    What does regional studies study? From subnational to supra-national regional spaces or Grossraum of sovereign governance

    This article makes a case for expanding the scope of current versions of “regional studies” to include greater emphasis upon transnational regions as of equal if not greater importance compared with an exclusive focus upon sub-national regions. The latter more restrictive approach is typically predicated on the continued centrality of state borders against which the dominant notion of regions as subnational entities is constituted and reiterated. Drawing upon a case study of the African Union our study provides a framework, a critically revised Grossraum theory, for addressing the emergence of a new pluralistic and multipolar world order characterised by supra-national regions and regional organizations. Traditional Schmittian notions of Grossraum are shown to be in need of substantial revision before they are able to adequately accommodate and explain the empirical details of our case study

    Results from GROCSE I: A real-time search for gamma ray burst optical counterparts

    The GROCSE I experiment (Gamma-Ray Optical Counterpart Search Experiment) is a rapid slewing wide field of view optical telescope at Lawrence Livermore National Laboratory, which responds to triggers from the BATSE GRB data telemetry stream that have been processed and distributed by the BACODINE network. GROCSE I has been in continuous automated operation since January 1994. As of October 1995, sky images for 22 GRB triggers have been recorded, in some cases while the burst was still in progress. The preliminary analysis of eight of these events are presented here. No optical counterparts have yet been detected.     This article is based on the 2019 Dialogues in Human Geography plenary lecture at the Royal Geographical Society. It has four parts. The first discusses my work on territory in relation to recent work by geographers and others on the vertical, the volumetric, the voluminous, and the milieu as ways of thinking space in three-dimensions, of a fluid and dynamic earth. Second, it proposes using the concept of terrain to analyse the political materiality of territory. Third, it adds some cautions to this, through thinking about the history of the concept of terrain in geographical thought, which has tended to associate it with either physical or military geography. Finally, it suggests that this work is a way geographers might begin to respond to the challenge recently made by Bruno Latour, where he suggests that ‘belonging to a territory is the phenomenon most in need of rethinking and careful redescription; learning new ways to inhabit the Earth is our biggest challenge’.     Gamma ray burst optical counterpart search experiment (GROCSE)

    GROCSE (Gamma-Ray Optical Counterpart Search Experiment) is a system of automated telescopes that search for simultaneous optical activity associated with gamma ray bursts in response to real-time burst notifications provided by the BATSE/BACODINE network. The first generation system, GROCSE I, is sensitive down to MV ∌ 8.5MV∌8.5 and requires an average of 12 seconds to obtain the first images of the gamma ray burst error box defined by the BACODINE trigger. The collaboration is now constructing a second generation system which has a 4 second slewing time and can reach MV ∌ 14MV∌14 with a 5 second exposure. GROCSE II consists of 4 cameras on a single mount. Each camera views the night sky through a commercial Canon lens (f/1.8,(f/1.8, focal length 200 mm) and utilizes a 2K×2K2K×2K Loral CCD. Light weight and low noise custom readout electronics were designed and fabricated for these CCDs. The total field of view of the 4 cameras is 17.6×17.6°.17.6×17.6°. GROCSE II will be operating by the end of 1995.     Critical Review of Theoretical Models for Anomalous Effects (Cold Fusion) in Deuterated Metals

    We briefly summarize the reported anomalous effects in deuterated metals at ambient temperature, commonly known as "Cold Fusion" (CF), with an emphasis on important experiments as well as the theoretical basis for the opposition to interpreting them as cold fusion. Then we critically examine more than 25 theoretical models for CF, including unusual nuclear and exotic chemical hypotheses. We conclude that they do not explain the data.Comment: 51 pages, 4 Figure

    Socializing accountability for improving primary healthcare: an action research program in rural Karnataka

