    Will there be enough plant nutrients to feed a world of 9 billion in 2050? is the central question addressed by a JRC study. This exercise was based on consultations with experts and a thematic workshop focused on three areas of interest: 1) the demand for fertilizers to sustain crop production necessary to feed the world in 2050; 2) perspectives on the supply of Nitrogen (N), Phosphorus (P) and Potassium (K) to world agriculture and 3) the role of innovation and technology in changing the match between demand and supply of fertilizers. Implications of the main findings for current EU and international policies were addressed. Overall, analysis of existing literature and discussions with major experts and stakeholders led to the conclusion that while the situation is currently not critical with respect to the production and availability of plant nutrients, it is important to remain vigilant. The question of reserves (P and K), access, changing geopolitical conditions, economic development, energy costs (mainly for N) and environmental constraints (N and P) could lead to shortfalls and possibly crisis situations in some regions of the world. The situation of Africa deserves particular attention as production, access and use of fertilizers represent key limiting factors in boosting food production in that continent.JRC.A.1-Science Advice to Polic

    Modern biotechnology products and processes are an integral part of the EU economy, mainly in manufacturing, including pharmaceuticals, agro-food and healthcare. While some products are not recognizable to the broader public (e.g. the use of genetic markers in livestock breeding), others are used on a daily basis (detergents with enzymes, recombinant insulin) or have become subject of public discussion (e.g. genetically modified crops).     Consequences, Opportunities and Challenges of Modern Biotechnology for Europe - The Analysis Report

    Biotechnology is generally considered one of the key technologies of the 21st century, with a potentially wide range of applications in e.g. healthcare, agriculture, and industrial production processes. However, this notion has not yet been substantiated, as the diversity of sectors in which biotechnology is applied makes it difficult to investigate its actual degree of diffusion. Against this background and following a request from the European Parliament, the European Commission initiated the Biotechnology for Europe Study (Bio4EU Study). The study's objectives are to assess the contributions of modern biotechnology to the achievement of major European policy goals, and to increase public awareness and understanding of modern biotechnology.This report presents an analysis of the collected data with a view to assessing the contributions of modern biotechnology to major EU policy goals such as economic growth and job creation (Lisbon Agenda), and environmental sustainability and public health (Sustainable Development Strategy).     Tomorrow's healthy society - Research priorities for foods and diets

    Health promotion and disease prevention through provision and consumption of healthy diets are increasingly recognised as crucial, both socially and economically, in the face of strained healthcare systems, an ageing population, and the high individual and economic costs of diseases.The Foresight study ‘Tomorrow's healthy society – research priorities for foods and diets’ was initiated to inform the selection of research challenges to receive funding under the Horizon 2020 programme. The exploratory scenario-building approach focused on the European consumer with the year 2050 as a long-term time horizon. Four different future scenarios were developed using the extremes of two main drivers – agricultural commodity prices (low or high) and societal values (community spirit or individualistic society). The scenarios provided the basis for the identification and prioritisation of research needs to address the challenges and opportunities arising from the different scenarios. The resulting ten research priorities fall into four thematic areas: Towards healthier eating: integrated policy-making; Food, nutrients and health: cross-interactions and emerging risks; Making individualised diets a reality; and Shaping and coping with the 2050 food system.JRC.DDG.02-Foresight and Behavioural Insight

    A game for all seasons: lessons and learnings from the JRC’s scenario exploration system

