The South African Air Force (SAAF), unmanned aircraft systems and national security : an exploratory study
Thesis (MMil)--Stellenbosch University, 2021.ENGLISH ABSTRACT: The proliferation of unmanned aircraft technologies, whether unarmed or armed, and the ease at which military, non-state actors, terrorists, extremists groups and organised crime syndicates can acquire drone technologies, are becoming an increasing threat on a global scale. Drones are here to stay, and will remain in the public eye for many years to come. The use of unmanned aircraft systems, referred to as drones is a highly relevant and emotionally debated topic all over the world. Most debates focus around the types of unmanned aircraft systems (UAS), unmanned aerial vehicles (UAVs) or drones available to various role players throughout the global community, whether they are armed or unarmed, the various ways in which they are used, the opposition expressed by various humanitarian groups, the lack of international regulations regarding the use of unmanned aircraft, the extreme pace of proliferation of technologically advancements in drones, artificial intelligence (AI) and 3-D technology, and the 4thindustrial revolution (IR). Of equal importance is the impact, threats and challenges which unmanned aircraft systems could possibly have on South Africa’s national security, and on its neighbouring regions such as the Southern African Development Community (SADC). This, as background, compounded by the severe operational budget cuts with the implication that operational infrastructure, training and a military’s capabilities cannot be maintained. The SAAF, like the SA Navy, is technology driven and requires the best technology money can buy to be an effective and efficient force multiplier. Taken the above budget restrictions and challenges into consideration, it is questioned whether the SAAF could provide prepared and supported air defence capabilities for the defence and protection of South Africa. Similarly, should unmanned aircraft systems in future pose a threat to SA, would the SAAF have the appropriate counter-measures to counter such threats? This study explored the above-mentioned aspects regarding unmanned aircraft systems seen from a global and national level. The military, industrial and commercial aspects of unmanned aircraft systems are discussed. The aim of this study was to explore unmanned aircraft systems within the 21st century, and to identify the current gaps with regard to unmanned aircraft systems employment. Australian bat lyssavirus infection in a captive juvenile black flying fox.
The newly emerging Australian bat lyssavirus causes rabieslike disease in bats and humans. A captive juvenile black flying fox exhibited progressive neurologic signs, including sudden aggression, vocalization, dysphagia, and paresis over 9 days and then died. At necropsy, lyssavirus infection was diagnosed by fluorescent antibody test, immunoperoxidase staining, polymerase chain reaction, and virus isolation. Returning Integrated Genomic Risk and Clinical Recommendations: The eMERGE Study
The potential of artificial intelligence (AI) to reduce health care disparities and inequities is recognized, but it can also exacerbate these issues if not implemented in an equitable manner. This perspective identifies potential biases in each stage of the AI life cycle, including data collection, annotation, machine learning model development, evaluation, deployment, operationalization, monitoring, and feedback integration. To mitigate these biases, we suggest involving a diverse group of stakeholders, using human-centered AI principles. Human-centered AI can help ensure that AI systems are designed and used in a way that benefits patients and society, which can reduce health disparities and inequities. Timing analysis for embedded systems using non-preemptive EDF scheduling under bounded error arrivals
Embedded systems consist of one or more processing units which are completely encapsulated by the devices under their control, and they often have stringent timing constraints associated with their functional specification. Previous research has considered the performance of different types of task scheduling algorithm and developed associated timing analysis techniques for such systems. Although preemptive scheduling techniques have traditionally been favored, rapid increases in processor speeds combined with improved insights into the behavior of non-preemptive scheduling techniques have seen an increased interest in their use for real-time applications such as multimedia, automation and control. However when non-preemptive scheduling techniques are employed there is a potential lack of error confinement should any timing errors occur in individual software tasks. In this paper, the focus is upon adding fault tolerance in systems using non-preemptive deadline-driven scheduling. Schedulability conditions are derived for fault-tolerant periodic and sporadic task sets experiencing bounded error arrivals under non-preemptive deadline scheduling. A timing analysis algorithm is presented based upon these conditions and its run-time properties are studied. Computational experiments show it to be highly efficient in terms of run-time complexity and competitive ratio when compared to previous approaches
Control of an outbreak of carbapenem-resistant Acinetobacter baumannii in Australia after introduction of environmental cleaning with a commercial oxidizing disinfectant
In the midst of an outbreak, carbapenem-resistant Acinetobacter baumannii was grown from samples of multiple environmental sites in an intensive care unit. A commercial oxidizing disinfectant (potassium peroxomonosulphate 50%, sodium alkyl benzene sulphonate 15%, and sulphamic acid 5%) was introduced throughout the intensive care unit, and its use coincided with cessation of the outbreak
Hendra Virus Outbreak with Novel Clinical Features, Australia
To determine the epidemiologic and clinical features of a 2008 outbreak of Hendra virus infection in a veterinary clinic in Australia, we investigated the equine case-series. Four of 5 infected horses died, as did 1 of 2 infected staff members. Clinical manifestation in horses was predominantly neurologic. Preclinical transmission appears likely
HySim: a tool for space-to-space hyperspectral resolved imagery
This paper introduces HySim, a novel tool addressing the need for hyperspectral space-to-space imaging simulations, vital for in-orbit spacecraft inspection missions. This tool fills the gap by enabling the generation of hyperspectral space-to-space images across various scenarios, including fly-bys, inspections, rendezvous, and proximity operations. HySim combines open-source tools to handle complex scenarios, providing versatile configuration options for imaging scenarios, camera specifications, and material properties. It accurately simulates hyperspectral images of the target scene.
