    Novel post-Doppler STAP with a priori knowledge information for traffic monitoring applications

    The road traffic has worsened over time in most cities, and the methods employed for monitoring and counting the vehicles on the roads (e.g., cameras, induction loops, or even people manually counting) are expensive and limited in spatial coverage. Synthetic aperture radars (SAR) provide an effective solution for this problem due to the wide-area coverage and the independence from daylight and weather conditions. Special attention is given in case of large scale events or catastrophes, when mobile internet is unavailable and phone communication is impossible. In this particular scenario, the traffic monitoring with real-time information ensures the safety of the road users and can even save lives. For that reason, this paper presents a novel a priori knowledge-based algorithm for traffic monitoring, where the powerful post-Doppler space-time adaptive processing (PD STAP) is combined with a road network obtained from the freely available OpenStreetMap (OSM) database. The incorporation of a known road network into the processing chain presents great potential for real-time processing, since only the acquired data related to the roads need to be processed. As a result, decreased processing hardware complexity and low costs compared to state-of-the-art systems can be achieved. In addition, it is a promising solution for detecting effectively the road vehicles and estimating their positions, velocities and moving directions with high accuracy. The PD STAP is well-known for its very good clutter suppression, its sensitivity also to low vehicle velocities, and its accurate target position estimation capabilities. The road information is applied after the PD STAP, where the OSM database fused with a digital elevation model (DEM) is applied in order to recognize and to reject false detections, and moreover, to reposition the vehicles detected in the vicinity of the roads. In other words, the distance between the estimated position of the target and its closest road point is measured and compared to a relocation threshold for deciding whether the target corresponds to a true road vehicle or to a false detection. If the first condition is fulfilled, the target is repositioned to its closest road point; otherwise it is discarded. The relocation threshold is computed adaptively for each detection by using an appropriate performance model. The proposed algorithm was tested using real 4-channel aperture switching data acquired by DLR’s airborne system F-SAR. In the radar data takes examined so far, the PD STAP detected vehicles as slow as 7 km/h, with an overall position estimation accuracy better than 10 m. Besides, the estimated velocities of the vehicles were in very good agreement with the differential GPS reference data. To sum up, the experimental results revealed a powerful algorithm that detects even slow vehicles and discards most of the false detections, being suitable for many traffic monitoring applications. We will not limit our further investigations to the data takes whose results are shown in this paper. We have a large pool of multi-channel F-SAR data takes containing real highway traffic scenarios with dozens or even hundreds of vehicles

    Collaborative Action and Social Organization in Remote Rural Regions: Autonomous Irrigation Arrangements in the Pamirs of Tajikistan

    This paper proposes a bottom–up “nexus medium” perspective to examine and understand social organization and how socio-ecological challenges in remote rural regions are dealt with in communities that receive only limited external support. While “nexus mediums” constitute substances, matter, or objects that combine manifold vital meanings and can be seen as socially constructed and materialized arenas of social interaction, autonomous resource management is seen as a means of local social organization. Taking water as the nexus medium of choice allows us to generate locally informed insights about the role of this scarce resource for the everyday life and social organization of communities inhabiting arid rural areas. This reasoning will be exemplified by three local case studies conducted during empirical research in the Pamirs of Tajikistan utilizing a mix of qualitative methods. The findings reveal how many fundamental everyday-life-related aspects and activities of the studied communities are related to water, and how these communities are organized around common water use and management arrangements that are based on joint decision-making, shared benefits and responsibilities, and collaborative action. The “nexus medium” concept appears to be an appropriate approach for research that seeks to understand from a local perspective how communal living is organized and how socio-ecological challenges are addressed

    Pastoralists and Predators in Alai: Political Ecology of Wildlife Management in Kyrgyzstan

