    In an effort to address gun violence, activists and victims’ families have filed lawsuits against the firearms industry seeking damage awards for violence committed by third party unrelated actors. Although Congress passed the Protection of Lawful Commerce in Arms Act (PLCAA) in 2005 intending to foreclose such lawsuits, since the time of the law’s passage, plaintiffs have brought claims against the firearms industry seeking refuge in an exception embedded in the statute. In a March, 2019 decision, Soto v. Bushmaster Firearms International, LLC, the Connecticut Supreme Court found that the Connecticut Unfair Trade Practices Act fell within an exception to the PLCAA. In that case, families of the victims of the tragic Sandy Hook Elementary School shooting sought to hold those in the chain of distribution of the weapon used in the attack accountable for the harm that resulted from their “unethical, oppressive, immoral, and unscrupulous” marketing of that product. The court allowed this case to proceed on its merits. This Essay addresses the court’s decision and its implications for lawsuits in other jurisdictions. More specifically, the authors believe that the court wrongly interpreted the PLCAA’s legislative history, reached an incorrect conclusion, and lit a path to the courthouse steps for other plaintiffs with similar claims in certain other jurisdictions

    High-altitude gravity waves in the Martian thermosphere observed by MAVEN/NGIMS and modeled by a gravity wave scheme

    First high-altitude observations of gravity wave (GW)-induced CO2_2 density perturbations in the Martian thermosphere retrieved from NASA's NGIMS instrument on board the MAVEN satellite are presented and interpreted using the extended GW parameterization of Yi\u{g}it et al. [2008] and the Mars Climate Database as an input. Observed relative density perturbations between 180-220 km of 20-40 % demonstrate appreciable local time, latitude, and altitude variations. Modeling for the spatiotemporal conditions of the MAVEN observations suggests that GWs can directly propagate from the lower atmosphere to the thermosphere, produce appreciable dynamical effects, and likely contribute to the observed fluctuations. Modeled effects are somewhat smaller than the observed but their highly variable nature is in qualitative agreement with observations. Possible reasons for discrepancies between modeling and measurements are discussed.Comment: Accepted for publication in Geophysical Research Letters (GRL). [41]-[42]).Introduction: Partners In Health (PIH) is an international, non-profit healthcare organization with operations in several countries on multiple continents. PIH focuses on providing healthcare treatment to people living in some of the poorest places in the world, and has been operating in Haiti since 1985. At that time, PIH established a small community clinic in the central Haiti village of Cange. Today that facility has grown to become an entire medical complex, featuring a 104-bed, full-service hospital with two operating rooms, adult and pediatric wards, and clinics treating a variety of diseases and issues, from women's health to infectious diseases. In addition, Zamni Lasante ("Partners In Health" in Haitian Creyeol) has also expanded its operations to 11 other sites across Haiti's Central Plateau and beyond (Figure 1). Today, ZL ranks as one of the largest nongovernmental health care providers in Haiti - serving a catchment area of 1.2 million across the Central Plateau and the Lower Artibonite. ZL employs over 4,000 people, almost all of them Haitians, including doctors, nurses and community health workers (Zamni Lasante/ Haiti). From its beginnings 25 years ago, PIH/ZL has grown tremendously, and recent years have been no exception. Since 2004, patient encounters have increased almost threefold, from 0.9 million to 2.6 million, and the number of clinical sites has almost doubled. This growth has corresponded to an increase in drugs and supplies. In 2006, approximately 1000 m3 of drugs and supplies were moved through the system.     Nanoliposomal Nitroglycerin Exerts Potent Anti-Inflammatory Effects.

    Nitroglycerin (NTG) markedly enhances nitric oxide (NO) bioavailability. However, its ability to mimic the anti-inflammatory properties of NO remains unknown. Here, we examined whether NTG can suppress endothelial cell (EC) activation during inflammation and developed NTG nanoformulation to simultaneously amplify its anti-inflammatory effects and ameliorate adverse effects associated with high-dose NTG administration. Our findings reveal that NTG significantly inhibits human U937 cell adhesion to NO-deficient human microvascular ECs in vitro through an increase in endothelial NO and decrease in endothelial ICAM-1 clustering, as determined by NO analyzer, microfluorimetry, and immunofluorescence staining. Nanoliposomal NTG (NTG-NL) was formulated by encapsulating NTG within unilamellar lipid vesicles (DPhPC, POPC, Cholesterol, DHPE-Texas Red at molar ratio of 6:2:2:0.2) that were ~155 nm in diameter and readily uptaken by ECs, as determined by dynamic light scattering and quantitative fluorescence microscopy, respectively. More importantly, NTG-NL produced a 70-fold increase in NTG therapeutic efficacy when compared with free NTG while preventing excessive mitochondrial superoxide production associated with high NTG doses. Thus, these findings, which are the first to reveal the superior therapeutic effects of an NTG nanoformulation, provide the rationale for their detailed investigation for potentially superior vascular normalization therapies

    Exploring the nuclear pion dispersion relation through the anomalous coupling of photon to photon and neutral pion

    We investigate the possibility of measuring the pion dispersion relation in nuclear matter through the anomalous coupling in the reaction \gamma - \gamma' \pi_0. It is shown that this reaction permits the study of pionic modes for space-like momenta. If the pion is softened in nuclear matter due to mixing with the delta-hole state, significant strength for this reaction is expected to move into the space-like region. Competing background processes are evaluated, and it is concluded that useful insight can be obtained experimentally, but only through a difficult exclusive measurement
