    Principles of regulatory policy design

    The author contrasts command-and-control regulation (tight control of water purification, for example) with more flexible forms, including incentive regulation (such as price cap regulation), potential regulation (providing for closer scrutiny if enough customers complain), and reactive rather than proactive policies (the firm proposing actions, the regulatory saying yes or no). He contrasts informing regulation (for example, requiring that consumers be informed about ingredients in a product) and enforcing regulation (for example, prohibiting the use of certain chemicals in foods). A country's institutional structure can limit the regulators'potential for commitment, he says -- especially if regulators are limited in their ability to deliver rewards or penalties. The scope and function of regulation may also be fairly limited when technological conditions allow competition to discipline producers. Sophisticated buyers with economic power may reduce the need for regulatory control, and rapid technological change can render comprehensive command-and-control regulation ineffective or debilitating. Many forces operate simultaneously, making regulatory design a complex undertaking. Inertia is one such influence. Regulatory policies that once served an important purpose sometimes persist even though they no longer serve that purpose -- sometimes because they favor a constituency that convinces the regulator to keep the control in place. Subsidies and tariff protection often continue long past the time needed to promote the development of an infant industry, for example. When there is limited public outcry against continuing the special treatment, and the affected firms strongly urge its continuance, the regulator may be convinced to continue special treatment that no longer serves the public interest. Regulation may also be affected by the regulators'personal ambition. When regulators are"captured"by regulated firms -- diverted from the goal of protecting consumers through the promise of personal rewards for favorable treatment of the firms -- regulation may not serve society's best interest. Even if regulators are not motivated by self-interest, their ideas of what is best for society may differ from those of other government officials or of society at large.     On October 21 and 22, 1986, the Futures Group ran a two-day Futuring Workshop on the premises of NASA Lewis Research Center. The workshop had four main goals: to acquaint participants with the general history of technology forecasting; to familiarize participants with the range of forecasting methodologies; to acquaint participants with the range of applicability, strengths, and limitations of each method; and to offer participants some hands-on experience by working through both judgmental and quantitative case studies. Among the topics addressed during this workshop were: information sources; judgmental techniques; quantitative techniques; merger of judgment with quantitative measurement; data collection methods; and dealing with uncertainty

    Structural Reform in New Zealand: A Review

    This paper discusses the reasons for the change in economic policy direction adopted in New Zealand in 1984. The paper briefly outlines the economic history of New Zealand in the period from the early 1970's to 1996. The ultimate test of the success of the economic reforms is whether they have increased the growth rate of potential per capita output in the economy. I discuss the evidence on this hypothesis and conclude that the evidence does support the hypothesis of a structural change in this measure. Five of the major areas of reform are discussed, these areas are goods, capital and labour market liberalisation and the fiscal and monetary policy framework adopted in New Zealand.economic policy reform; New Zealand

    The report provides a framework that categorises the different European Union (EU) policies, laws and governance actions identified as impacting upon food value chains in the defined areas of: fairer trading practices, food integrity (food safety and authenticity), and sustainability collaborations along food value chains. A four-stage framework is presented and illustrated with examples. The evidence shows that European Union policy activity impacting upon food value chain dynamics is increasing, both in terms of the impacts of policies upon the chains, and, in terms of addressing some of the more contentious outcomes of these dynamics. A number of policy priorities are at play in addressing the outcomes of food value chain dynamics. unevenness of the distribution of profit within food value chains, notably to farmers. Regulation of food safety and aspects of authenticity has been a key focus for two decades to ensure a functioning single market while ensuring consumer health and wellbeing. A food chain length perspective has been attempted, notably through regulations such as the General Food Law, and the rationalisation of the Official Controls on food and feed safety. However, there are still gaps in the effective monitoring and transparency of food safety and of food integrity along value chains, as exemplified by misleading claims and criminal fraud. This has led to renewed policy actions over food fraud, in particular. EU regulations, policies and related governance initiatives provide an important framework for national-level actions for EU member states and for EEA members. The more tightly EU-regulated areas, such as food safety, see fewer extra initiatives, but where there is a more general strategic policy and governance push, such as food waste reduction or food fraud, there is greater independent state-level activity. Likewise, there is much more variation in the application of both national and European (Competition) law to govern unfair trading practices impacting upon food value chains. This report presents the findings of a survey of members from the VALUMICS stakeholder platform, that were policy facing food value chain stakeholders across selected European countries, including both EU and EEA Member States. The survey was conducted to check the significance of the main policies identified in the mapping exercise at EU and national levels and so to incorporate the views of stakeholders in the research. The responses suggest the policy concerns identified in EU and national-level research resonate with food value chain stakeholders in participating nations. The report concludes by exploring in more detail how the themes of fairness and of transparency are being handled in the policy activities presented. Highlighted are the ways that both fairness and transparency can be extended within the existing frameworks of EU policy activity. The findings in this report provide an important context for further and detailed research analysis of the workings and dynamics of European food value chains under the VALUMICS project

    What Drives Innovation?: Inferences from an Industry-Wide Survey in Nigeria

    This chapter seeks to make some contributions to the literature on firm-level innovation in Africa by attempting to identify the significant factors that explain the capability of firms in Nigeria to innovate using the results of an industry-wide study. We focused on the product and process innovation activities of firms between 2003 and 2006 and found differences in the factors that drive them at the firm level. Our results further show that interactions matter more than most innovation-related variables and that the most important actors that influence a firm’s innovation efforts are its customers and suppliers. We conclude that product and process innovations are not mutually exclusive and that a major key to successful innovation is how and with whom a firm collaborates. The implication of this for firms and policy makers is that an effectively wired innovation system where all stakeholders are active is critical for firm-level innovation capability.innovation; drivers; manufacturing industry; Nigeria; determinants
