本文用规划论和系统论的原理和方法，建立了福建省龙岩市财政发展的多目标决策模型和财政支出的目标分解模型。通过对模型的求解及其结果分析，给出了龙岩市财政最优发展规划，为该市的领导提供决策依据。Using the principles and methods of Programming Theory and System Theory, this paper has formed the Multiple Objective Decision Model for financial planning, and the Resolution of Goal Model for revenue and expenditure of longyan City.
