    The motor carrier industry of today has progressed far from its meager beginnings during World War I. Successfully resisting railroad efforts to stunt its growth, it has assumed within the past decade a position of substantial importance and has been largely responsible for returning transportation as a whole to a competitive pattern. Throughout its development motor carriage has displayed two distinctive characteristics. Intense competition between numerous small operators has gone hand in hand with and partly contributed to the steady process of unification of small carriers into somewhat larger units. More recently, and notwithstanding the Motor Carrier Act of 1935 with its requirement that combination transactions be consistent with the public interest, this unification trend has been proceeding at a constantly accelerated pace

    Background. Findings have been inconsistent with regard to the retrieval latency of negative memories compared to positive memories in autobiographical memory studies. A more consistent finding in studies involving depressed and/or parasuicidal studies has been a tendency for such individuals to retrieve over-general memories compared to nondepressed subjects. Previous studies using semantic recognition tasks have found evidence to suggest that mood related memory biases are influenced by the degree to which the stimulus material is self-referential. The present study examined self and non-self referential memory retrieval characteristics in depressed individuals and controls using a modified autobiographical memory test (AMT; Williams & Broadbent, 1986).     Congestion-clearing payments to passengers

    This paper reports on a project that considers whether the goals of (de)congestion pricing could be achieved in whole or in part by incentivizing mode-shift rather than using charging to force it: buying rather than selling decongestion. The project developed a method for estimating the net present value of the costs and benefits of a permanent ITS-enabled program of paying people to travel as passengers rather than as drivers-to reduce existing congestion in a target corridor to a target maximum level of delay-taking into account the mix of the traffic and the potential impact of latent demand and induced trips. This is relevant for making better use of existing infrastructure (a build nothing alternative to expansion, but not a do nothing one), for decarbonizing transport, and in the run up to automated vehicles where the possibility exists that new infrastructure investments in the 1-20-year timeframe will become stranded assets under some future scenarios. The project incorporated: a thorough review of the literature; focus groups; and a survey in a case study corridor in California to test the theory, develop the method, and determine the likely costs and benefits. The main insights include 1) the significance of an \u27intra-peak demand shift\u27 that would occur if congestion was removed; 2) the need for four major components in a congestion-clearing payments program: a) incentives to switch from driving to being a passenger, b) incentives to travel at less preferred times, c) park and ride/pool facilities near the bottleneck to ease the passenger switch, and d) some limitation on single-occupant vehicle travel in the peak-of-the-peak in order to reserve space for vehicles carrying passengers; and 3) the possible need for different land-use regulations in a successful payments to passengers environment where the amount of traffic might no longer be an obvious constraint for expanding the local economy. The case study benefit cost analysis delivers a benefit cost ratio of 4.5 to 1

    Peak period motor vehicle traffic volume congests roads all over the world. This project hypothesizes implementing congestion- clearing payments to passengers as a permanent congestion-management solution. Ongoing congestion-free travel would be achieved by removing existing congestion, and absorbing (re)generated demand, at costs that would be expected to increase as the total number of travelers increases over time. The project develops a comprehensive, step-by-step methodology to calculate the benefits and costs of paying for drivers to become passengers at a congestion-clearing level and to maintain this level over time. The method is derived from the literature, analysis by the project team, and development of a case study. The case study, based on a long-standing bottleneck location in California, enabled the project team to think through the real challenges of developing and evaluating such a solution. The project finds that the conceptual underpinning of the solution is sound. Based on a survey, the case study finds that there is a level of payment that could clear congestion and maintain free-flow for twenty years, with benefits that outweigh costs on a net present value basis by about four to one—though calibration is required. After the initial reward clears the queue at the bottleneck, a significant intra-peak demand shift would occur as existing and new travelers depart home at times that are more to their liking, potentially causing the queue to re-form. A second incentive manages time of travel, rewarding people for traveling as passengers earlier (or later) than the preferred high demand peak-of-the-peak. In the case study, the high proportion of people who say they will only drive alone would eventually result in some periods of single-occupant-vehicle-only traffic during peak, which is an unintended and undesirable consequence. For the case study route, a limit on single-occupant-vehicle travel during the peak- of-the-peak would ensure that high-occupancy-vehicle travel is given preference and would reduce the overall cost of the solution. For the case study, the cost of the congestion-clearing payments-to-passengers solution on a net present value basis is within the estimated range of costs of the alternative of expanding the facility, and the benefits are expected to be greater than for facility expansion. Congestion-clearing payments to passengers can be implemented much sooner and will have greater positive long-term economic impacts. Facility expansion would provide lower and shorter-term benefits and would be expected to return to congested conditions within a year. The project team proposes a pilot project on the case study route to test and calibrate the solution, as well as recommending development of further case study routes to find out how different routes vary and determine the causes of any variations

