    NLC's municipal guide, Cities and Drones, is designed to serve as a primer on drones for local officials, providing insight into the recently released federal rules relating to drone operation, as well as offering suggestions for how local governments can craft their own drone ordinances to encourage innovation while also protecting their cities.Drones have the potential to revolutionize many industries and city services, particularly as their technology advances. There are many applications for drones within the public sector at the local and state level. Drones can be used for law enforcement and firefighting, as rural ambulances, and for inspections, environmental monitoring, and disaster management. Any commercial arena that involves outdoor photography or visual inspection will likely be experimenting with drones in the near future, as will retailers who want to speed up package delivery.However, drones also present challenges. There are some safety issues, for instance, when operators fly their drones over people or near planes. City residents often have privacy concerns when any small device hovering nearby could potentially be taking photos or video. The FAA's final rule on drones left some opportunity for city governments to legislate on this issue. Rather than ban them outright, city officials should consider how this new technology might serve residents or enhance city services

    Two-hundred-eighty-six acres of land were recently incorporated into Bellingham\u27s urban growth boundary, allowing the land to be developed at higher densities. Alliance Properties has proposed development of a high-density, mixed-use urban village on 135 acres of undeveloped land on King Mountain near James Street. An extension of James Street will continue up to Van Wyck Road. Sixty-eight acres will be used for residential land, 46 acres for open spaces and parks, and 21 acres for roads. In the proposed development area, an urban village center will be constructed. This center will contain residential and commercial uses, from cafes and stores to apartments, townhouses and single family residences

The national and international policies should encourage then this transition by promoting, among many aspects, energy digitalization, massive penetration of renewable energies and electrification of the transport sector. To embrace all these changes, a holistic view, covering not only the distribution system, is necessary to plan, design and reorganize in particular urban areas. The radical distribution networks transformation is monitored and presented, both considering technical and non-technical aspects, which aims at encouraging potential directions that distribution system operators can pursue. The thesis work has three main objectives. From the distribution system operator (DSO) perspective, the main objective is to investigate how the technical and non-technical features vary among distribution system networks in Europe. From the modelling perspective, the second main objective is firstly to define a method which incorporates the previous findings to properly design a tool able to reproduce representative urban networks and secondly to validate the results through a statistical methodology. From the electric vehicleโ€™s infrastructure perspective, the thirdmainobjectiveisfirstlytounderstandtheelectricvehiclesdemandbehaviour and develop models capable of reproducing them, and secondly to assess, through a dedicated methodology, the electric vehicles charging infrastructure features and performance. Theresultsfromthisthesisindicatesthattheincreasingattentiontowardthedistribution sector should not be underestimated by the main actor, distribution system operator, which appears to have different approaches in smartening and digitalizing their network especially concerning electric mobility, demand response and data management between distribution and transmission system operators (TSO). It is urgent for policy makers and stakeholders involved to align distribution system operators to a common strategy to tackle the introduction in the distribution network grids of new players. Tools like DiNeMo platform applied in this thesis may be used to perform preliminary research studies concerning the installation of newcharginginfrastructure, renewableenergygeneratorsornetworkreinforcement analysis. Indeed, it is crucial for regulators to take into account the physical layer of distribution grids when designing new policies and incentives in order to address challenges of tomorrowโ€™s cities

    The transmission of electricity in England and Wales; land use, and amenity aspects

    Transmission of electricity is performed at 132, 275 and 400 kilovolts and is the responsibility of the Central Electricity Generating Board. The distribution of electricity at lower voltages is the responsibility of Area Boards. This thesis is solely concerned with the former. The first part deals with the historical development of the industry and the linking of many separate electricity undertakings, to provide economies from the reduction of spare generating plant, and security of supply. The factors determining the locations of coal, oil and nuclear power stations examined. The geographical pattern that results from the location of generating plant and of demand for electricity, determines the shape and size of the transmission network. Transmission is effected by overhead lines and underground cables, and the effects of both on the use of land and amenity are examined. Substations are required to switch electricity from one circuit to another and to transform it between voltages. Because of their size and the engineering considerations affecting their location they may also have a major effect on the land use and amenity of their surroundings. An overhead line and a substation that were both the subject of public inquiries are treated as case studies. The design of towers and insulators investigated to see whether engineering requirements arc considered or modified to take account of aesthetics. The screening of lines and substations by ground shaping and tree planting is frequently required by local Planning Authorities. The Board's attitude to this work, is evident from public inquiries and recent example of executed landscaping work. The thesis is illustrated with diagrams, maps and photographs
