This book discusses needs related to capacity development for water resources management, including water supply and sanitation, in the context of the green economy. It showcases theoretical and practical approaches with proven success. Most contributions come from members and partners within the interagency mechanism, UN-Water. The 11 case studies in this book range from innovative design and delivery of capacity development programs related to water in the green economy, market mechanisms, and quality control procedures supporting capacity development success towards the practical implementation of programs to enhance individual and institutional capacity

Environmental Management Information Systems (EMIS) for Sustainable Development: A Conceptual Overview

Environmental management information systems (EMIS) is defined as \u27organizational-technical systems for systematically obtaining, processing, and making available relevant environmental information available in companies\u27. Such systems evolved out of a growing need to manage environmental information in response to internal and external pressures such as regulations, consumers, stockholders, and changes in the business environments. While over the past decade EMIS have proliferated in the corporate landscape, these systems have received little attention within the information systems research community as whole. The objective of this paper is to serve as a tutorial providing a conceptual overview of EMIS, highlighting organizational and technical issues, as well as research opportunities. In this paper we suggest that there are significant and relatively untapped research synergies existing between information systems and environmental management for sustainable development at the organizational and technical levels

A framework to study the resilience of organizations: a case study of a nuclear emergency plan

El desarrollo de la resiliencia es un campo de investigación importante en ámbitos como el Management, la Ingeniería, la Psicología o la Ecología. La importancia del estudio de la resiliencia se ha visto desarrollada por el aumento tanto de desastres naturales como antropogénicos, así como por el desarrollo de conciencia acerca de sus efectos. Estas razones de peso han influido en que los Gobiernos estén invirtiendo recursos en la mejora de la resiliencia de organizaciones, infraestructuras, ciudades, individuos, etc. Sin embargo, a pesar de su importancia, el número de trabajos de investigación que se centran en el desarrollo de metodologías específicas para el diseño de organizaciones resilientes es reducido. El principal objetivo de esta investigación es mejorar este aspecto introduciendo un marco para el diseño de organizaciones resilientes. Para alcanzar este objetivo, se explica cómo emplear el Modelo de Sistemas Viables para el diseño de estas organizaciones. Nos hemos centrado en uno de los aspectos clave de la resiliencia: las comunicaciones. Para ello, se ha usado el caso de estudio del plan de emergencia de una central nuclear en España. Las comunicaciones en una organización pueden modelarse como un proceso de difusión en redes multiplex. Buscamos arquitecturas aplicables a nuestro caso de estudio. Sin embargo, no se ha encontrado ninguna que cumpliera con los requisitos que se necesitaban. Institutionalising XBRL for financial reporting:resorting to regulation

By integrating and streamlining financial information within and among various organisations, eXtensible Business Reporting Language (XBRL) has been developed with a view to enhancing the efficiency, accuracy, and transparency of corporate accounting information. Taking an inter-organisational focus, this paper investigates the process of how XBRL was institutionalised. It explains and offers insights on how institutional arrangements emerge and become relevant as heterogeneous organisations consider adopting accounting innovations while evidence concerning their benefits is unavailable. The original and overall contribution of this study is that it improves current understanding of coal-face actors' perceptions, behaviours, and strategies as they interact in the organisational field and become engaged in developing accounting innovations to produce the macro-level observations documented in existing institutional theory studies

Rapid Mission Assurance Assessment via Sociotechnical Modeling and Simulation

How do organizations rapidly assess command-level effects of cyber attacks? Leaders need a way of assuring themselves that their organization, people, and information technology can continue their missions in a contested cyber environment. To do this, leaders should: 1) require assessments be more than analogical, anecdotal or simplistic snapshots in time; 2) demand the ability to rapidly model their organizations; 3) identify their organization’s structural vulnerabilities; and 4) have the ability to forecast mission assurance scenarios. Using text mining to build agent based dynamic network models of information processing organizations, I examine impacts of contested cyber environments on three common focus areas of information assurance—confidentiality, integrity, and availability. I find that assessing impacts of cyber attacks is a nuanced affair dependent on the nature of the attack, the nature of the organization and its missions, and the nature of the measurements. For well-manned information processing organizations, many attacks are in the nuisance range and that only multipronged or severe attacks cause meaningful failure. I also find that such organizations can design for resiliency and provide guidelines in how to do so

Semantic discovery and reuse of business process patterns

Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

A geo-database for potentially polluting marine sites and associated risk index

The increasing availability of geospatial marine data provides an opportunity for hydrographic offices to contribute to the identification of Potentially Polluting Marine Sites (PPMS). To adequately manage these sites, a PPMS Geospatial Database (GeoDB) application was developed to collect and store relevant information suitable for site inventory and geo-spatial analysis. The benefits of structuring the data to conform to the Universal Hydrographic Data Model (IHO S-100) and to use the Geographic Mark-Up Language (GML) for encoding are presented. A storage solution is proposed using a GML-enabled spatial relational database management system (RDBMS). In addition, an example of a risk index methodology is provided based on the defined data structure. The implementation of this example was performed using scripts containing SQL statements. These procedures were implemented using a cross-platform C++ application based on open-source libraries and called PPMS GeoDB Manager