    The European Commission Joint Research Centre’s (JRC) Scenario Exploration System (SES) is a foresight gaming system developed to facilitate the application of futures thinking to policy-making. It was originally geared at engaging EU policy-makers with scenarios in a facilitated process with a low learning curve. Specifically, the SES was designed to help participants, in less than three hours, to engage in systemic thinking with a long-term perspective and to explore alternative futures on specific issues and themes. When applied in various contexts, the SES proved to have a broader range of applications, which led to communities of practice emerging around the tool. Successful responses to various requests to apply the tool beyond its original focus demonstrated the versatility of the SES. Specifically, we discovered its ability to accommodate a large array of scenarios to discuss a very diverse range of issues. The experience accumulated through several adaptations of the SES allows the analysis of the various strengths and weaknesses of the tool as a platform for futures thinking and sharing more broadly the know-how for the creation and application of new versions. Ultimately, this article seeks to contribute a series of design suggestions for futures practitioners seeking to develop a playful mode of interaction with scenarios, or those seeking to repurpose the original SES system for use in their own project

    Do Behavioral Foraging Responses of Prey to Predators Function Similarly in Restored and Pristine Foodwebs?

    Efforts to restore top predators in human-altered systems raise the question of whether rebounds in predator populations are sufficient to restore pristine foodweb dynamics. Ocean ecosystems provide an ideal system to test this question. Removal of fishing in marine reserves often reverses declines in predator densities and size. However, whether this leads to restoration of key functional characteristics of foodwebs, especially prey foraging behavior, is unclear. The question of whether restored and pristine foodwebs function similarly is nonetheless critically important for management and restoration efforts. We explored this question in light of one important determinant of ecosystem function and structure – herbivorous prey foraging behavior. We compared these responses for two functionally distinct herbivorous prey fishes (the damselfish Plectroglyphidodon dickii and the parrotfish Chlorurus sordidus) within pairs of coral reefs in pristine and restored ecosystems in two regions of these species' biogeographic ranges, allowing us to quantify the magnitude and temporal scale of this key ecosystem variable's recovery. We demonstrate that restoration of top predator abundances also restored prey foraging excursion behaviors to a condition closely resembling those of a pristine ecosystem. Increased understanding of behavioral aspects of ecosystem change will greatly improve our ability to predict the cascading consequences of conservation tools aimed at ecological restoration, such as marine reserves

    CMB-S4: Forecasting Constraints on Primordial Gravitational Waves

    CMB-S4---the next-generation ground-based cosmic microwave background (CMB) experiment---is set to significantly advance the sensitivity of CMB measurements and enhance our understanding of the origin and evolution of the Universe, from the highest energies at the dawn of time through the growth of structure to the present day. Among the science cases pursued with CMB-S4, the quest for detecting primordial gravitational waves is a central driver of the experimental design. This work details the development of a forecasting framework that includes a power-spectrum-based semi-analytic projection tool, targeted explicitly towards optimizing constraints on the tensor-to-scalar ratio, rr, in the presence of Galactic foregrounds and gravitational lensing of the CMB. This framework is unique in its direct use of information from the achieved performance of current Stage 2--3 CMB experiments to robustly forecast the science reach of upcoming CMB-polarization endeavors. The methodology allows for rapid iteration over experimental configurations and offers a flexible way to optimize the design of future experiments given a desired scientific goal. To form a closed-loop process, we couple this semi-analytic tool with map-based validation studies, which allow for the injection of additional complexity and verification of our forecasts with several independent analysis methods. We document multiple rounds of forecasts for CMB-S4 using this process and the resulting establishment of the current reference design of the primordial gravitational-wave component of the Stage-4 experiment, optimized to achieve our science goals of detecting primordial gravitational waves for r>0.003r > 0.003 at greater than 5σ5\sigma, or, in the absence of a detection, of reaching an upper limit of r<0.001r < 0.001 at 95%95\% CL.Comment: 24 pages, 8 figures, 9 tables, submitted to ApJ. arXiv admin note: text overlap with arXiv:1907.0447

We document multiple rounds of forecasts for CMB-S4 using this process and the resulting establishment of the current reference design of the primordial gravitational-wave component of the Stage-4 experiment, optimized to achieve our science goals of detecting primordial gravitational waves for r > 0.003 at greater than 5σ, or in the absence of a detection, of reaching an upper limit of r < 0.001 at 95% CL
