СУЧАСНИЙ СТАН ФІНАНСУВАННЯ СІЛЬСЬКОГОСПОДАРСЬКИХ ПІДПРИЄМСТВ В УКРАЇНІ: ЕКОНОМІКО-ПРАВОВИЙ АНАЛІЗ

Modern agriculture is developed in the direction of increasing the efficiency of agricultural production. This requires a stable combination of financial and economic, legal and organizational factors with the mandatory introduction of the innovative component.Scientific research is based on the current information and scientific base which contains a methodology for assessing the effectiveness of raising funds, the use of which allows systematizing a number of phenomena in the process of agricultural development, unifying the procedure for determining the nominal volumes and effectiveness of welfare payment using direct methods.The paper deals with some problematic legal issues of legal regulation of financial relations with the participation of agricultural enterprises; it is determined and justified the necessity of allocation of agricultural enterprises financial support, providing the administrative assistance and control over the target use of the given funds. The main articles of agricultural enterprises support in Ukraine were identified and the main generators of these enterprises financing were determined from the position of financial and credit institutions.The conceptual models of state support for the development of rural areas in Canada, Australia, Italy and the United States of America are analyzed. The main reasons for the unsatisfactory state of agricultural enterprises development, in particular, economic, social, infrastructural, administrative, problems that restrain the development of the agrarian sector as a whole are outlined. The necessary conditions for the development of agricultural enterprises in Ukraine are determined. On the basis of the analysis of world experience of rural development policy, a list of directions of agrarian sector enterprises support necessary for activation of rural areas development in Ukraine has been formed.The actuality and necessity of activation and harmonization using qualitatively new methodological dimensions of agricultural enterprises financing of various forms of ownership outlined the purpose of scientific search, its contour, tasks and architectonics.Современное сельское хозяйство развивается в первую очередь в направлении повышения эффективности производства аграрной продукции. Для этого необходимо устойчивое сочетание финансово-экономических, правовых и организационных факторов с обязательным внедрением инновационной составляющей.Научные исследования опирается на действующую информационную и научную базу, содержащую методику оценки эффективности привлечения средств, использование которой позволяет систематизировать ряд явлений в процессе развития сельского хозяйства, унифицировать процедуру определения номинальных объемов и эффективности государственной помощи прямыми методами.Исследуются отдельные проблемные правовые вопросы правового регулирования финансовых отношений с участием сельскохозяйственных предприятий; определены и обоснованы необходимость выделения средств финансовой поддержки сельскохозяйственных предприятий, обеспечение административного содействия и контроля над целевым использованием предоставленных средств. Выявлены основные статьи поддержки сельскохозяйственных предприятий в Украине и определены главные генераторов финансирования данных предприятий с позиции финансово-кредитных учреждений.Проанализированы концептуальные модели государственной поддержки развития сельских территорий в Канаде, Австралии, Италии и Соединенных Штатах Америки. Выделены основные причины неудовлетворительного состояния развития сельскохозяйственных предприятий, в частности экономические, социальные, инфраструктурные, управленческие, и раскрыты проблемы, сдерживающие развитие аграрного сектора в целом. Определены необходимые условия развития сельскохозяйственных предприятий в Украине. На основе анализа мирового опыта политики сельского развития сформирован перечень направлений поддержки предприятий аграрного сектора, необходимых для активизации развития сельских территорий в Украине.Актуальность и необходимость активизации и гармонизации в качественно новых методологических измерениях финансирования сельскохозяйственных предприятий различных форм собственности определили цель научного поиска, его контур, задачи и архитектонику.Сучасне сільське господарство розвивається в напрямі підвищення ефективності виробництва аграрної продукції. Виявлено основні статті підтримки сільськогосподарських підприємств в Україні та визначено головних генераторів фінансування таких підприємств із позиції фінансово-кредитних установ.Проаналізовано концептуальні моделі державної підтримки розвитку сільських територій у Канаді, Австралії, Італії та Сполучених Штатах Америки. High-frequency oscillations in low-dimensional conductors and semiconductor superlattices induced by current in stack direction

A narrow energy band of the electronic spectrum in some direction in low-dimensional crystals may lead to a negative differential conductance and N-shaped I-V curve that results in an instability of the uniform stationary state. A well-known stable solution for such a system is a state with electric field domain. We have found a uniform stable solution in the region of negative differential conductance. This solution describes uniform high-frequency voltage oscillations. Frequency of the oscillation is determined by antenna properties of the system. Josephson Plasma Resonance as a Structural Probe of Vortex Liquid

