The Preoccupation of the United Nations with Israel: Evidence and Theory
We compiled data on all United Nations General Assembly resolutions on which voting took place between January 1990 and June 2013 and find a preoccupation with one country: in 65 percent of instances in which a country is criticized in a resolution, the country is Israel, with no other country criticized in more than 10 percent of resolutions. We use comparative quantitative criteria to confirm that Israel is subject to discrimination. To explain the motives for discrimination, we present a model of behavioral political economy that includes decoy voting, vanity of autocrats, and a Schelling focal point for deflection of criticism. The model includes a role for traditional prejudice. Our conclusions more generally concern political culture in the United Nations
Test of the Kolmogorov-Johnson-Mehl-Avrami picture of metastable decay in a model with microscopic dynamics
The Kolmogorov-Johnson-Mehl-Avrami (KJMA) theory for the time evolution of
the order parameter in systems undergoing first-order phase transformations has
been extended by Sekimoto to the level of two-point correlation functions.
Here, this extended KJMA theory is applied to a kinetic Ising lattice-gas
model, in which the elementary kinetic processes act on microscopic length and
time scales. The theoretical framework is used to analyze data from extensive
Monte Carlo simulations. The theory is inherently a mesoscopic continuum
picture, and in principle it requires a large separation between the
microscopic scales and the mesoscopic scales characteristic of the evolving
two-phase structure. Nevertheless, we find excellent quantitative agreement
with the simulations in a large parameter regime, extending remarkably far
towards strong fields (large supersaturations) and correspondingly small
nucleation barriers. The original KJMA theory permits direct measurement of the
order parameter in the metastable phase, and using the extension to correlation
functions one can also perform separate measurements of the nucleation rate and
the average velocity of the convoluted interface between the metastable and
stable phase regions. The values obtained for all three quantities are verified
by other theoretical and computational methods. As these quantities are often
difficult to measure directly during a process of phase transformation, data
analysis using the extended KJMA theory may provide a useful experimental

Unemployment, crime and social insurance
We study an individual's incentive to search for a job in the presence of random criminal opportunities. These opportunities extenuate moral hazard, as the individual sometimes commits crime rather than searching. Even when he searches, he applies less effort. We then revisit the design of optimal unemployment insurance in this environment. If the individual is more likely to remain unemployed and unpunished when he commits crime than when he searches for a job (as suggested by empirical studies), declining unemployment benefits reduce the payoff from crime relative to that from searching. Compared to the canonical models of optimal unemployment insurance, this provides a further incentive to reduce benefits over time
Police officers and post traumatic stress disorder: discussing the deficit in research, identification and prevention in England and Wales
This article will review available literature regarding Post Traumatic Stress Disorder (PTSD) within policing in England and Wales, with a particular focus on its early identification and prevention.
An overview of PTSD will be given as well as an exploration of why police officers are potentially more susceptible to this mental health condition compared to other members of society. Key factors in the early identification and prevention of PTSD will be outlined, with a focus on crisis intervention techniques which have been subject to considerable academic study.
There is limited research available from England and Wales that looks specifically at PTSD in policing, this research deficit will be highlighted and key areas of research which need to be explored further will be given so that this problem can be both identified and prevented in officers
cIAP-1 Controls Innate Immunity to C. pneumoniae Pulmonary Infection
The resistance of epithelial cells infected with Chlamydophila pneumoniae for apoptosis has been attributed to the induced expression and increased stability of anti-apoptotic proteins called inhibitor of apoptosis proteins (IAPs). The significance of cellular inhibitor of apoptosis protein-1 (cIAP-1) in C. pneumoniae pulmonary infection and innate immune response was investigated in cIAP-1 knockout (KO) mice using a novel non-invasive intra-tracheal infection method. In contrast to wildtype, cIAP-1 knockout mice failed to clear the infection from their lungs. Wildtype mice responded to infection with a strong inflammatory response in the lung. In contrast, the recruitment of macrophages was reduced in cIAP-1 KO mice compared to wildtype mice. The concentration of Interferon gamma (IFN-γ) was increased whereas that of Tumor Necrosis Factor (TNF-α) was reduced in the lungs of infected cIAP-1 KO mice compared to infected wildtype mice. Ex vivo experiments on mouse peritoneal macrophages and splenocytes revealed that cIAP-1 is required for innate immune responses of these cells. Our findings thus suggest a new immunoregulatory role of cIAP-1 in the course of bacterial infection
The state of the Martian climate
60°N was +2.0°C, relative to the 1981â2010 average value (Fig. 5.1). This marks a new high for the record. The average annual surface air temperature (SAT) anomaly for 2016 for land stations north of starting in 1900, and is a significant increase over the previous highest value of +1.2°C, which was observed in 2007, 2011, and 2015. Average global annual temperatures also showed record values in 2015 and 2016. Currently, the Arctic is warming at more than twice the rate of lower latitudes
Measurement of the cosmic ray spectrum above eV using inclined events detected with the Pierre Auger Observatory
A measurement of the cosmic-ray spectrum for energies exceeding
eV is presented, which is based on the analysis of showers
with zenith angles greater than detected with the Pierre Auger
Observatory between 1 January 2004 and 31 December 2013. The measured spectrum
confirms a flux suppression at the highest energies. Above
eV, the "ankle", the flux can be described by a power law with
index followed by
a smooth suppression region. For the energy () at which the
spectral flux has fallen to one-half of its extrapolated value in the absence
of suppression, we find

Energy Estimation of Cosmic Rays with the Engineering Radio Array of the Pierre Auger Observatory
The Auger Engineering Radio Array (AERA) is part of the Pierre Auger
Observatory and is used to detect the radio emission of cosmic-ray air showers.
These observations are compared to the data of the surface detector stations of
the Observatory, which provide well-calibrated information on the cosmic-ray
energies and arrival directions. The response of the radio stations in the 30
to 80 MHz regime has been thoroughly calibrated to enable the reconstruction of
the incoming electric field. For the latter, the energy deposit per area is
determined from the radio pulses at each observer position and is interpolated
using a two-dimensional function that takes into account signal asymmetries due
to interference between the geomagnetic and charge-excess emission components.
The spatial integral over the signal distribution gives a direct measurement of
the energy transferred from the primary cosmic ray into radio emission in the
AERA frequency range. We measure 15.8 MeV of radiation energy for a 1 EeV air
shower arriving perpendicularly to the geomagnetic field. This radiation energy
-- corrected for geometrical effects -- is used as a cosmic-ray energy
estimator. Performing an absolute energy calibration against the
surface-detector information, we observe that this radio-energy estimator
scales quadratically with the cosmic-ray energy as expected for coherent
emission. We find an energy resolution of the radio reconstruction of 22% for
the data set and 17% for a high-quality subset containing only events with at
