    A framework for selecting workflow tools in the context of composite information systems

    When an organization faces the need of integrating some workflow-related activities in its information system, it becomes necessary to have at hand some well-defined informational model to be used as a framework for determining the selection criteria onto which the requirements of the organization can be mapped. Some proposals exist that provide such a framework, remarkably the WfMC reference model, but they are designed to be appl icable when workflow tools are selected independently from other software, and departing from a set of well-known requirements. Often this is not the case: workflow facilities are needed as a part of the procurement of a larger, composite information syste m and therefore the general goals of the system have to be analyzed, assigned to its individual components and further detailed. We propose in this paper the MULTSEC method in charge of analyzing the initial goals of the system, determining the types of components that form the system architecture, building quality models for each type and then mapping the goals into detailed requirements which can be measured using quality criteria. We develop in some detail the quality model (compliant with the ISO/IEC 9126-1 quality standard) for the workflow type of tools; we show how the quality model can be used to refine and clarify the requirements in order to guarantee a highly reliable selection result; and we use it to evaluate two particular workflow solutions a- ailable in the market (kept anonymous in the paper).     Authorised Translations of Electronic Documents

    A concept is proposed to extend authorised translations of documents to electronically signed, digital documents. Central element of the solution is an electronic seal, embodied as an XML data structure, which attests to the correctness of the translation and the authorisation of the translator. The seal contains a digital signature binding together original and translated document, thus enabling forensic inspection and therefore legal security in the appropriation of the translation.     Medical Virtual Public Services

    The healthcare enterprises are very disconnected. This paper intends to propose a solution that will provide citizens, businesses and medical enterprises with improved access to medical virtual public services. Referred medical services are based on existing national medical Web services and which support medically required services provided by physicians and supplementary health care practitioners, laboratory services and diagnostic procedures, clinics and hospitals’ services. Requirements and specific rules of these medical services are considered, and personalization of user preferences will to be supported. The architecture is based on adaptable process management technologies, allowing for virtual services which are dynamically combined from existing national medical services. In this way, a comprehensive workflow process is set up, allowing for service-level agreements, an audit trail and explanation of the process to the end user. The process engine operates on top of a virtual repository, providing a high-level semantic view of information retrieved from heterogeneous information sources, such as national sources of medical services. The system relies on a security framework to ensure all high-level security requirements are met.     Creating nationally-consistent health information: engaging with the national health information committees

    This document provides guidance on engaging with the national processes responsible for health information and data standards. It has been developed to ensure data collected are consistent, accurate and useful for policy, planning and program management. Summary In a health system dispersed across the states and territories by the Australian Government, strong governance arrangements are needed to ensure that health information, collected under different health administrations, are consistent and therefore accurate and useful for policy, planning and program management. The National Health Information Agreement, signed in 2011 by all jurisdictions and the national health agencies associated with health information, provides the overarching framework for the governance of national data collections. Governance mechanisms for many aspects of health information are established under the Standing Council on Health (SCoH), with particular committees vested with delegated authority to endorse national standards and definitions. This document provides guidance on engaging with the national processes responsible for health information and data standards. In particular, it describes how those developing data about some aspect of health can obtain assistance with, and/or endorsement of, their data development work

    The practice of using the term “electronic governance” does not differentiate the concepts of the subject of management, that is, the three branches of government, with forms, processes and technologies of governance, which is not correct, since the use of information technology in state activities is not a top priority. On the other hand, electronic governance technologies cannot be considered separately from the automated governance processes as well as electronic governance technologies are not a supplement or an analogue of the traditional state, as intended to communicate by means of electronic governance technologies to increase the efficiency of the entire system of public administration, in particular in the system of administrative services
