    It is widely recognised that knowledge and highly skilled individuals as "carriers" of knowledge (i.e. knowledge spillover agents) play a key role in impelling the development and growth of cities and regions. In this paper we discuss the relation between the mobility of talent and knowledge flows. In this context, several issues are examined, including the role of highly skilled labour for regional development, the features that characterise knowledge spillovers through labour mobility, the key factors for attracting and retaining talent as well as the rise of "brain gain" policies. Although the paper deals with highly skilled mobility and migration in general, a particular attention will be paid to flows of (star) scientists.Series: SRE - Discussion Paper

    A Framework for Integrating Transportation Into Smart Cities

    In recent years, economic, environmental, and political forces have quickly given rise to “Smart Cities” -- an array of strategies that can transform transportation in cities. Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to: Understand what a smart city is and how to replicate smart city successes; The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and Understand the role of shared micromobility, big data, and other key issues impacting communities. This research provides recommendations for policy and professional practice as it relates to integrating transportation into smart cities

    Offshore education : offshore education in the wider context of internationalisation and ICT: experiences and examples from Dutch higher education

    This report presents a study on offshore education conducted by a consortium of Dutch higher education researchers and commissioned by the Digital University (DU). The study explored the extent to which Dutch higher education institutions are involved in offering their educational services abroad (offshore education). After thoroughly embedding offshore education in the wider contexts of internationalisation and ICT policies, the study particularly explores the practical experiences with a number of real-life offshore activities of Dutch higher education. As a warm-up to this report, a few interesting cases are briefly touched upon below

    This report identifies and maps contemporary global policy responses to, and initiatives on, international HRH migration, with particular reference to low‐income source countries. It reports on a systematic review and analysis of the responses and initiatives of twelve multilateral organisations and global fora: European Union; Global Forum on Migration and Development; Global Health Workforce Alliance; International Labour Organization; International Organization for Migration; Organisation for Economic Cooperation and Development; Pan‐American Health Organization; UN Global Migration Group; UN High‐Level Dialogue on Migration and Development; World Bank; World Health Organization; and the World Trade Organization. The report documents how these global policy actors are presently engaging with the HRH migration field through their activities, initiatives and policy responses. It situates this engagement within global policy initiatives spanning health, migration and development. In addition to reviewing and mapping current initiatives and policy responses and their outcomes, the report identifies emerging issues, upcoming promising initiatives and global policy scenarios

    It's tough for a southern kid born at the bottom of the income ladder to get ahead. Overcoming regional economic hardship, long-tolerated racial inequity and subpar education infrastructure is almost impossible. But there is progress. This issue brief examines two key elements connecting southern young adults with rewarding employment opportunities: employer and youth engagement. The brief offers a framework to assess the preconditions for effectively engaging employers and young adults and identifies examples of promising efforts. It also considers what philanthropy can do to reinforce the importance of employer and youth engagement and expand the use of both in the South

    European Union Social Policy as an Instrument for Sustainable Development

    This paper undertakes an analysis and assessment of European Union (EU) social policy in the context of the sustainability of the group's social and economic development. The process of Europeanizing EU social policy is not advanced. Thus, the weight of solving social problems primarily rests with member countries. EU social policy is "looser" in character than other EU policies and its scope is limited to those areas where member states were willing to transfer certain prerogatives to European Union level. The EU only supports social policy in the context of the sustainability of the group's social and economic development. The process of Europeanizing EU social policy is not and supplements the actions of member states in the social sphere. At the same time, the EU supports the concept of corporate social responsibility. Corporate social responsibility is defined as the voluntary taking into account by companies of social and environmental matters in their operations and in relations with interested parties.W artykule została przeprowadzona analiza i ocena polityki społecznej Unii Europejskiej (UE), w kontekście równoważenia rozwoju społeczno-gospodarczego ugrupowania. Proces europeizacji polityki społecznej UE nie jest zaawansowany. W związku z tym, ciężar rozwiązywania problemów społecznych spoczywa głównie na krajach członkowskich. Polityka społeczna UE ma bardziej "luźny" charakter niż inne polityki UE i jej zakres jest ograniczony do tych dziedzin, w zakresie których kraje członkowskie były skłonne do przekazania pewnych uprawnień na szczebel unijny. UE jedynie wspiera i uzupełnia działania państw członkowskich w sferze społecznej. Jednocześnie UE wspiera ideę społecznej odpowiedzialności przedsiębiorstw. Społeczną odpowiedzialność przedsiębiorstw definiuje się jako dobrowolne uwzględnienie przez przedsiębiorstwa problematyki społecznej i ekologicznej w swojej działalności i stosunkach z zainteresowanymi stronami