    The Alma Ata Declaration of 1978 invoked a socialising form of accountability through which communities and health workers participated in and were jointly accountable for primary healthcare. Aside from a few experiments, by the 1990s these ideals were quickly replaced by policy prescriptions based on increasing efficiency in data quality and reporting through the introduction of health information systems. More recently, there has been a revival of interest in community participation as a mechanism for improving the poor status of primary healthcare in developing countries through the constitution of village health committees. This paper documents and reflects on nine years of research on interventions aimed at improving primary healthcare accountability in rural Karnataka. Over this period, our focus has shifted from studying how computerised health information systems can strengthen conventional accountability systems to a period of extended participatory action research aimed at socialising accountability practices at village level. The findings from this study constitute vital knowledge for reforming the primary healthcare sector through different policy measures including the design of appropriate technology-based solutions

    CRISPR-Cas9 screens in human cells and primary neurons identify modifiers of C9ORF72 dipeptide-repeat-protein toxicity.

    Hexanucleotide-repeat expansions in the C9ORF72 gene are the most common cause of amyotrophic lateral sclerosis and frontotemporal dementia (c9ALS/FTD). The nucleotide-repeat expansions are translated into dipeptide-repeat (DPR) proteins, which are aggregation prone and may contribute to neurodegeneration. We used the CRISPR-Cas9 system to perform genome-wide gene-knockout screens for suppressors and enhancers of C9ORF72 DPR toxicity in human cells. We validated hits by performing secondary CRISPR-Cas9 screens in primary mouse neurons. We uncovered potent modifiers of DPR toxicity whose gene products function in nucleocytoplasmic transport, the endoplasmic reticulum (ER), proteasome, RNA-processing pathways, and chromatin modification. One modifier, TMX2, modulated the ER-stress signature elicited by C9ORF72 DPRs in neurons and improved survival of human induced motor neurons from patients with C9ORF72 ALS. Together, our results demonstrate the promise of CRISPR-Cas9 screens in defining mechanisms of neurodegenerative diseases

    Health workers’ perspectives on the quality of maternal and newborn health care around the time of childbirth: Results of the Improving MAternal Newborn carE in the EURO Region (IMAgiNE EURO) project in 12 countries of the World Health Organization European Region

    Background Health workers’ (HWs’) perspectives on the quality of maternal and newborn care (QMNC) are not routinely collected. In this cross-sectional study, we aimed to document HWs’ perspectives on QMNC around childbirth in 12 World Health Organization (WHO) European countries. Methods HWs involved in maternal/neonatal care for at least one year between March 2020 and March 2023 answered an online validated WHO standards-based questionnaire collecting 40 quality measures for improving QMNC. A QMNC index (score 0–400) was calculated as a synthetic measure. Results Data from 4143 respondents were analysed. For 39 out of 40 quality measures, at least 20% of HWs reported a ‘need for improvement’, with large variations across countries. Effective training on healthy women/newborns management (n = 2748, 66.3%), availability of informed consent job aids (n = 2770, 66.9%), and effective training on women/newborns rights (n = 2714, 65.5%) presented the highest proportion of HWs stating ‘need for improvement’. Overall, 64.8% (n = 2684) of respondents declared that HWs numbers were insufficient for appropriate care (66.3% in Portugal and 86.6% in Poland), and 22.4% described staff censorship (16.3% in Germany and 56.7% in Poland). The reported QMNC index was low in all countries (Poland median (MD) = 210.60, interquartile range (IQR) = 155.71, 273.57; Norway MD = 277.86; IQR = 244.32, 308.30). The ‘experience of care’ domain presented in eight countries had significantly lower scores than the other domains (P 0.05). Multivariate analyses confirmed large QMNC variation by country. HWs with <10 years of experience, HWs from public facilities, and midwives rated QMNC with significantly lower scores (P < 0.001). Conclusions HWs from 12 European countries reported significant gaps in QMNC, lacking association with COVID-19 pandemic trends. Routine monitoring of QMNC and tailored actions are needed to improve health services for the benefit of both users and providers.
