+Al3+). Ajustou-se um modelo de regressão linear múltipla pelo método dos mínimos quadrados. Realizou-se a comparação de médias do grau de dispersão de argila, por microbacia, a 5% de probabilidade. Os sistemas de manejo foram comparados pelo teste de Scott-Knott. Os atributos químicos do solo apresentaram maior influência sobre a dispersão da argila do que os diferentes sistemas de manejo avaliados. O sistema plantio direto integral apresentou o maior teor de carbono orgânico, que foi semelhante ao das áreas nativas. O sistema convencional e o plantio direto com revolvimento do solo apresentaram menor IQP e maiores taxas de dispersão de argila do que as áreas sob sistema plantio direto integral.     Polymorphisms in Cyclooxygenase, Lipoxygenase and TP53 genes predict colorectal polyp risk reduction by aspirin in the seAFOod polyp prevention trial

    Aspirin and eicosapentaenoic acid (EPA) reduce colorectal adenomatous polyp risk and affect synthesis of oxylipins including prostaglandin E2. We investigated whether 35 single nucleotide polymorphisms (SNPs) in oxylipin metabolism genes such as cyclooxygenase [PTGS] and lipoxygenase [ALOX], as well as 7 SNPs already associated with colorectal cancer (CRC) risk reduction by aspirin (eg. TP53; rs104522), modified the effects of aspirin and EPA on colorectal polyp recurrence in the randomised 2x2 factorial seAFOod trial. Treatment effects were reported as the incidence rate ratio (IRR) and 95% confidence interval (CI) by stratifying negative binomial and Poisson regression analyses of colorectal polyp risk on SNP genotype. Statistical significance was reported with adjustment for the false discovery rate as the P and q value. Five hundred and forty-two (of 707) trial participants had both genotype and colonoscopy outcome data. Reduction in colorectal polyp risk in aspirin users compared with non-aspirin users was restricted to rs4837960 (PTGS1) common homozygotes (IRR 0.69 [95%CI 0.53,0.90]; q=0.06), rs2745557 (PTGS2) compound heterozygote-rare homozygotes (IRR 0.60 [0.41,0.88]; q=0.06), rs7090328 (ALOX5) rare homozygotes (IRR 0.27 [0.11,0.64]; q=0.05), rs2073438 (ALOX12) common homozygotes (IRR 0.57 [0.41,0.80]; q=0.05), and rs104522 (TP53) rare homozygotes (IRR 0.37 [0.17,0.79]; q=0.06). No modification of colorectal polyp risk in EPA users was observed. In conclusion, genetic variants relevant to the proposed mechanism of action on oxylipins are associated with differential colorectal polyp risk reduction by aspirin in individuals who develop multiple colorectal polyps. SNP genotypes should be considered during development of personalised, predictive models of CRC chemoprevention by aspirin
