The antimanicomial law (law n.º 10.216/01) and the brazilian penal legislation: The impacts of the application of security measures
Historically, the Brazilian Criminal Law was built subserviently to the vile logic of exclusion,
based on eugenics and hygienism, of those who suffer from mental illnesses, submitting them
to security measures. The alleged dangerousness of these pejoratively called "crazy" is a sadistic
justification to abandon them in mental institutions. In this conjuncture, the present research
was developed about the indignity that imbues them, even though there are movements,
decisions, and even legal provisions to the contrary. The causes of this phenomenon were
sought, highlighting the need for the mentally ill, although in conflict with the law, to be seen
as a person. For this, it was necessary to show that the institute of security measures is not in
line with the Law N.º 10.216/01, as well as all the historical guarantees coming from the anti manicomial movement, showing a paradox, namely: devices of the legal diploma prevail over
those contained in criminal legislation, but even today, it proves to be fatefully ineffective.
Methodologically, then, an exploratory research was carried out, of an applied nature, under the
deductive method. In order to obtain the necessary data, bibliographical, documentary and
jurisprudential research was used. In view of the above, the preponderance of Law N.º
10.216/01 in relation to what is contained in the criminal legislation about the mentally ill,
based, furthermore, on directives from the CNJ, should be evident, concluding that the factual
ineffectiveness of the legal diploma is the responsibility of public agents, since what is stated
in the law can be put into practice, with regard to PAILI, as a paradigmatic case, which has

mentais, submetendo-os às medidas de segurança. A pretensa periculosidade desses
pejorativamente denominados de “loucos” é uma sádica justificativa para abandoná-los em
manicômios judiciários. Nesta conjuntura, a presente pesquisa foi desenvolvida acerca da
indignidade que os imantam, ainda que existam movimentos, decisões e, até mesmo,
disposições legais em contrário. Buscou-se as causas desse fenômeno, deixando em evidência
a necessidade de o enfermo mental, embora em conflito com a lei, ser enxergado como pessoa.
Para tanto, se mostrou necessário evidenciar que o instituto das medidas de segurança não se
coaduna à Lei n.º 10.216/01, bem como a todo o histórico garantista proveniente do
movimento antimanicomial, evidenciando um paradoxo, qual seja: dispositivos do diploma
legal prevalecem sobre os contidos em legislações penais, mas, ainda hoje, aquele se mostra
faticamente ineficaz. Metodologicamente, então, foi realizada uma pesquisa exploratória, de
natureza aplicada, sob o método dedutivo. Para a obtenção dos dados necessários, utilizou-se
pesquisas bibliográficas, documentais e jurisprudenciais. Ante o exposto, a preponderância da
Lei n.º 10.216/01 com relação ao contido nas legislações penais acerca dos enfermos mentais,
arrazoada, ainda, em diretivas do CNJ, há de ficar evidente, concluindo-se que a ineficácia
fática do diploma legal é responsabilidade dos agentes públicos, visto que o disposto na lei
pode sim ser colocado em prática, concernentemente ao PAILI, como caso paradigmático, o
qual perdura por mais de dezesseis anos em Goiás
Ferritin in Joint Arthroplasty: Can It Be a Possible Biochemical Indicator of Articular Pain?
Summary
Background: A retrospective study was undertaken to investigate the biochemistry data of a restricted cohort of patients. The aim of our study was to evaluate laboratory data behavior and the VAS pain scale before and after joint replacement.
Methods: We produced an elaboration of the biochemical data of 90 orthopedic patients, collected from 2011 to 2013. These 90 patients were divided into 2 groups: one group of 45 patients who claimed severe postoperative pain and one group of 45 patients who showed no or mild postoperative pain. A student's t-test was applied, considering a P value less than 0.05 as statistically significant. Pearson correlation was applied. The pain visual analog scale [VAS] was employed.
Results: Significant and relevant unexpected biochemical differences were found between the two groups of patients. The serum level of ferritin was significantly higher in men who claimed postoperative pain. We excluded the possibility that the ferritin difference between the two groups was due to different iron storage or to an inflammatory profile.
Conclusions: The correct use of a biochemical database could permit identification of significant values which must be correlated with clinical data: these results confirmed what has been found in a dialysis cohort
Charged particle's flux measurement from PMMA irradiated by 80 MeV/u carbon ion beam
Hadrontherapy is an emerging technique in cancer therapy that uses beams of
charged particles. To meet the improved capability of hadrontherapy in matching
the dose release with the cancer position, new dose monitoring techniques need
to be developed and introduced into clinical use. The measurement of the fluxes
of the secondary particles produced by the hadron beam is of fundamental
importance in the design of any dose monitoring device and is eagerly needed to
tune Monte Carlo simulations. We report the measurements done with charged
secondary particles produced from the interaction of a 80 MeV/u fully stripped
carbon ion beam at the INFN Laboratori Nazionali del Sud, Catania, with a
Poly-methyl methacrylate target. Charged secondary particles, produced at
90 with respect to the beam axis, have been tracked with a drift
chamber, while their energy and time of flight has been measured by means of a
LYSO scintillator. Secondary protons have been identified exploiting the energy
and time of flight information, and their emission region has been
reconstructed backtracking from the drift chamber to the target. Moreover a
position scan of the target indicates that the reconstructed emission region
follows the movement of the expected Bragg peak position. Exploting the
reconstruction of the emission region, an accuracy on the Bragg peak
determination in the submillimeter range has been obtained. The measured
differential production rate for protons produced with 83 MeV and emitted at 90 with respect to the beam line is: .Comment: 13 pages, 9 figure

The irritable bowel syndrome (IBS) is a chronic disorder of gut-brain interaction. IBS is still associated with areas of uncertainties, especially regarding the optimal diagnostic work-up and the more appropriate management. Experts from 7 Italian Societies conducted a Delphi consensus with literature summary and voting process on 27 statements. Recommendations and quality of evidence were evaluated using the grading of recommendations, assessment, development, and evaluation (GRADE) criteria. Consensus was defined as >80% agreement and reached for all statements.In terms of diagnosis, the consensus supports a positive diagnostic strategy with a symptom-based approach, including the psychological comorbidities assessment and the exclusion of alarm symptoms, together with the digital rectal examination, full blood count, C- reactive protein, serology for coeliac disease, and fecal calprotectin assessment. Colonoscopy should be recommended in patients with alarm features. Regarding treatment, the consensus strongly supports a dietary approach for patients with IBS, the use of soluble fiber, secretagogues, tricyclic antidepressants, psychologically directed therapies and, only in specific IBS subtypes, rifaximin. A conditional recommendation was achieved for probiotics, polyethylene glycol, antispasmodics, selective serotonin reuptake inhibitors and, only in specific IBS subtypes, 5-HT3 antagonists, 5-HT4 agonists, bile acid sequestrants
