If one had the task of identifying the most educationally disadvantaged group of youngsters in the United States, the ones who under-perform all other groups enrolled in school, who have the highest school dropout rate, who have the lowest academic achievement level and highest number of school failures, no doubt the group readily identified would be the children of migrant agricultural families. These children face a unique set of problems. The migrant family, moving from state to state, alone or in groups, has created a unique life style reflecting the unpredictable agricultural conditions. Besides the inevitable loss of jobs, these firms essentially had to reinvent themselves in order to compete in the commercial sector more effectively. Moreover, the defense cutbacks also resulted in implications for the U.S. as a whole. These include questionable preparedness for armed conflict, as well as the potential loss of defense-related suppliers that could affect the ability to sustain armed conflict. Under the EC Water Framework Directive (WFD), each Member State is required to devise a comprehensive national monitoring programme for surface waters, incorporating hydromorphological, physico-chemical and biological elements. This paper describes one aspect of the biota - the macrophyte flora - to classify standing waters and to monitor their water quality.
