    A Comparison of Financial Performance of Domestic and Foreign banks in Kosovo by Using DuPont Model

    This research aims at assessing and comparing the financial performance of the domestic and foreign banks in the banking sector of Kosovo. The foreign and domestic banking data used for the research are annual data gathered by the Central Bank for the 2001-2007period. We will use the DuPont financial analysis model to measure the comparative performance between domestic and foreign banks. Through this model, we have shown the factors that has driven banks to higher or lower Return on Equity (ROE). The research results show that foreign banks have been more efficient and profitable, thus having a higher ratio of Return on Assets (ROA) and Return on Equity (ROE). The foreign banks’ high ratio of Return on Equity is a result of a higher interest margin (PM), which indicates that foreign banks have made a better costs management and a larger use of financial leverage.  Moreover, the results indicate that despite the domestic banks’ higher ratio of Assets Use (AU) compared to foreign banks, the main factor that has contributed to worsening of domestic banks’ profitability was the high costs of loans provisioning due to poor quality of the loan portfolio.     Generally, in Republic Kosovo rose propagation by budding resulted in about 100-130 thousand seedlings during a year. In Kosovo the most frequent rootstocks for roses are species Rosa canina’Laxa’. Miniature varieties of roses (Rosa hybrida L.) are among the most important garden plants in our country. The goal of this research was to study the level of compatability for some Miniature Roses, a same rootstock of Rosa canina 'Laxa'. Roses are conventionally propagated by cutting, budding, grafting and layering. Cutting and budding would be the simplest way to increase the desirable rose varieties. Plant propagation by grafting is one of the oldest horticultural practices and one that has intrigued the gardening and non-gardening public alike. In this study there are included five miniature rose cultivars: ‘Zwergkönig’, ‘Roulettii’, ‘Bianco‘, ‘Fire Princess’, ‘Dresden Doll’. The experiment was conducted during 2010-2011, tested in a commercial farm in Prizren, Kosovo. During the vegetation these parameters were measured: number and diameter of roots, length of flower stems, diameter of structural shoots, number of flowers etc. There was found a significant level of compatibility between rootstock with all tested cultivars

    This paper aims to analyze and identify the urban vegetation and green spaces in Prishtina urban area such as; parks and green spaces, vegetation, type of trees, shrubs, urban forests and woodlands, planted public flower beds, greenway, private, public gardens and other vegetation. Urban vegetation plays an important role when it comes to cope with the challenges that are related to the urban infrastructure of 21st century. During our work we have studied vegetation in five urban green spaces in the central and northern parts of the city of Prishtina, capital Republic of Kosovo.Urban vegetation and green areas presents a complex system of natural and semi-natural areas and elements in urban areas, providing a wide range of valuable ecological functions. The emerging of the modern concept of the sustainable city raises afresh the longstanding issue of the place and role of vegetation and green space in urban and suburban areas in Kosovo.     Garden roses are predominantly hybrid roses that are grown as ornamental plants in private or public gardens. A rose (Rosa canina L.) is a woody perennial flowering plant. There are over a hundred species and thousands of cultivars. This group of plants can be erect shrubs, climbing or trailing with stems that often have thorns. Flowers vary in size and shape and are usually large and showy, in colours ranging from white, yellows, reds, pinks and purples. Landscape Roses (Rosa x hybrida) are a modern category of rose developed mainly for mass planting. They are collectively known as shrub roses. In the late 20th century, traditional hybrid tea and floribunda rose varieties fell out of favor amid gardeners and landscapers, as they are often labor and chemical intensive plants susceptible to a myriad of pest and disease problems. Most landscape roses having the following characteristics:Lower growing habit, usually under 60 cm;repeat flowering; flower colour; fragrant; disease and pest resistance. Rose in Kosovo has been cultivated for centuries and was one of the most loveliest ornamental plants and growing in parks, family gardens, urban cities, cut roses, etc. Some representative garden roses species in the landscape urban structure in Kosovo are: Rosa floribunda, Rosa grandiflora, Ingrid bergman, Eifel tower Galia, Vicendal, Princess de Monaco, Duble delaght, Lincoln, Don juan, Rosa alba, etc

