    Dynamic Investigative Practice at the International Criminal Court

    The Direct Weight Optimization (DWO) approach is a nonparametric estimation approach that has appeared in recent years within the field of nonlinear system identification. In previous work, all function classes for which DWO has been studied have included only continuous functions. However, in many applications it would be desirable also to be able to handle discontinuous functions. Inspired by the bilateral filter method from image processing, such an extension of the DWO framework is proposed for the smoothing problem. Examples show that the properties of the new approach regarding the handling of discontinuities are similar to the bilateral filter, while at the same time DWO offers a greater flexibility with respect to different function classes handled

    A Beam Driven Plasma-Wakefield Linear Collider: From Higgs Factory to Multi-TeV

    Plasma wakefield acceleration (PWFA) holds much promise for advancing the energy frontier because it can potentially provide a 1000-fold or more increase in acceleration gradient with excellent power efficiency in respect with standard technologies. Most of the advances in beam-driven plasma wakefield acceleration were obtained by a UCLA/USC/SLAC collaboration working at the SLAC FFTB[ ]. These experiments have shown that plasmas can accelerate and focus both electron and positron high energy beams, and an accelerating gradient in excess of 50 GeV/m can be sustained in an 85 cm-long plasma. The FFTB experiments were essentially proof-of-principle experiments that showed the great potential of plasma accelerators. The FACET[ ] test facility at SLAC will in the period 2012-2016 further study several issues that are directly related to the applicability of PWFA to a high-energy collider, in particular two-beam acceleration where the witness beam experiences high beam loading (required for high efficiency), small energy spread and small emittance dilution (required to achieve luminosity). The PWFA-LC concept presented in this document is an attempt to find the best design that takes advantage of the PWFA, identify the critical parameters to be achieved and eventually the necessary R&D to address their feasibility. It best benefits from the extensive R&D that has been performed for conventional rf linear colliders during the last twenty years, especially ILC[ ] and CLIC[ ], with a potential for a comparably lower power consumption and cost.Comment: Submitted to the proceedings of the Snowmass Process CSS2013.     In August 1814 a number of British soldiers were arrested as stragglers or deserters in the town of Upper Marlboro, Maryland. Upon learning of the soldiers’ absences the British military took local physician, Dr. William Beanes, and two other residents into custody and threatened to burn Upper Marlboro if the British soldiers were not returned. John Hodges, a local attorney, arranged the soldiers’ return to the British military. For this, Hodges was charged with high treason for “adhering to [the] enemies, giving them aid and comfort.” The resulting jury trial was presided over by Justice Gabriel Duvall, a Supreme Court Justice and Prince Georges County native, and highlights how the crime of treason was viewed in early American culture and the role of the jury as deciders of the facts and the law in early American jurisprudence. Contextually, Hodges’ trial took place against the backdrop of the War of 1812 and was informed by the 1807 treason trial of Aaron Burr

    This Note examines the varying interpretations of Rule 26(a)(2)(B) of the Federal Rules of Civil Procedure, an issue currently dividing the nation\u27s circuit courts of appeal and district courts. Interpreting the Rule for its plain meaning yields an exemption for expert witnesses who are either treating physicians or employees of a party in the case. While some courts have followed this textualist approach, more have opted for a broader interpretation, imposing the expert report requirements of Rule 26 on employee experts and treating physicians under certain circumstances. In keeping with the spirit of the Rules, courts should interpret the Rule broadly so as to encourage full disclosure while the Advisory Committee on the Federal Rules of Civil Procedure considers potential amendments