    The study is devoted to the human-environmental relationships in the post-socialist period of Kyrgyzstan. It addresses the human-wildlife conflicts using the example of the Alai Valley in the south of the country. Environmental and climatic characteristics of this highland valley provide suitable conditions for pastoralism and serve as habitat for wildlife. In recent decades, the natural landscape of the region came under increasing international attention with regard to nature conservation, sustainable land management and development projects. Historically, pastoralism has played a significant role for the economy of Kyrgyzstan. Following the dissolution of the Soviet Union, the collapse of state agricultural infrastructure facilities, veterinary care, loss of markets, and privatisation of the agricultural sector of the economy and other factors have led to a major downfall in the animal husbandry industry. The number of sheep and goats decreased from ten million in 1990 to four million in 2000. Nevertheless, pastoralism has considerable importance to the national economy and remains as the crucial income source for rural livelihoods in Kyrgyzstan. The post-socialist period of Kyrgyzstan has faced rapid socio-economic and political transformation which has resulted in changes not only to local livelihoods, but also in livestock husbandry, nature protection and wildlife management. In recent decades many pastoralists often complain about the increase in livestock depredation by wild predators. It is taking place despite the presence of state sponsored predator-control activity. From another side, there are public concerns about wildlife conservation. With the engagement of many environmental NGOs and mass-media, wildlife management issues have quickly become highly politicised in Kyrgyzstan. Becoming a Party to several global environmental conventions has increased the realisation of many projects funded by external donor organisations, and the implementation of their obligations for wildlife conservation, together, have substantially raised the profile of wildlife management in Kyrgyzstan at the international level. Moreover, since the independence of Kyrgyzstan, the territory of Protected Areas has increased by three times. Protected Areas are crucial to wildlife conservation and are promoted by the nature conservation community as a beneficial measure to the mitigation of human-wildlife conflicts. Despite this fact, livestock depredation by wild predators generates conflicts and has become a serious conservation issue. The study aims to better understand human-wildlife interrelationships in connection with pastoralism, protected areas and wildlife management in Kyrgyzstan. Wildlife related conflicts are analysed to determine the status of livestock depredation and to explore its linkages with rural livelihoods and wildlife conservation concerns in the Republic. The project design emphasises different utilisation strategies for the same area of rangelands, including the provision of fodder resources, wildlife habitat area, livestock grazing, and other uses by humans. Additionally, the focus of this study is directed towards a historical aspect of the region in relation to the development processes in the Alai Valley and use of its natural resources

    Driving Under the Influence of Drugs: A Single Parallel Monitoring-Based Quantification Approach on Whole Blood.

    Driving under the influence of psychoactive substances is a major cause of motor vehicle crashes. The identification and quantification of substances most frequently involved in impaired-driving cases in a single analytic procedure could be an important asset in forensic toxicology. In this study, a highly sensitive and selective liquid chromatography (LC) approach hyphenated with Orbitrap high-resolution mass spectrometry (HRMS) was developed for the quantification of the main drugs present in the context of driving under the influence of drugs (DUID) using 100 ÎŒL of whole blood. This procedure involves a simple sample preparation and benefit from the selectivity brought by parallel reaction monitoring (PRM) allowing to solve most DUID cases using a single multi-analyte injection. The method was fully validated for the quantification of the major classes of psychoactive substances associated with impaired-driving (cannabinoids, cocaine and its metabolites, amphetamines, opiates and opioids, and the major benzodiazepines and z-drugs). The validation guidelines set by the "SociĂ©tĂ© Française des Sciences et des Techniques Pharmaceutiques" (SFSTP) were respected for 22 psychoactive substances using 15 internal standards. Trueness was measured to be between 95.3 and 107.6% for all the tested concentrations. Precision represented by repeatability and intermediate precision was lower than 12% while recovery (RE) and matrix effect (ME) ranged from 49 to 105% and from -51 to 3%, respectively. The validated procedure provides an efficient approach for the simultaneous and simple quantification of the major drugs associated with impaired driving benefiting from the selectivity of PRM