    The Impact of Foreign Banks Presence on the Performance of Domestic Banks in Kosovo during the Period 2001-2007

    The purpose of this study is to empirically research the impacts of the foreign bank’spresence on the performance of domestic banking sector in Kosovo. The research data on foreign anddomestic banking are quarterly time seri data gathered by the Central Bank for the period 2001-2007.By using the compatible data on seven commercial banks, we introduce how the net interest margin,non interest margin, overhead cost, tax paid, and profitability differ between the foreign and domesticbanks. We find that the foreign banks have higher net interest margin and profit than the domesticbanks. The research outcome indicates that the presence of foreign banks had a negative andstatistically significant impact on the net interest margin and loan loss provision of domestic banks,but positively related to the non-interest income, overhead cost and profitability of domestic banks,but we did not find any statistically significant values. The general conclusion is that the presence offoreign banks has not influenced on the increase of competitiveness

    Report between the President and Constitutional Court and its influence on the functioning of the Constitutional System in Kosovo

    This paper aims at clarifying the report between the President and the Constitutional Court. If we take as a starting point the constitutional mandate of these two institutions it follows that their final mission is the same, i.e., the protection and safeguarding of the constitutional system. This paper, thus, will clarify the key points in which this report is expressed. Further, this paper examines the theoretical aspects of the report between the President and the Constitutional Court, starting from the debate over this issue between Karl Schmitt and Hans Kelsen. An important part of the paper will examine the Constitution of Kosovo, i.e., the contents of the constitutional norm and its application. The analysis focuses on the role such report between the two institutions has on the functioning of the constitutional system. In analyzing the case of Kosovo, this paper examines Constitutional Court cases in which the report between the President and the Constitutional Court has been an issue of review. Such cases assist us in clarifying the main theme of this paper. Therefore, the reader will be able to understand the key elements of the report between the President as a representative of the unity of the people on the one hand and the Constitutional Court as a guarantor of constitutionality on the other hand

    THE ASSESSMENT OF FISCAL DEFICIT ON ECONOMIC GROWTH IN TRANSITION COUNTRIES OF SOUTH-EASTERN EUROPE

    The overall aim of this research is to observe the impact of fiscal deficit on economic growth in the transition economies of South-eastern Europe. The fixed-effects and dynamic linear regression were used to carry out this revision. The data used in this revision are quantitative data annually and cover the period 2005–2019. The outcomes detect that there is a confident and statistically important effect among the fiscal deficit and economic growth for the transition economies of Southeast Europe, supporting the Keynesian theory. Furthermore, the outcomes of this research show that public debt to GDP, foreign direct investment in GDP, exports, and imports in GDP have an important effect on economic growth. Findings have shown that public debt and imports have a positive influence on economic growth, unlike exports and foreign direct investment, which showed an adverse effect on economic growth. Moreover, for other additional factors, the inflation rate, the employment rate, and the real interest rate, the results of the study do not show any significant consequences on economic growth. The research also contributes in the macroeconomic aspect to the opening of discussions among the relevant stakeholders, including those coming from the policy-making area

    Political parties in Kosovo, in daily agendas, in the framework of electoral activities or activities outside the official electoral campaign have a highly committed program dedication related to law and order. But, the role of political parties in enhancing the capacity of the rule of law can be understood if we first analyze carefully the mechanisms that enable the democratic function of political parties. Political parties in Kosovo lack a genuine control mechanism, a control which could be effective from the moment when the interest of a certain group to register their activity as a subject – political party appears. The control of political parties’ activities, the existing mechanisms to control this activity, the organization and elections or the internal electoral process, are some of the concerns that continue to be part of political parties in Kosovo. These are also as a consequence of a non-adequate orientation that can be understood as an additional concern for the political life in the country. Concretely, the organization of political parties with a highlighted presence of the national element, the funding of political parties and the lack of a constitutional prerogative for the Constitutional Court to be able to interpret the constitutionality of statutes and the activity of political parties, are the main topics that will be treated in this paper. By using reports from various organizations that have assisted in the democratization of political parties in Kosovo such as NDI, USAID etc., this paper will offer a real situation of the organization of political parties in Kosovo, their dedication towards democratization and it will also offer some concrete suggestions about how can we improve the role of political parties for a higher level of law and order