Recent developments of the Josephson plasma resonance and transport c-axis measurements in layered high T$_{c}$ superconductors allow to probe Josephson coupling in a wide range of the vortex phase diagram. We derive a relation between the field dependent Josephson coupling energy and the density correlation function of the vortex liquid. This relation provides a unique opportunity to extract the density correlation function of pancake vortices from the dependence of the plasma resonance on the $ab$-component of the magnetic field at a fixed $c$-axis component.Comment: 4 pages, 1 fugure, accepted to Phys. Effective action approach and Carlson-Goldman mode in d-wave superconductors

We theoretically investigate the Carlson-Goldman (CG) mode in two-dimensional clean d-wave superconductors using the effective ``phase only'' action formalism. In conventional s-wave superconductors, it is known that the CG mode is observed as a peak in the structure factor of the pair susceptibility $S(\Omega, \mathbf{K})$ only just below the transition temperature T_c and only in dirty systems. On the other hand, our analytical results support the statement by Y.Ohashi and S.Takada, Phys.Rev.B {\bf 62}, 5971 (2000) that in d-wave superconductors the CG mode can exist in clean systems down to the much lower temperatures, $T \approx 0.1 T_c$. Josephson Coupling, Phase Correlations, and Josephson Plasma Resonance in Vortex Liquid Phase

Josephson plasma resonance has been introduced recently as a powerful tool to probe interlayer Josephson coupling in different regions of the vortex phase diagram in layered superconductors. In the liquid phase, the high temperature expansion with respect to the Josephson coupling connects the Josephson plasma frequency with the phase correlation function. This function, in turn, is directly related to the pair distribution function of the liquid. We develop a recipe to extract the phase and density correlation functions from the dependencies of the plasma resonance frequency $\omega_p({\bf B})$ and the $c$ axis conductivity $\sigma_c({\bf B})$ on the {\it ab}-component of the magnetic field at fixed {\it c} -component. Using Langevin dynamic simulations of two-dimensional vortex arrays we calculate density and phase correlation functions at different temperatures. Calculated phase correlations describe very well the experimental angular dependence of the plasma resonance field. We also demonstrate that in the case of weak damping in the liquid phase, broadening of the JPR line is caused mainly by random Josephson coupling arising from the density fluctuations of pancake vortices. Electron transport through a mesoscopic metal-CDW-metal junction

In this work we study the transport properties of a finite Peierls-Fr\"ohlich dielectric with a charge density wave of the commensurate type. We show that at low temperatures this problem can be mapped onto a problem of fractional charge transport through a finite-length correlated dielectric, recently studied by Ponomarenko and Nagaosa [Phys. Rev. Lett {\bf 81}, 2304 (1998)]. Coherent low-energy charge transport in a diffusive S-N-S junction

We have studied the current voltage characteristics of diffusive mesoscopic Nb-Cu-Nb Josephson junctions with highly-transparent Nb-Cu interfaces. We consider the low-voltage and high-temperature regime eV<\epsilon_{c}<k_{B}T where epsilon_{c} is the Thouless energy. Andreev bound states in high-TcT_c superconducting junctions

The formation of bound states at surfaces of materials with an energy gap in the bulk electron spectrum is a well known physical phenomenon. At superconductor surfaces, quasiparticles with energies inside the superconducting gap $\Delta$ may be trapped in bound states in quantum wells, formed by total reflection against the vacuum and total Andreev reflection against the superconductor. Since an electron reflects as a hole and sends a Cooper pair into the superconductor, the surface states give rise to resonant transport of quasiparticle and Cooper pair currents, and may be observed in tunneling spectra. In superconducting junctions, these surface states may hybridize and form bound Andreev states, trapped between the superconducting electrodes. In d-wave superconductors, the order parameter changes sign under $90^o$ rotation and, as a consequence, Andreev reflection may lead to the formation of zero energy quasiparticle bound states, midgap states (MGS). The formation of MGS is a robust feature of d-wave superconductivity and provides a unified framework for many important effects which will be reviewed: large Josephson current, low-temperature anomaly of the critical Josephson current, $\pi$-junction behavior, $0\to \pi$ junction crossover with temperature, zero-bias conductance peaks, paramagnetic currents, time reversal symmetry breaking, spontaneous interface currents, and resonance features in subgap currents. Taken together these effects, when observed in experiments, provide proof for d-wave superconductivity in the cuprates.Comment: 52 pages, 20 figures.