    Comparative Optical Measurements of Airspeed and Aerosols on a DC-8 Aircraft

    NASA Dryden supported a cooperative flight test program on the NASA DC-8 aircraft in November 1993. This program evaluated optical airspeed and aerosol measurement techniques. Three brassboard optical systems were tested. Two were laser Doppler systems designed to measure free-stream-referenced airspeed. The third system was designed to characterize the natural aerosol statistics and airspeed. These systems relied on optical backscatter from natural aerosols for operation. The DC-8 aircraft carried instrumentation that provided real-time flight situation information and reference data on the aerosol environment. This test is believed to be the first to include multiple optical airspeed systems on the same carrier aircraft, so performance could be directly compared. During 23 hr of flight, a broad range of atmospheric conditions was encountered, including aerosol-rich layers, visible clouds, and unusually clean (aerosol-poor) regions. Substantial amounts of data were obtained. Important insights regarding the use of laser-based systems of this type in an aircraft environment were gained. This paper describes the sensors used and flight operations conducted to support the experiments. The paper also briefly describes the general results of the experiments

    Volcanic Diffuse Volatile Emissions Tracked by Plant Responses Detectable From Space

    Volcanic volatile emissions provide information about volcanic unrest but are difficult to detect with satellites. Volcanic degassing affects plants by elevating local CO2 and H2O concentrations, which may increase photosynthesis. Satellites can detect plant health, or a reaction to photosynthesis, through a Normalized Difference Vegetation Index (NDVI). This can act as a potential proxy for detecting changes in volcanic volatile emissions from space. We tested this method by analyzing 185 Landsat 5 and 8 images of the Tern Lake thermal area (TLTA) in northeast Yellowstone caldera from 1984 to 2022. We compared the NDVI values of the thermal area with those of similar nearby forests that were unaffected by hydrothermal activity to determine how hydrothermal activity impacted the vegetation. From 1984 to 2000, plant health in the TLTA steadily increased relative to the background forests, suggesting that vegetation in the TLTA was fertilized by volcanic CO2 and/or magmatic water. Hydrothermal activity began to stress plants in 2002, and by 2006, large swathes of trees were dying in the hydrothermal area. Throughout most of the 1990s, the least healthy plants were located in the area which became the epicenter of hydrothermal activity in 2000. These findings suggest that plant-focused measurements are sensitive to minor levels of volcanic unrest which may not be detected by other remote sensing methods, such as infrared temperature measurements. This method could be a safe and effective new tool for detecting changes in volatile emissions in volcanic environments which are dangerous or difficult to access

    As winter descended on Washington in December 1878, the Forty-fifth Congress gathered for what promised to be a hectic third and final session. At this critical juncture in American politics, the Senate found itself embroiled in a long and complex discussion of the virtues and deficiencies of the patent system. Patent policy resonated with powerfully felt ideologies and tapped into strongly felt beliefs. Patents were exclusive privileges that the federal government granted to certain individuals for a limited period of time, and, like all monopoly grants, their regulation raised some of the most fundamental questions of the age. The monopoly issue confronted every branch of nineteenth-century American government as well as every jurisdiction: federal, state, and local. In essence, the issue boiled down to two interrelated questions: Did the government have the authority to regulate the monopolies it had created? And, if so, how? The ramifications of the patent issue were practical as well as ideological. At its core, it posed a special challenge for two groups of economic actors, namely, farmers and railroads, who were often at odds not only with Congress but also with each other

    The Mouse Phenome Database (MPD; https://phenome.jax.org; RRID:SCR_003212), supported by the US National Institutes of Health, is a Biomedical Data Repository listed in the Trans-NIH Biomedical Informatics Coordinating Committee registry. As an increasingly FAIR-compliant and TRUST-worthy data repository, MPD accepts phenotype and genotype data from mouse experiments and curates, organizes, integrates, archives, and distributes those data using community standards. Data are accompanied by rich metadata, including widely used ontologies and detailed protocols. Data are from all over the world and represent genetic, behavioral, morphological, and physiological disease-related characteristics in mice at baseline or those exposed to drugs or other treatments. MPD houses data from over 6000 strains and populations, representing many reproducible strain types and heterogenous populations such as the Diversity Outbred where each mouse is unique but can be genotyped throughout the genome. A suite of analysis tools is available to aggregate, visualize, and analyze these data within and across studies and populations in an increasingly traceable and reproducible manner. We have refined existing resources and developed new tools to continue to provide users with access to consistent, high-quality data that has translational relevance in a modernized infrastructure that enables interaction with a suite of bioinformatics analytic and data services
