    Designing Undergraduate Research Experiences for Nontraditional Student Learning at Sea

    NOTE: This is a large file, 7.6 mb in size! The University of Washington, Tacoma (UWT) serves a large nontraditional student population. This article describes how nontraditional student learning in environmental sciences is especially enriched by access to unique hands-on field experiences that foster a sense of scientific ownership. The environmental science curriculum at UWT is based on an experiential learning model that enhances undergraduate education by involving students in ongoing research projects that extend beyond the classroom into the broader scientific community. During the summers of 2001 and 2002, undergraduate students from UWT participated in two very different marine research courses designed by environmental science faculty. By comparing these two course designs, the authors identified two primary issues of importance when setting up a field research program at sea. First, learning outcomes are dependent on the platform chosen for the research cruise, and thus the vessel to be used must be considered when designing a curricular model.     The overall goal of this study was to develop a new fishery resource product through open-water aquaculture for the west coast of Florida that would compete as a non-traditional product through market development. Specific objectives were as follows: I. To grow a minimum of 50, 000 juvenile scallops to a minimum market size of40 mm in a cage and float system in the off-shore waters of Crystal River, Florida. 2. To determine the growth rate, survival, and time to market size for the individuals in this system and area to other similar projects like Virginia. 3. To introduce local fishermen and the aquaculture students at Crystal River High School to the hatchery, nursery, and grow-out techniques. 4. To determine the economic and financial characteristics of bay scallop culture in Florida and assess the sensitivity of projected costs and earnings to changes in key technical, managerial, and market related parameters. 5.     A focused force: Australia's Defence priorities in the Asian century

    The biggest questions for Australia’s defence white paper concern China. How does China's rise affect Australia's strategic situation and what does it mean for our defence needs? Just as Australia's strategic outlook has been dominated in past decades by American primacy in Asia, so in future it will be shaped more than anything else by what follows as America's primacy fades and China's grows. The biggest risk is not that China becomes a direct threat to Australia but that the erosion of American power unleashes strategic competition among Asia's strongest states, which in turn increases the risk that Australia could face a number of military threats to its interests, even its territorial security. The blunt truth is that our existing and planned forces will not be able to achieve the strategic objectives set for them over the past decade, let alone any wider objectives that may be set in future. To provide future Australian governments with genuine military options to protect Australia's strategic interests if Asia becomes more contested, our defence planning needs to focus on the capabilities that provide those options most cost-effectively. At sea, we should invest in a much bigger fleet of submarines, which are most cost-effective for maritime denial, and stop building highly vulnerable and extremely expensive surface ships for which there is no clear strategic purpose. In the air we need to ensure a robust air combat and strike capacity against the kinds of forces that major-power adversaries will have in the 2020s and '30s. That means aircraft at least as capable as the joint strike fighter, and many more of them than planned at present. To build a focused force to achieve Australia's long-term strategic objectives as they are now defined would need spending 2.5 per cent of GDP or more

    The Maine Shore and the Army Corps: A Tale of Two Harbors, Wells and Saco, Maine

    By discussing the problems of beach erosion and sand movement at Wells and Saco, Maine, Joseph Kelley and Walter Anderson demonstrate how single-minded, engineering approaches to complex, interdisciplinary coastal issues can create bigger problems than previously existed. As Kelley and Anderson explain, at both Wells and Camp Ellis, the Army Corps of Engineers was brought in to construct a harbor at no local cost to the community. This was accomplished by constructing jetties, and the result has been a persistent and serious problem of beach erosion. Over the years, the Army Corps has offered further technical solutions that have served only to exacerbate the problem. In pointing out the shortcomings of these solutions, Kelley and Anderson call for new action requiring federal, state, and local involvement. To do nothing, they argue, is to absorb the costs of letting nature run its course

    Following the selection of Special Protection Areas (SPA) and Sites of Community Importance (SCI) according to the Birds and the Habitats Directives, most European Member States are now in process of formally designating SPAs and SCIs as Special Areas of Conservation (SAC) or Natura2000 sites. These protected areas collectively form the European Union’s Natura2000 network. Member States are also selecting and implementing adequate management approaches and instruments to maintain and restore the favourable conservation status of protected species and habitat types and to prevent damage to the integrity of the sites. Both actions follow Articles 6.1 and 6.2 of the Habitats Directive. To help the Member States, the European Commission wishes to improve the knowledge and exchange of information and good practice both on the designation process of SPAs and SACs and on the establishment of conservation measures and instruments for these areas. Furthermore, the Commission wants to stress the importance of the sites and their management by involving a wider group of stakeholders in the development of so-called integrated management, in accordance with Article 2 of the Habitats Directive. The project ‘PREPARATORY ACTIONS- Lot 2: Information and communication on the designation and management of sites’ (tender ENV.B.2/SER/2007/0076) is intended to help the Commission to achieve these objectives. In this report we will elaborate on the concept of integrated management as an option for managing the sites. In the first part the meaning of integrated management will be explored. In a second part we give some examples of management approaches that we think illustrate best the concept of integrated management and its potential to achieve the Natura2000 goals
