    On the complete instability of empirically implemented dynamic Leontief models

    On theoretical grounds, real world implementations of forward-looking dynamic Leontief systems were expected to be stable. Empirical work, however, showed the opposite to be true: all investigated systems proved to be unstable. In fact, an extreme form of instability ('complete instability') appeared to be the rule. In contrast to this, backward-looking models and dynamic inverse versions appeared to be exceptionally stable. For this stability-instability switch a number of arguments have been put forward, none of which was convincing. Dual (in)stability theorems only seemed to complicate matters even more. In this paper we offer an explanation. We show that in the balanced growth case--under certain conditions--the spectrum of eigenvalues of matrix D equivalent to (I - A)-1B, where A stands for the matrix of intermediate input coefficients and B for the capital matrix, will closely approximate the spectrum of a positive matrix of rank one. From this property the observed instability properties are easily derived. We argue that the employed approximations are not unrealistic in view of the data available up to now

    This paper deals with the increasing interaction of economic and environmental issues in Eastern Europe. The paper starts with a discussion of environmental problems in these formerly centrally planned economies. The grave environmental problems these countries face are surveyed and an explanation is provided in terms of the nature of the communist system. While a solution must be sought in an international cooperation context, involving the developed West European countries, many emerging international cooperation schemes inspired by environmental economic theory are no longer effective in the light of the disastrous loss of competitiveness of East European industries. New initiatives on the part of West European countries seem to be called for

    INTRODUCTION AND SUMMARY OF ARGUMENT Professor Scherr agrees with petitioner that review is warranted because the Maryland Court of Appeals decision is erroneous. The Fourth Amendment does not sanction police harvesting of DNA without probable cause and a warrant and without the subject’s knowledge or consent, to be used however the authorities deem appropriate and without restriction. The Maryland Court of Appeals’ decision is contrary to the Supreme Court’s jurisprudence as articulated in the Riley v. California – Maryland v. King – United States v. Jones trilogy. This case fits squarely in the center of the triangle formed by that trilogy. The petition should be accepted to remedy this conflict at the intersection of this Court’s jurisprudence on the newest forensic technology and the Fourth Amendment. Professor Scherr also agrees with the petitioner that this Court should accept this petition to resolve a conflict between a Federal Court of Appeals and a state court of appeals. In United States v. Davis, 690 F.3d 226 (4th Cir. 2012), the Fourth Circuit found that the police implicated the suspect’s Fourth Amendment privacy interest when it sought to obtain a DNA profile from his blood found on clothing it held legally. In this case the Maryland Court of Appeals found the opposite. As surreptitious harvesting cases continue to enter the criminal justice system, it is an opportune time for this Court to resolve this conflict and offer guidance to state and federal courts

    The Norman site (34WG2) lay on a terrace on the west side of the Neosho (Grand) River in Wagoner County, Oklahoma. Throughout much of its course within Oklahoma, this river flows along the western boundary of the Ozark Uplift. East of the river, the limestones, shales, and sandstones deposited during the Upper Mississippian and Pennsylvanian geological periods form the Boston Mountains and the Springfield Plateau. Several of these formations contain knappable cherts, often of good quality. West of the river, the Mississippian and Pennsylvanian deposits thin and dip under the surface to form the Prairie Plains Province, characterized by low, east-facing escarpments. Sandstone and shale bedrocks underlie the Prairie-Plains Province. The streams flowing eastward across these are muddy and sluggish
