    As far back as in the “public choice theory” of J. Buchanan and F.A. Hayek an attempt to figure out the causes of distortion of a democratic ideal and evolving of law into a corruption outrage was made. This trend was explained by the fact that at the early stages of the people’s power development the acknowledgement of parliamentary power supremacy was a coercive measure that was useful for the new statehood. The existence of parliamentary sovereignty in Great Britain and then in other European countries was initially stipulated by the fight of the bourgeoisie having gained political power and needing an absolute independence of the parliament with the feudal absolutism, then by the resistance between the bourgeoisie and the working class. In the modern world there is no such a correlation of classes, because the estates bounds are removed and the living standards are evened. The social basis for a democratic state is the middle class. The main purpose of the state is to provide itself with nationwide support. The last one is required taking account of the growth of extremism and the appearance of various revolutionary studies calling for a forcible change of regime and an establishment of totalitarian dictatorship under socialist, nationalist and other slogans. Along with this, the number of advocates of such radical methods in the world increases from year to year.     The orbital magnetic moment of a Co adatom on a Pt(111) surface is calculated in good agreement with experimental data making use of the LSDA+U method. It is shown that both electron correlation induced orbital polarization and structural relaxation play essential roles in orbital moment formation. The microscopic origins of the orbital moment enhancement are discussed

    Cold War Legacy of Science Cooperation Offers Hope Today

    Although current political tensions hinder international studies in the Arctic, science partnerships helped tunnel through barriers during the Cold War. One of the most successful models of U.S.-Russian collaboration was the "Environmental Bilateral" agreement of 1972. During an era of political tension, it brought together a multidisciplinary group of top professionals and early carrier scientists in both countries. Acting through science diplomacy, this group communicated sound scientific messages about global climate change to top level policymakers well before the United Nations' Intergovernmental Panel on Climate Change came into existence. Similar models today can help the U.S. and Russia remove obstacles for scientific collaboration and implement the 2017 Agreement on Enhancing International Arctic Scientific Cooperation signed by both countries

    Cooperative binding of DNA and CBFβ to the Runt domain of the CBFα studied via MD simulations

    The Runt domain (RD) is the DNA-binding region of the Runx genes. A related protein, known as core binding factor β (CBFβ) also binds to the RD to enhance RD–DNA interaction by 6- to 10-fold. Here, we report results from molecular dynamics (MD) simulations of RD alone, as a dimer in complexes with DNA and CBFβ and in a ternary complex with DNA and CBFβ. Consistent with the experimental findings, in the presence of CBFβ the estimated free energy of binding of RD to the DNA is more favorable, which is shown to be due to more favorable intermolecular interactions and desolvation contributions. Also contributing to the enhanced binding are favorable intramolecular interactions between the ‘wing’ residues (RD residues 139–145) and the ‘wing1’ residues (RD residues 104–116). The simulation studies also indicate that the RD–CBFβ binding is more favorable in the presence of DNA due to a more favorable RD–CBFβ interaction energy. In addition, it is predicted that long-range interactions involving ionic residues contribute to binding cooperativity. Results from the MD calculations are used to interpret a variety of experimental mutagenesis data. A novel role for RD Glu116 to the RD–CBFβ interaction is predicted

    The New Theatrical Buildings of Moscow in XXI Century (on the Hidden Theatres)

    Over the past three decades, the number of theater groups in Moscow has increased several times compared to the Soviet era. In the past, the theaters were only state and strictly divided into all-union, republican, Moscow and departmental. And now they are born and die, but still multiply, their number is even difficult to determine - it's about two hundred. The quantitative boom is accompanied by an active search for new forms of performing art, for which halls of a new type with unprecedented stage equipment are needed. Prosperous theaters tend to have their own new houses with original architecture and modern sophisticated technology. Far from everyone succeed at this. The financial problem occurs everywhere, and there are also difficulties in finding a suitable site on the territory of the capital. Many talented teams are forced to look for original ways of financing for construction or at least finishing their interiors and acquiring stage equipment. The situation is saved by cooperation with sponsors and investors, who include theaters in their large facilities under certain conditions, which are dictated by the city's authorities for the allocation of a favorable site. The article discusses three new theatrical objects that appeared in Moscow over thelast decade. Two of them (drama theaters) are built as parts oflarge multifunctional complexes. They arelocated on thelargest highway - the Garden Ring (Malaya Sukharevskaya Square) opposite each other. The third - the Helikon Opera house in the very center of the capital - uses the historic restored rooms of the old city manor and the newly created hall on the site of the former courtyard with the preservation of the old architecture elements. All three theaters have an original architectural appearance of their interiors, modern technological equipment of different levels and variously transformable scenes and halls. The author's search for original design and constructive solutions of the main premises is of great interest. Famous Moscow architects participated in the development of the buildings
