    Internationalization of Higher Education in Russia: Collapse or Perpetuation of the Soviet System? A Historical and Conceptual Study

    Thesis advisor: Philip G. AltbachThis study traces the policy and implementation of internationalization in the Russian higher education system from 1917 to the present. The analysis suggests that international academic policy has been applied by the Russian state continuously, though with radically differing emphasis and mechanisms, through the last hundred years. Chapter One presents the research questions, design and methodology of the study. Chapter Two reviews scholarly literature related to academic internationalization and situates this definition within the context of Russian higher education. Chapters 3-5 explore the role of international activities in Russian higher education during the seventy years of the Soviet era. Trends in Soviet academic international policy related to three major historical periods are discussed in this section: a) the initial Bolshevik program for global academic reform; b) Sovietization of higher education in the countries of Communist Bloc; and c) East-West international academic competition during the Cold War period. Chapters 6-7 address the role of internationalization in the reformation of Russian higher education during the last two decades of Post-Soviet period. This section examines the extent and likely outcomes of these changes. This research demonstrates that Russian higher education has had a continuous international aspect, though organized differently than Western structures. The analysis also suggests that key organizational components of the Soviet administrative system still exist in the current Russian higher education structure. The current implementation of internationalization presents Russian academics with an opportunity to enforce academic professionalism and promote their status as global academics. At the same time, however, state organization and governing administration principles of Russian higher education continue to reduce academics to functional executors of state directives and deliverers of vocational training.     Invariant color calculus and generalized Balitsky-Kovchegov hierarchy

    We derive generalization of the Balitsky-Kovchegov (BK) equation for a dipole, which consists of a parton and an antiparton of arbitrary charge. At first, we develop one method of indexless transformation of color expressions. The method is based on an evaluation of the Casimir operator on a tensor product. From the JIMWLK equation we derive the evolution equation for a single parton and prove gluon Reggeization in an arbitrary color channel. We show that there is a color duplication of such Regge poles. Higher t-channel color exchange has its own Regge pole, which residue is proportional to the quadratic Casimir. Taking a fundamental representation, we derive the usual BK equation and shed new light on the meaning of linear and nonlinear terms. It has become relevant to provide high-quality educational services in order to ensure that the training of personnel complies with the labor market’s requirements and needs. In the article, the authors have determined factors influencing the quality of educational services in a university and the goals for which university students get a higher education. Moreover, the authors have identified students’ satisfaction with the quality of education in higher education institutions. The authors have analyzed the assessment of educational services provided to university students. In the article, the authors characterize the meaning and functions of institutions at various levels in assuring the quality of higher education. Special attention has been paid to European institutions involved in the assessment and quality assurance of higher education.El desarrollo de tendencias en la sociedad moderna (con su rápido desarrollo de tecnologías innovadoras, progreso científico y técnico) requiere un aumento de la eficiencia en la educación de especialistas altamente calificados en educación. El tema de proporcionar servicios educativos de alta calidad con el objetivo de hacer coincidir el nivel de capacitación del personal con los requisitos y necesidades del mercado laboral se está convirtiendo en un tema de actualidad. El artículo identifica los factores que afectan la calidad de los servicios educativos en la universidad, el objetivo de obtener una educación superior para los estudiantes y los estudiantes universitarios, su nivel de satisfacción con la calidad de la educación y el proceso educativo en una institución de educación superior se ha aclarado. El análisis de la evaluación de los servicios educativos, que reciben los alumnos y universitarios. El artículo describe la importancia y las funciones de las instituciones de diferentes niveles para garantizar la calidad de la educación superior.     Self-tuning speed controller with load parameters observer for servo drives

    Servo drives are widely employed in a large range of industrial applications where the load inertia and torque are varying. This paper proposes a control approach utilizing the load parameters adaptive observers to provide a stable servo drive operation under mechanical parameters variation. In contrast to other solutions, the observers are processing real speed and acceleration values instead of their command. It was shown that the observers are capable of estimating the load torque and total inertia of the drive system under different types of commands. The simulation of the proposed control approach demonstrated that the proportional gain of the speed controller tunes automatically according to the estimated inertia ensuring the required quality of the transient regardless variation of the mechanical subsystem parameters

    The article examines the problems of professional self- development among undergraduates in the digital space, identified during the COVID-19 pandemic. The results of the study showed that students have characteristics that are necessary for further personal growth. They want to know themselves and ready to change and learn new things, improve themselves. Conducted during a pandemic and distance learning in self- isolation showed that 50% of students expressed satisfaction with this form of education, explaining their opinion with a high level of independent search for the necessary information, opportunities for self-development, self-realization, and self-improvement. Among the difficulties of distance learning, all surveyed identified: search and critical analysis of digital information; communicative dissatisfaction, the need for approval. The surveyed students in their self-development need a micro- and macro- environment that would create a secure creative educational space. It is necessary to search for new solutions to overcome psychological barriers associated with the need for self-development as future highly qualified specialists in the context of modern trends in the development of digital education
