    High Frequency Radar Wind Turbine Interference Community Working Group Report

    Land-based High Frequency (HF) Radars provide critically important observations of the coastal ocean that will be adversely affected by the spinning blades of utility-scale wind turbines. Pathways to mitigate the interference of turbines on HF radar observations exist for small number of turbines; however, a greatly increased pace of research is required to understand how to minimize the complex interference patterns that will be caused by the large arrays of turbines planned for the U.S. outer continental shelf. To support the U.S.’s operational and scientific needs, HF radars must be able to collect high-quality measurements of the ocean’s surface inand around areas with significant numbers of wind turbines. This is a solvable problem, but given the rapid pace of wind energy development, immediate action is needed to ensure that HF radar wind turbine interference mitigation efforts keep pace with the planned build out of turbines

    A description is given of the physics of electromagnetic scattering from the sea and a guideline is presented to relate an observable (such as the radar cross section) to the hydrodynamics or physical properties of the sea. As specific examples of the interdisciplinary science of electromagnetics and geophysical oceanography, the physics is discussed in connection with data provided by three instruments: namely, the scatterometer, the altimeter, and the imaging radar. The data provided by each instrument are discussed in context with specular point and Bragg scattering theories. Finally, the degrading effect of extraneous sources of noise is discussed as a limiting mechanism of the accuracy of the ocean surface measurement

    Dual-beam interferometry for ocean surface current vector mapping

    The recent use of along-track interferometry (ATI) in synthetic aperture radar (SAR) has shown promise for synoptic measurement of ocean surface currents. ATI-SARs have been used to estimate wave fields, currents, and current features. This paper describes and analyzes a dual-beam along-track interferometer to provide spatially resolved vector surface velocity estimates with a single pass of an aircraft. The design employs a pair of interferometer beams, one squinted forward and one squinted aft. Each interferometric phase is sensitive to the component of surface Doppler velocity in the direction of the beam. Therefore, a proper combination of these measurements provides a vector surface velocity estimate in one pass of the aircraft. The authors find that precise measurements dictate widely spaced beams and that the spatial resolution for the squinted SAR is essentially identical to the sidelooking case. Practical instrument design issues are discussed, and an airborne system currently in development is described. Through computer simulation, they observe the azimuthal displacement of interferometric phases by moving surfaces identical to those of conventional SAR and find that such displacement can bias the estimated surface velocity.Peer Reviewe

    Multi-frequency radar observations of polar mesosphere summer echoes: Statistical properties and microphysical results

    This thesis concentrates on the frequency dependence of PMSE properties based on the measurements with four radars. It reveals that the vast majority of all observations is consistent with theory which assumes PMSE originate from turbulence-induced scatter in combination with an enhanced Schmidt number due to the presence of charged ice particles. Based on this theory, a new algorithm has been developed to calculate Schmidt numbers and hence radii of the ice particles. Applying this algorithm to our observations, yields ice particle radii which are in excellent agreement with independent results

Potentially available on time scales of tens of minutes and spatial scales of 2–3 km for wide swaths of the coastal ocean, HF radar–based surface wind observations would greatly aid coastal ocean planners, researchers, and operational stakeholders by providing detailed real-time estimates and climatologies of coastal winds, as well as enabling higher-quality short-term forecasts of the spatially dependent wind field. Such observations are particularly critical for the developing offshore wind energy community. An autonomous surface vehicle was deployed within the Massachusetts Wind Energy Area, located south of Martha’s Vineyard, Massachusetts, for one month, collecting wind observations that were used to test models of wind-wave spreading and HF radar energy loss, thereby empirically relating radar-measured power to surface winds. HF radar–based extractions of the remote wind speed had accuracies of 1.4 m s−1 for winds less than 7 m s−1, within the optimal range of the radar frequency used. Accuracies degraded at higher winds due to low signal-to-noise ratios in the returned power and poor resolution of the model. Pairing radar systems with a range of transmit frequencies with adjustments of the extraction model for additional power and environmental factors would resolve many of the errors observed.This analysis was supported by the Massachusetts Clean Energy Center.     The Shuttle Imaging Radar-C (SIR-C) mission will yield new and advanced scientific studies of the Earth. SIR-C will be the first instrument to simultaneously acquire images at L-band and C-band with HH, VV, HV, or VH polarizations, as well as images of the phase difference between HH and VV polarizations. These data will be digitally encoded and recorded using onboard high-density digital tape recorders and will later be digitally processed into images using the JPL Advanced Digital SAR Processor. SIR-C geologic studies include cold-region geomorphology, fluvial geomorphology, rock weathering and erosional processes, tectonics and geologic boundaries, geobotany, and radar stereogrammetry. Hydrology investigations cover arid, humid, wetland, snow-covered, and high-latitude regions. Additionally, SIR-C will provide the data to identify and map vegetation types, interpret landscape patterns and processes, assess the biophysical properties of plant canopies, and determine the degree of radar penetration of plant canopies. In oceanography, SIR-C will provide the information necessary to: forecast ocean directional wave spectra; better understand internal wave-current interactions; study the relationship of ocean-bottom features to surface expressions and the correlation of wind signatures to radar backscatter; and detect current-system boundaries, oceanic fronts, and mesoscale eddies. And, as the first spaceborne SAR with multi-frequency, multipolarization imaging capabilities, whole new areas of glaciology will be opened for study when SIR-C is flown in a polar orbit

    The scientific and engineering requirements for the Earth Observing System (EOS) imaging radar are provided. The radar is based on Shuttle Imaging Radar-C (SIR-C), and would include three frequencies: 1.25 GHz, 5.3 GHz, and 9.6 GHz; selectable polarizations for both transmit and receive channels; and selectable incidence angles from 15 to 55 deg. There would be three main viewing modes: a local high-resolution mode with typically 25 m resolution and 50 km swath width; a regional mapping mode with 100 m resolution and up to 200 km swath width; and a global mapping mode with typically 500 m resolution and up to 700 km swath width. The last mode allows global coverage in three days. The EOS SAR will be the first orbital imaging radar to provide multifrequency, multipolarization, multiple incidence angle observations of the entire Earth. Combined with Canadian and Japanese satellites, continuous radar observation capability will be possible. Major applications in the areas of glaciology, hydrology, vegetation science, oceanography, geology, and data and information systems are described
